I agree with you, no connection despite
the cultural connection of chocolate unfortunately this has no connection with the WA

From the comprendium:

"Real World Reference: WA laws are written for the world of NationStates and the fictional countries therein. A proposal may not contain any proper nouns which reference the real world. This includes, but is not limited to, world leaders, persons, places, religions, languages, political parties, organizations, and events. Proper nouns are permissible if they are necessary to refer to a generic political or scientific concept."

November is a proper noun, specifically a month from the Gregorian calendar, and is not "necessary to refer to a generic political or scientific concept."

Edit: after conferring with The Ice States about precedence on this, and given the recent update to the wording of the rules, I'm going to issue a legality challenge for this. I will link to the thread once I make it. This is not an attempt to malign your proposal because I oppose it, which is why I'm issuing now instead of when this (hypothetically) reaches quorum

A lady with a very oversized futuristic tablet in her hands that displays strange formulas and wearing a t-shirt displaying T-NERD on the front and a burning ivory tower on the back (OOC: See here for more details: https://www.nationstates.net/nation=tig ... id=2500998) and seemingly a member of the Tigrisian delegation enters the room and proclaims: "This proposal is utter nonsense! Let's do not forget that the nations of the World Assembly are not some or all of the nations of one planet, but some nations of the whole multiverse! Hence, due to the nature of space-time, especially the relativity of time, time is moving in different speeds for each nation. For some, time moves incredibly fast compared to other nations, while for others, it moves incredibly slow. For the individual people living in our nations, the passing of time should be similar. A clock doesn't tick slower if it is close to a black hole, however, for an observer outside of the gravitational pull of black hole, the clock would nearly stand still. That has strange effects on how delegations would celebrate here. While some delegations would nearly celebrate every day in World Assembly Headquarters time, some would seemingly never celebrate. However, if we would adopt a universal time frame, maybe the time frame of the World Assembly Headquarters and use it as reference, something, according to my dear friend Hans is worth its own resolution, some citizens would enjoy all-year-round celebration while citizens of other nations the international chocolate day would be a once-in-a-millenium-experience so only some generations would have the chance to celebrate the international chocolate day. Speaking of chocolate, I wanna go to the World Assembly Strangers Bar and get a hot chocolate. Anyone wants to join?"
