In our Empire, the federal institution of marriage is a religious ceremony performed solely by the Church of Mystica, and the Church does not permit divorce, though legal separation may be permitted. If a couple wants the option of divorce, then they can have a different ceremony, in line with their people's customs, or a secular union of some sort which they can call marriage if they wish. We have very diverse sets of laws, for thousands of different peoples and their customs, with marriage under the Mystician Church being our only federal institution of marriage.
Religious freedom is guaranteed under this assembly, therefor our marriage customs must also be permitted, for this body cannot determine the doctrine of our Church according to its own laws."
