But English isn't the first IC language of most of the people here - Janis speaks in Araraukarian (basically Finnish, my first language), but the RP convention is that there are Universal Translators at the Bar and debate halls, so that the various people can understand each other. Translation errors can occur, of course.

Returning his attention to the cards, he looks to Bell. "So, how does this work? I see markings here with numbers, but they don't mean much to me. Is this supposed to be money?"

The ceramic thingies represent different monetary values. You bet based on how good you think your hand is, then whoever has the best hand wins. The value depends on what combinations of suits (The little symbols) and numbers (How many of said symbols). You'd have to ask ambassador Bell for a more thorough explanation.
