On topic, I think Gobbannium and Qumkent between them have highlighted most of the problems, Flib has dealt with the basic flaw in the concept and your proposed proposal ( ) would die of being an ABC, so iLock.

However, since NS is full of surprises, if you ever come up with a proposal that can jump all these hurdles and still stand upright, feel free to start a new thread.
