"While the Imperium is in agreement with this statement, previous debates have convinced us of the necessity of such legislation as this, and that there exist states that would prefer to oppress their peoples rights to such things, rather than allow for technological and societal progress to stain the purity of their traditions. As such, the Imperium is prepared to support this legislation, with the recommendation that a clause be added that mandates the State be required to be involved in this, rather than relying upon sources that may not exist within more primitive States."
