I wasn't being pedantic, it was my honest opinion that I couldn't say for certain yet... As of now? I think hes a failure. Our relationship with Pakistan and Russia has repeatedly taken hits under his administration (most recently with regards to 24 Pakistani military being killed by an airstrike). The stimulus bill that was passed for a cost of 825 billion dollars only saved(or created) between 700,000 and 3.3 million jobs at it's peak effectiveness, well short of the promised 5.5 million.
DADT being thrown out was a good thing, but the Bin Laden raid was a mixed success, I don't see why someone in Pakistan(the Prime Minister for example) couldn't have been told what we planned to do and it resulted in the possible leaking of military technology to the Chinese.

I don't mean to only address certain parts of what you wrote, but our relationship with Russia isn't Obama's fault. Our relationship with them only started to degrade when Bush took office, and now Obama has to clean up the mess he caused with them. Perhaps you can criticize him for not fixing it, but you can't criticize him for starting it.
As for Pakistan, they've also done things to hurt our relationship as well. Giving them samples of our stealth helicopters comes to mind.

Clearly an act of retaliation for so blatantly violating their sovereignty.

As for Russia, we should stop interfering with their government. How can you say that a nations government is not good when a great chunk of the population of that nation loves the government.
America has had much failure with foreign policy. If you can't make friends then stop annoying everyone. No need to make them enemies.
