Proposal I believe is long overdue.

SARCASTICALLY congratulating the backdoor method GA#141 defends religious brutality.

CONCERNED at the hypocrisy and injustice of this General Assembly defending male genital mutilation but denouncing female genital mutilation.

PARAPHRASING the well-written GA#114:
"APPALLED at the dehumanizing practice of mutilating the genitals of young boys without medical necessity;

RECOGNIZING the loss of bodily rights when circumcision is done to an individual without that individual's fully informed uncoerced consent and when not medically necessary.

CLARIFYING that for a procedure to be "medically necessary" it must be, in the opinion of a medical doctor, needed in order to prevent death or permanent physical harm to an individual, and must be the least invasive procedure that will prevent death or permanent physical harm;

ACKNOWLEDGING that male genital mutilation is a longstanding cultural tradition in some parts of the world;

however, ASSERTING that cultural or religious identity or tradition is wholly inadequate justification for the barbaric mutilation of an individual's sexual organs without that individual's fully informed consent;

CONCERNED about the medical complications that can result from these unnecessary and unsafe procedures, including infections of various kinds, scarring, or even death;

DEDICATED to the fundamental human rights of boys and men and to the bodily integrity and sovereignty to which every individual is entitled;"

hereby REPEALS GA#141

This truly goes out to Quelesh, whose proposal on banning female genital mutilation truly helped capture the horror of genital mutilation and the current injustice this Assembly currently permits on the grounds of "religion."

inb4 some has no argument and post a picture of a baby with "why do you care about my penis?" We care enough to protect female genitals. We need to be equal.

I would recommend a replacement resolution essentially mirroring the ban on FGM. If a guy wants to get cut when he is of age, fine. But short of medical necessity, it should be banned if the individual cannot make the choice. Religion and vanity procedures be damned.

As it is, nations are already free to ban male circumcision under PMC, and will still be free to keep it legal if it is repealed. So what's the freakin' point? If it is to introduce a WA resolution banning male circumcision in all nations -- which would be the only logical reason for repealing this -- then the repeal will have failed before it started. Just like all the others.

Give it up already.

Needless to say, after I actually read it I have to go against this.

I appreciate the intent of this repeal. but the language, tone and justification need more tempered approach.
use of sarcasm at the start sets wrong tone to the draft.
If need for banning genital mutilation of minors (boys) unless there is medical necessity is emphasized, it may have positive impact.

I'll bring a couple bottles if you want company...this is likely to get messy if it lasts much longer. Last time, they were cleaning the blood and chunks of hair out of the tiles on the floor for weeks, if I recall correctly.

Please do not submit this in its present form without response from Quelesh.

Your "PARAPHRASING" clause does not cover the extensive use of another player's work without their permission. That permission must be given clearly, on this site, and preferably publicly, in this thread. You should also seek Quelesh's permission before attributing co-authorship to them, and that, too, must be given here.

Reason: NationStates is a political game. Authorship and co-authorship of proposals and resolutions, and permission to use an existing formulation, can be significant in terms of internal NS politics. A player willing to be the author of a resolution may not be willing, for political or personal reasons, to be even nominally allied with another player as a co-author. He may not agree to a repeal even if its target is opposed in spirit to a resolution he authored.

Further, politics sometimes involves deception. We cannot be certain that the person who uses a nation's name offsite is the same person who uses that name on NS. Consequently, we have to require that permission be given onsite, where nations can be verified.

Note also that "paraphrase" does not mean "quote". To paraphrase is to restate an idea in different words, often with the aim of making the original meaning clearer.

(The above is a technical objection to the phrasing. You are, of course, free to repeal this or any other resolution [except GA#1].)

This was my thoughts as well. Needless to say, aside from ignoring the medical benefits of such a procedure, it is best left up to the parents to decide to do it, and the individual nations to decide to allow it (yes, creative compliance is possible if you seek it). I will simply sit back and watch the fireworks, until the author gives up, or decides to ignore mod advice, submit it, and gets removed from this assembly.

Circumcision is a non-practice in Erefen because it is considered mutilation and decreases the sensitivity of the genitals.
We denounce the propaganda of increased chances of infection. This is simply not true if you actually clean yourself.
We like our citizens to feel good and be happy.
I am circumcised IRL and this is my actual stance on the issue.
