If you study up on the normal proposal format this is a good minor issue to legislate and would be a good jumping off point to larger projects. "For one, this is illegal for being optional. Resolutions must not be optional in it's mandates. As it stands, contributing to this fund is voluntary, and all operational clauses have to do with participants. So, if the C.D.S.P. decides not to partake, and we absolutely won't be funding the education of non-citizens, this fails to affect us. While this is acceptable for certain resolutions, such as GAR#10 not especially affecting nations without nuclear weapons, or resolutions dealing with democratic elections not affecting pure monarchies, this draft doesn't benefit from that flexibility.
"Also, the formatting is awkward. Keep your clauses as a numbered list, without extra line breaks. And get rid of that blasted reference toreligious nuthousesseminaries. To the author, the WA already has a general fund for these kinds of endeavors. If you cite "proceeds for which shall be drawn from WA funding," the WAGF will automatically be increased to support this scholarship and you won't need to require everyone donate 1% (which is a pretty high amount, anyway - were the USA an NS nation, it would be donating $30 billion...just to a scholarship fund!).
