Description: The tariffs of individual nation states creates unnecessary difficulties in the operation of multinational corporations. Tariffs are fundamentally anti-consumer, as they raise the prices of the individual goods that people want to buy, simply to benefit less fit local industry. In favor of free trade, Lemuria proposes a large reduction in customs and excise taxes for each WA member nation.

Information: The Homosexual Rights Act (or HRA, for short) requires nations that are members of the World Assembly to allow homosexual couples the following rights:

Freedom From Persecution - couples are not to be persecuted for being homosexual
Freedom of Public - couples, if willing, are free to exercise homosexuality in public to the same extent heterosexuality can be exercised

Freedom of Extensive Unrepresented Taxation - homosexual couples are not obliged to pay additional taxes, if unrepresented

Protection of Rights - couple that are homosexual are protected by the same rights as heterosexual couples

Homosexuality Bias - freedom of speech and press remains and any persons expressing dissent toward homosexuality may not be persecuted unless violent action is taken along those views

Argument: Nations are created for the people of the region they occupy, in order to keep them safe. This promise is made by every government, both tyrannical and compassionate. The difference is, one acts upon the promise and provides all people protection, and the other narrows the population down to a certain amount of people that are kept safe. This act has been proposed to extend that narrow alley in which rights are provided to occupy homosexual couples.

I'd also call that game mechanics due to the percentages of "tourism increase/death rate and crime reduce". Also, effects 2-4 have zero things to do with category and AoE.

Also the poor English use makes it difficult to understand what it actually wants nations to do. (And it also has the obligatory typo in an educational proposal in "toursim".)

Repeal "Workplace Safety Standards Act"

Description: WA General Assembly Resolution #7: Workplace Safety Standards Act (Category: Human Rights; Strength: Significant) shall be struck out and rendered null and void.

Argument: Businesses have the right to treat their workers in any way within the contract signed between the worker and business.
Government should not have the ability to restrict a business from the terms of their employment contract.
If a citizen deems a job as too dangerous, it is their right to not apply for said job.

No repeals clause, poorly developed "one-line" argument.
Repeal "Prevention of Torture"

Description: WA General Assembly Resolution #9: Prevention of Torture (Category: Human Rights; Strength: Strong) shall be struck out and rendered null and void.

Argument: I think that this resolution should be repealed and a new resolution written up which only bans physical torture

1. A new resolution should be written which prevents seriously harmful torture but allows light torture. Through out time light torture has been used an still is used in many countries today.

2. If a serious terrorist attack has happened in your country, and you have the terrorist in your custody, you have 100% solid proof that this person has done the act and he's sitting there gloating, light torture could be used upon him to get information.

Examples of light, but effective phychological torture methods

(a) Sleep Deprivation

(b) Solidarity Confinement

(c) Sensory Deprivation

(d) Chinese Water Torture

We're heading into much more dangerous times than when this act was written up. In 2008 the threat of IS was not as bad. I plead with you to repeal this act and draw up a new one allowing light torture methods.

Description: I suggest that Leaders of regions are all too powerful and should not have the power to be WA Delegate along with puppet accounts.

They have enough power and shouldn't be able to take the power away from the WA Delegate and force the members of a region to endorse them.

1.- More in-depth background check. This includes situations that could´ve created mental illness, military service and incidents and anything that could affect a person.

2.- Military market only. The Secretary of Defense of each nation will be in charge of the sale of firearms and ammo to the people, to allow more control of the market and wielders

3.- A firearm per capita. The allowed citizens can only own a pistol and/or a shotgun. Everything else is banned for public usage.

It looks to be that they're pissed about Region Founders being able to hold WA Delegate positions, with either their main, or a Puppet. Along with some ranting about how some regions have a "If you are in the WA you must endorse the Delegate" rule.

I seem to remember one of the Mods mentioning that it didn't look illegal in the thread for it, but looking at it now, it doesn't seem to actually exist...

Considering I have been told by the "moderation team" to not file GHR's for all illegal proposals, only things like plagiarism, because they read the "silly & illegal" thread ...

Project Recycle

A resolution to increase the quality of the world's environment, at the expense of industry.

Description: Project Recycle is meant mostly for all nations with unclean drinking water and horrible air, but other more stable nations can use these ideas to make their nations more attractive and beautiful, as every human on the planet has the right of clean water and clean air.

The following are the rules all nations must obey:

MAJOR WATERWAYS/RIVERS: Make sure no human waste goes into your closest waterways and rivers, as this will easily pollute the entire water, and cause major sickness and smell during hot times. Build water plants to clean the water (turn it into reverse osmosis water, for instance), or, if you do not have the money to do so, by all means, ask for money, and the World Assembly will respond.
PLASTIC WASTE/TRASH: All trash/garbage MUST be analyzed to check if it is possible to recycle the product, and if possible, do so. If not, it is really your choice what to do with the trash, as long as you do not pollute any air or water here. You can make landfills, use it for biomass, etc.
TOILETS/OUTHOUSES/PUBLIC RESTROOMS: All toilets, outhouses and public restrooms MUST be connected to a water plant (a factory that cleans water), and NOT any rivers or major waterways.
FACTORIES/POWER PLANTS: Coal plants (and other power plants) may be abolished from your nation, if you can afford to do so. Otherwise, try to have at least 50% of your nation running on renewable energy, and not fossil fuels. Nuclear energy is plausible, it's just it has the problem of storing the waste at the end.


I guess nobody ever explained that outhouses are basically a hole in the ground with a little building around it, and not connected to anything. The rest of this is pretty much unicorn farts and fairy kisses.

Do we need to submit a GHR for a clear rules violation in an at vote proposal? Do the mods ignore at-vote violations that are not reported? Genuine question, not trying to make a point.
