[DRAFT]Reduction of Global Black Markets

Recognizing that all nations have a with a restrictive market also have a Black Market.

Understanding that Black Markets are not only a source for illegal goods, but nations with large black markets do not receive a large portion of their taxes.

Understanding that Black Markets rely on untraceable forms of currency to remain anonymous and undetected.

Believing that the abandoning of non-traceable forms of payment will eradicate Black Markets globally.

The World Assembly hereby:
  • Encourages member nations to adopt a fully electronic payment system.
  • Assists in the creation of such a system in nations who desire it.
  • Requires all electronic transactions made visible to the corresponding nations government, with said information not allowed to be publicly shown. This information will only be used in the locating of black market deals.
  • Requires all forms of electronic currency to be verified before they can be transferred from National Bank accounts into that currency. For a currency to be verified it must be added to a government tracing network. Non verified currencies will rejected when trying to transfer.

So - there's a thing called The Shadow Net. It's the largest black market in Calladan and it exists entirely online. We know it exists because we have anecdotal evidence of it, but we have no clue where it is because it is that well organised that we (the government, the judicial branch, the police departments of various levels etc) have no idea how to find it.

It is ENTIRELY cashesless. All electronic. We have thought about asking them to making their transactions public, but somehow I think they're going to say no, given it involves, drugs, bribes and other not so nice matters of trade.

Also, just on a matter of principle, I really don't see ANY country agreeing to Clause 3. Even transactions that are fully legitimate and not at all illegal have the right to privacy from the government. Calladan is not a police state, a totalitarian dictatorship or an empire. We (the government) do not concern ourselves with what we (the people) do as long as we (the people) are not breaking the law). And if the people are breaking the law then the government has to get a search warrant signed off by a justice to investigate it before the evidence can be handed over.

That extends to private citizens, corporations and so forth - we are not going to go snooping without due cause because....... it's just wrong.
