It's a good idea for a proposal but I'd stray away from making the blanket statement that all homeless shelters are appalling when some (like our own) are very well maintained in health standards due to frequent inspections and allocation of welfare funds.

Do you have any evidence at all for #1, or 3? Something besides your unsupported anecdotal assertions? Is there a reason for #2 besides being a variant on the tired hand-wringing "But thiiiink of the chiiiildren!". And why should homeless shelters, which are chronically cash-strapped, now be required to become arcades and employment agencies, as #4 suggests?

Overall, pretty bad start.

I would suggest reading the stickies at the top of this forum. This, right now, reads more like a blog than a proposal. It doesn't mandate anything for nations to do, so it has no operative clause. A better draft would look something like this:

The World Assembly,
NOTING that the conditions of many homeless shelters are appalling,
BELIEVING that the homeless should be protected under international law,
SEEKING to improve the quality of life in member nations;
DEFINES "shelter" for the purposes of this resolution as a safe and permanent structure that provides protection from the elements;
MANDATES that nations provide adequate shelter for the homeless population;
REQUIRES these shelters to provide food that is nutritious and adequate for the health of the homeless;
URGES nations to also provide activities and daytime work for the homeless.

That being said, please don't copy my draft. I would be willing to work with you as a coauthor, however.

Is this a transnational issue? If it is, nothing in this gives rise to it.

1) Homeless shelters where? Within your own nation? Which others? We don't have homeless shelters; we have a wide variety of high standard housing available for all citizens across several hundred worlds.
2) Redundant; this is implied by various previous resolutions extending rights to all citizens.
3) This is a wide generalisation.
4) Sheltered workshops? Dear gods, perhaps we could re-open the late Victorian workhouses as practised by one of our antecessor nations.<sup>+
