The Wangatengkian Charter of Rights and Freedoms

Article One
Every Wangatengkian shall be born free and equal with certain rights and freedoms. The purpose of this Charter is to spell out those rights and freedoms which we should all enjoy.

Article Two
Every Wangatengkian shall be entitled to all the rights and freedoms set forth in this Charter, without exception or distinction made because of race, color, language, sex, gender, sexual orientation, ownership of property, social status, spirituality, political opinion, or any other factor.

Article Three
Every Wangatengkian shall have the right to be recognized as human being and seen as an equal under the law. Every Wangatengkian shall be entitled to inalienable rights of life, liberty and security, namely; freedom of speech and expression, freedom of religion, freedom of opinion, freedom of peaceful assembly, freedom of association, freedom of rest and leisure, freedom of the press, freedom of movement, freedom of employment, freedom of marriage and family, freedom of property ownership , and freedom of intellectual property.

Article Four
Every Wangatengkian shall be guaranteed the right to keep and bear arms deemed reasonable to the defence of one’s person, property, and community against crime, invasion, and unjust oppression.

Article Five
No Wangatengkian shall be held in, or forced into, slavery or servitude. Every Wangatengkian has the right to a safe work environment, equal pay for equal work, as well as the voluntary opportunity to become part of a worker’s union.

Article Six
No Wangatengkian shall be subjected to cruel, inhumane or degrading treatment for any reason. Every Wangatengkian shall be guaranteed affordable basic health care, utilities and social services to maintain a healthy and comfortable existence.

Article Seven
Every Wangatengkian shall be guaranteed the right to a quality education necessary to succeed and better the world around them. Education shall be merit-based and focus on objective teaching without the bias of educators interfering with curriculum. There shall be a clear separation of religion and education.

Article Eight
Every Wangatengkian shall be guaranteed the right to participate in the political process and take part in the government that serves them. Every Wangatengkian shall be guaranteed the right to cast a confidential vote in free and open elections that shall regularly take place every four years. Every Wangatengkian shall be guaranteed the right to bring forth immediate legal proceedings against actions, laws or policies violating the rights and freedoms granted to him or her by this Charter. There shall be a clear separation of religion and government.

Article Nine
No Wangatengkian shall be subject to unlawful detention, arrest, imprisonment, or punishment, nor be unlawfully harassed or assaulted by any law enforcement or governmental authority. Every Wangatengkian shall have the right to a fair and public trial by an official legal authority consisting of an independent and impartial tribunal, in the deliberation of any civil or criminal charge brought against him or her. Every Wangatengkian shall be presumed innocent until proven guilty in a legitimate proceeding of an official court of law.

Article Ten
No Wangatengkian shall be subject to arbitrary interference with his privacy, family, home or correspondence, nor to unfounded or unjustified attacks upon his person, honor or reputation. Every Wangatengkian has the right to protection under the law against these interference or attacks.

Article Eleven
Nothing shall prevent the lawful alteration of this document to include new rights or the variations of the rights and freedoms already contained in this document, however no article in this Charter may be completely repealed or suspended by any governmental authority. This document, as a whole, can never be suspended for any reason.

Article Twelve
Nothing in this Charter may be interpreted as preventing limitations, determined by law, solely for the purpose of securing recognition and respect for the rights and freedoms of others as well as meeting the just requirements of morality, public order and the general welfare in a democratic society. Nothing in this Charter may be interpreted as entitling any government authority, group or person the right to engage in any activity or action aimed at the destruction or circumvention of any of the rights and freedoms set forth herein.

Wangatengkian Government and Law Enforcement Entities

The Wangatengkian Office of the President is a largely symbolic office having very little "real" power but is held in great esteem by the general public. The main powers of the President include signing and vetoing new laws, acting as a diplomatic and symbolic figurehead for the people as well as providing an executive branch in urgent cases of national emergency. The current President, Julian Smith, is extremely popular among the people and will be up for re-election next spring. Wangatengkian presidential elections take place every four years on April 1st.

The Wangatengkian National Court is the judicial branch of the Wangatengkian government. Five justices, elected by the people, sit on the bench. The National Court settles disputes that regard issues relating to the Charter of Rights and Freedoms. It is the only mission of the Justices to interpret and uphold that document to the best of their abilities. A majority vote of three justices is needed to settle a case.

The Wangatengkian Legislature is the main governing body of the Wangatengkian political system. The Legislature exists solely to take bills drafted by both legislators and the people, voting to decide whether they become law. A Speaker for the Legislature, elected by legislators, serves as an intermediary between the Legislature and the Office of the President.

The Wangatengkian Rangers are a relatively new law enforcement agency in Wangatengki. Uniformed and armed, the Rangers are comprised of police officers who are trained to the highest possible level; nearly all of them possess both Master's Degrees in criminal justice-related fields as well as meeting top-tier physical fitness standards. Identifiable by their distinct green dress uniforms, the Wangatengkian Rangers serve as a "highway patrol," enforcing speed limits, stopping dangerous drivers, and responding to vehicle accidents. In addition, Rangers are the foremost authority on organized crime, counter-terrorism, fugitive recovery and intelligence gathering. They are seen as the best law enforcement Wangatengki has to offer, and are greatly respected by both members of the Police Service as well as the general public.

The Wangatengkian Police Service is a uniformed, armed law enforcement agency that has jurisdiction over the entire island and the surrounding territorial waters. The main mission of the WPS is to "protect citizens, prevent crime and disorder, and uphold both the Wangatengkian Charter of Rights and Freedoms as well as the laws of the land." Weapons, equipment, and uniforms are nationally standardized throughout the country.

The Wangatengkian Treasury Protection Service is a uniformed, armed non-law enforcement agency whose mission is to protect the financial integrity and assets of the Wangatengkian people. They serve as armed security officers for armored cash-in-transit vans as well as guards for gold depositories, banks, and other financial institutions.

The Wangatengkian Fire and Rescue Service is a uniformed fire and rescue authority which serves the communities of Wangatengki through vigilant fire prevention, firefighting, and life-saving. Firefighters and ambulance technicians are cross-trained, meaning they can act in either a firefighting or life-saving capacity.

The Wangatengkian Coast Guard is a maritime rescue force that exists to prevent water-based death and tragedy. An unarmed, uniformed, non-law enforcement agency, the WCG employs approximately 2,500 licensed firefighters, lifeguards, paramedics and rescue swimmers to patrol the nearly 4,000 kilometers of Wangatengkian coastline in both boats and aircraft.

The Wangatengkian Office of Licensing and Public Health is an agency tasked with ensuring that all food, drugs, and water are safe for consumption as well as monitoring the well-being and safety of the Wangatengkian people through vigilant licensing procedures.
