This is pretty good, burt add more. And let people use hormones. Its frowned upon, but let people use it. And also, dont punish people. How about instead people under this act dont buy that groups prodicts? You use hormones, dont follow our rules, you dont get the trade or consumers. Like sanctions.

Growth hormones are an essential part to many nation's food supplies and not all do damage to the animal or end user. Banning them all is irresponsible.

Cows can handle being in the rain. Animals live in weather all the time and it's okay.

Your general language is pretty off as well.
Contain air conditioning and heating? So I must simultaneously heat and cool all my animals at all times?
One foot of space? Is that a linear foot, a square foot, or a cubic foot? I'm sure the pigs will love that.

You're working on a lot of resolutions at once and I hate to be mean, but they're all pretty shit. Before you pick up a pen, you should participate in debates on other proposals so you can learn how to look critically at your work and figure out what people are looking for in a resolution.

And by the grace of the wizards, do not submit anything else. Its all such shit it will get you ejected from this assembly. Most resolutions go weeks- others months, before being submitted and that doesn't even guarantee they are free of loop holes and legality concerns.

The only way to rescue this is to focus on preventing animal abuse. Don't concern yourself with the specifics of what every animal gets in life but focus on preventing and punishing gross abuses like inhumane slaughter, beatings, forced fighting, starvation.
But you better know what you're talking about. A lot of people want to make feel good resolutions that make sure cows get sedatives before they get their throats slit but don't realize that they could kill everyone who eats the meat.
