He learned all he could at that age, doing whatever it took to learn more about the killers and those "warriors of darkness" as he called them. At the age of ten, he stumbled across the arts of Hoodoo and Voodoo. Wanting to use these arts to learn about that darkness, he began to dabble, practicing and perfecting the craft. Unfortunately, during his quest for knowledge, he became corrupted by the dark spirits, making deals with the Loa and dark spirits.

By the age of 20, he became a sort of "spiritual adviser" and fortune teller for all the major players of Gotham. Rumor's claim that he is able to do the impossible through the dark arts, but only if a deal is made. These rumors also say that he must follow through with the deals. Most of the people of Gotham know him as the mysterious "Shadow Man", who has become a sort of boogeyman used to scare those who don't know the truth.

Powers/Weapons/Tech: Through Voodoo he is able to perform the following feats:
A very weak form of Future Manipulation, which can only be done through deals.
Shadow Magic, or more accurately he has an animated shadow which can manipulate the physical plane via other shadows.
Cartomancy, often used to predict the future, and to set up a deal.
Animal Transformation, only accessible through deals, though.
Mediumship
The main brunt of his power comes from Contract Bestowal. This is also where his greatest weaknesses lie.
Weaknesses: He can only use his true power when he makes a deal, and he must follow through with the deal exactly. Anyone who is careful with how they word things should be able to get around his loopholes and tricks.
Skills: He is very good at reading people, and at keeping others from reading him.

My character already contacted yours. Sure, he's trying to reform himself...but reformation takes a long way to be finished.

And beside, introducing him to certain people like Falcone is always a possibility.

Personality: Curious, Impulsive, and quite Friendly but Short Tempered

Race: Mutated Human

Backstory: Arthur Monroe grew up in Gotham a pretty normal middle-class life, the only child of a bank teller and a nurse. In school, he displayed an aptitude for science and an interest in biology. How funny was it that all life on Earth was written in just 4 letters? Upon graduating High School at the top of his class he moved straight onto college and subsequently medical school with a focus on genetics. It was while in college when his father died during a bank robbery by the Joker, Arthur blamed Batman for not killing that lunatic sooner and the law system for not giving him the death sentence. Trying not to dwell on the tragedy, he continued his studies acquiring a reputation for unorthodox approaches to problems. As Arthur received his doctorate from Gotham University, his mother was diagnosed with ALS, he knew what he had to do now. He spent years trying to cure her to no avail before death claimed her.

How could he live in a world where men flew and could lift cars but couldn't cure a disease just as easily? He settled into a position teaching genetics at Gotham University as he began looking into gene mapping metahumans, hoping to find potential cures. Though he was quite lacking in samples from prominent heroes, Arkham Asylum was a prime spot to gather not quite human samples. He only stopped by occasionally to pick up samples for his research, rarely seeing the patients. That was before Arkham became privatized, which soon brought his research to a halt as Slade Wilson took over. Dr. Monroe made it loud and clear he was unhappy that his access was revoked. Even though he was happier that it would be harder for the patients to escape, the stagnation this brought to his research could not be tolerated. Weeks later he was approached by Slade Wilson with an offer to continue his research at Arkham but with a new focus. Arthur had agreed a bit too quickly, he didn't care about the terms as long as progress could be made. The research was all that mattered, even though it was now aimed towards more militaristic purposes. Lab rats and fruit flies only got him so far before Mr. Wilson insisted on human trials to speed things along. Dr. Monroe was a bit hesitant but complied, he had no sympathy for these criminals, sick minds the psychologists failed to help, anything he did would only improve them if it worked. Dr. Monroe currently was tasked with turning Killer Croc's condition into a super-soldier serum without the savage side effects. "Why should those with abnormal powers be selected by random chance?" he justified this project to himself.

With timetables being shortened and too many test subjects dying from the mutations, Arthur was becoming increasingly desperate to make progress. After a particularly bad night where a patient had broke free and trashed the lab before expiring, Arthur decided to work all night at the Arkham lab, drifting off into a nap as he studied the samples from the patient he heard whispers that brought to him what he was missing. Was it just a dream or otherworldly knowledge he couldn't say, but he was so confident that he perfected the mutagen he injected himself with it in his sleep deprived state. It coursed through his body painfully as his DNA was rewritten, passing out on his lab floor involuntarily spasming. He awoke to find himself a new man, relatively unchanged except certain parts of his skin were greener, but he wasn't dead, finally progress was made. In a few more days the Super Soldier Serum was perfected, with no side effects for the new subjects. Though they appeared human he was losing his humanity, scales growing in patches, an eye becoming slitted, his left hand growing into a razor-sharp claw, his right foot hurt as claws pressed against his shoe. At least he had his mind right? That would never change! He was better than human now! See it hardly even hurt when he stabbed himself with the kitchen knife for no reason! He was fine! He was better than fine! That crocodile smile full of sharp teeth meant he was happy!

He can improve the lives of so many more people with his discovery! Now that he had the technique down and the mutagen perfected he needed new samples, It would be boring to keep using Croc's besides that was to be sold by Slade. Fruit flys? Why not! Lab rats? Easy! Lion, tigers, bears? Oh my, that would need a trip to the zoo. The possibilities are endless and he still had Arkham to work with! Why did his head hurt so much? No time to think about that, work needed to be done, after all, he was helping people become better than they were before.

Powers: Enhanced Intelligence, Reptilian Physiology
Weapons: Syringe pistol for delivering mutagen/virus/tranquilizers to unarmored targets at range, Enfield No. 2 revolver a family heirloom he keeps in his apartment for self-defense
Tech: Mutagen-52 a virus of his own creation that will insert selected genes into the target. It only infects humans and is transmittable through bodily fluids. It takes time for the genes to express themselves. Initial results are seen in a few hours, depending on the changes it could take up to 4 months to fully express the inserted genes.

Weaknesses: Cold Temperatures will drain his stamina and eventually make him pass out in a state of hibernation.

Personality: Ruthless and now fanatic to the ideal of world peace and security at the cost of..., well, maybe everything. Aside from that, what empathy he has left is only for his employers, Cadmus, and his family who he thought of still alive despite no communication over the years.
Affiliation: Falcone, bodyguard. Secretly rumored to be his right-hand man.
Race: Cyborg.
Backstory:

Born in Soviet Union, Josef lived a hard life, not helped with the declining social conditions of the Soviets. Joined the military in order to improved wealth, but that's hardly even better, even as the Soviets fell after the end of the Cold War. At the end of Cold War, he went on to getting himself in the business of crimes, as an enforcer for the Solntsevskaya Bratva.

In the business of crimes itself, he went on to married a young women and had child, but as his career went on, he made a lot of enemies in the process. One day, while on a new assignment as he was transferred to United States, he was left for his own death as an ambush happened, where he was among the death ones. A Cadmus extraction squad retrieved the ones who were still alive but still dying for experiments, perhaps if it means it is for the best of the world's security and peace. An idea of fanaticism was experimented and put inside his mindset in order for him to not betrays Cadmus.

He was experimented with cybernetic procedures true and true, and it was a successful procedures. He was deployed in many operations, and thus are highly experienced in the unconventional and conventional warfare. It was by this time that he though that his services would be more useful if he was deployed more on the field but with a larger mission. Cadmus liked the idea and thus supported his decision to acted as Giovanni Falcone's new bodyguard and security-in-chief while overseeing the newest development in the light of newer development in Gotham City.
Powers/Weapons/Tech:

Wounded in an assassination attempt that was botched by Batman, his dying body was eventually recovered by Cadmus, who transformed him into a cyborg with superhuman strength and superhuman speed but at the cost of needing charge every little while because of his development into cyborg using a prototype technology. Beside that, he is also armed with powered armor, laser-based weaponry, and powered hands and legs for boost in mobility and punching power. The laser-based weaponry itself is a laser pistol and a laser rifle, both very powerful but limited in ammunition.

Weaknesses:

He needs charging batteries every little while so he has to conserve his energy use.
His laser-based weaponry ammunition is limited and the ammunition is expensive, forcing him to conserve its ammo.

It does seem like an unfair, unrealistic, or otherwise immersion-breaking sort of thing. Even people who walk into crowds with assault rifles often can't get that many before something happens to them.

Anyways, I'm stuck at Wayne Manor at the moment.

Of course, there haven't been professional hitmen in a long time. Most can only get out like 2 guys before being arrested. The old-style mafia hitmen of the past, though, were quite effective.

And to clear up some things in case there is some misunderstanding regarding Lars attempting to contact an assassin, keep in mind that to reform themselves without aid requires a very long process, although reforming from criminal to a good guy may be faster and easier.

Also, trying to know his power with contacting him for a mission is an easy way to know someone's powers.

Perhaps if it is allowed, I'll give him the mission to kill a C-list villain or C-list hero.
