[DEFUNCT] Chemical Control Act

Industry Affected: Manufacturing

Noting that chemicals play a significant role in the daily lives of almost everyone and affect almost every facet of life,
Defining 'chemical' as
a) an artificial substance made by artificial processes,
or
b)a natural substance that has been treated by artificial processes,
or
c)a natural substance that has been concentrated to unnatural levels,
Afraid that chemical manufacturers do not test for the safety of their chemical products,
Concerned that chemicals have had an integral role in the degradation of the biosphere worldwide,

Hereby requires all chemical products to be tested for safety and environmental hazard before going to market.

Well they should be able to pass the tests if they are safe. The definition I created accounts for artificial products like plastics as well as concentrated natural substances like the toxic pesticide 'rotonone'.

Do you think I should narrow the scope of the proposal though?

No. Environmental resolutions must be written to Significant or Strong, unless the area of effect is All Businesses. I'm not sure it fits the category as-is.

However...
Workplace Safety Standards Act wrote:

3) Requires that all chemicals be properly labeled, and that safety information be easily accessible in all workplaces pertaining to the chemical that include but are not limited to:

B) Toxicity
C) Health effects
D) First aid instructions
E) Reactivity
F) Storage
G) Disposal
H) Protective equipment
I) Spill handling procedures
J) Flammability
K) Radioactivity

I think that does what you wanted to do, but better.

Perhaps instead of saying chemical you could use unnatural substances since that seems to fulfill the defintions you are looking for. While it may not be as catchy it is more accurate.

Araraukar's quote looks far more pleasing to the eye. If that idea's what you're going for, then I'll endorse it, assuming there isn't already a similar act already in place.
