Actually with the language in the proposal as it is. The committee it creates is tasked with creating guidelines that outlaw any medicine with "bad side effects"

Where do you see any language that says "outlaw", "ban", etc.? All the committee does is examine, test, create guidelines, establish safety standards and provide funding. It isn't outlawing or banning anything. The legislation does, however, urge nations to "avoid making a medicine that has blatant health risks" -- which again doesn't outlaw or ban anything, it's only discouraging the use of (for example) chemo drugs.

OOC: I guess you've noticed it's been removed? When I sent in my GHR I did request that the mods, whether they ruled the proposal legal or not, comment here, so we could have some guidance on the category, as this is still a new one with no real precedent for players to go on.
