It's been dead for two weeks......... quite similar with the death-ness of all of the other stuff you've posted. Why not just go to the last page of the GA forum and resurrect whatever bill is over there? (sarcasm)

All states will at a minimum belong to Technology Tier 7.

So your stopping nations from being more primitive then the Iron Age? I'm rather sure that's against the rules.

And how would a primitive nation even sell energy, they mainly get energy by burning stuff.
