[DEFEATED] Chemical Weapons Convention

As this proposal has gone through an entire revision, and been amended several times this is final revision.

If any nations have substances they would like added or further limitations placed, please comment.

Global Disarmament/Strong

Chemical Weapons Convention

REALIZING that nations possess Chemical Weapons,

ACKNOWLEDGING that some nations choose not to possess Chemical Weapons,

FURTHER REALIZING the fact that some nations use Chemical Weapons in warfare,

DEFINES Chemical Weapons into the following schedules:

Schedule 1 (Nerve Agents):

Tabun, Sarin, Soman, Cyclosarin, VE Nerve Agent, Edemo, VX Nerve Agent, Amiton

Schedule 2 (Blood Agents):

Hydrogen Cyanide, Cyanogen Chloride, Arsine

Schedule 3: (Blister Agents):

Mustard Gas, Lewsite, Nitrogen Mustard, Chlorine Gas

Schedule 4 (Riot Control Agents):

Mace, CS Gas, Chloroform, CR Gas, Oleoresin Capsicum (also known as Pepper Spray)

DECLARES that nations:

1. Are not permitted to possess or to produce Schedule 1 substances in any form,

2. Are permitted to possess Schedule 2 and 3 substances for deterrent purposes only,

3. Are permitted to use Schedule 4 substances only within the confines of their own nations as permitted under national laws for possession of such substances,

4. Abide by a hard limit of 0.5% GDP spent on maintaining and developing Schedule 2 and 3 substances,

5. Are permitted to produce and export Schedule 4 substances freely with no restrictions.

FURTHER DECLARES that only the listed substances shall be considered Chemical Weapons under this convention,

CREATES the CHEMICAL WEAPONS LIMITATION AGENCY with the following mandate:

1. To commission inspectors to enforce this convention, and requires all nations to co-operate with inspectors when conducting official inspections.

2. To collect and analyse annual statements from nations on locations, numbers, types and production/testing facilities for Chemical Weapons,

3. To file annual statements with the World Assembly on locations, numbers, types and production/testing facilities for Chemical Weapons,

4. To gather and share intelligence on locations, numbers, types and production/testing facilities for Chemical Weapons within nations that possess Chemical Weapons,,

5. To provide medical, and humanitarian assistance to ANY NATIONS subject to Chemical Weapon attacks,

REQUIRES that nations choosing to possess Chemical Weapons secure such weapons against theft and accidental release.

3. Make freely vaccines and antidotes to such nations subject to Chemical Weapon attacks.


Vaccines are for [some] 'Biological' weapons, not for 'Chemical' ones.

Defining 'Chemical Weapons', so that opponents can't claim this would ban bullets and explosives (which are made out of chemicals, just as all other matter is, after all) would probably be a good idea.

Global Disarmament/Mild

Chemical Weapons Limitation Convention

A. DEFINES Chemical Weapons as:

1. Munitions and devices, specifically designed to cause death or other harm through the toxic properties of those toxic chemicals which would be released as a result of the
employment of such munitions and devices,

2. Any equipment specifically designed for use directly in connection with the employment of those munitions and devices,

3. Any chemical which through its chemical action on life processes can cause death, temporary incapacitation or permanent harm to humans or animals, when connected to a
delivery system, capable of delivering those chemicals either tactically or strategically.

ACKNOWLEDGING that nations possess Chemical Weapons,

FURTHER ACKNOWLEDGING the fact that some nations use Chemical Weapons in warfare,

APPALLED that some non-member nations use Chemical Weapons as a means to terrorize and coerce nations,

REALIZING that the Member Nations need to be able respond to such attacks with reciprocal force,

FURTHER REALIZING that Chemical Weapons are inherently evil, cause widespread mass destruction, and unnecessary civilian casualties,

B. DECLARES:

1. That Member Nations be allowed to possess chemical weapons for self defence/deterrence purposes only.

2. That Member Nations be permitted to only use chemical weapons if attacked by another nation that uses chemical weapons against such nation.

3. That Member Nations define and abide by a no-first use policy in regards to Chemical Weapons.

4. That Member Nations shall NEVER use Chemical Weapons against another Member Nation.

5. That caps be set on chemical weapons of no more that 500 Tonnes of Chemical Weapons munitions active at any time, connected to a delivery system capable of delivering
such weapons.

6. That further caps of 2000 Tonnes of reserve Chemical Weapon munitions are permitted to be maintained in an inactive state, that can be brought to ready status in a
reasonable amount of time, not connected to a delivery system capable of delivering such weapons.

7. That Member Nations submit annual statements to CHEMICAL WEAPONS LIMITATION AGENCY on locations, numbers, types and production/testing facilities for Chemical
Weapons.

C. CREATES the CHEMICAL WEAPONS CONVENTION ORGANIZATION (CWCO) with the mandate to:

1. Promote global disarmament of Chemical Weapons.

2. Prevent proliferation of Chemical Weapons.

3. Promote and develop defences to Chemical Weapons.

4. Provide medical, and humanitarian assistance to ANY nations subject to Chemical Weapon attacks

5. Provide funds to assist with the clean up of areas subject to Chemical Weapon attacks.

D. FURTHER CREATES the CHEMICAL WEAPONS LIMITATION AGENCY (CWLA) with the following mandate:

1. Chemical Weapons Limitation Agency inspectors will conduct overflights of Member Nations to verify locations, numbers, types and production/testing facilities for Chemical
Weapons.

2. Collect and analyse annual statements from Member Nations on locations, numbers, types and production/testing facilities for Chemical Weapons.

3. File annual statements with the World Assembly on locations, numbers, types and production/testing facilities for Chemical Weapons.

4. Gather and share intelligence on locations, numbers, types and production/testing facilities for Chemical Weapons within non-member nations that possess Chemical
Weapons as a means to terrorize and coerce nations.

D. REQUIRES that any Member Nation choosing to possess Chemical Weapons secure such weapons against theft and accidental release.

E. NOTES that violation of the convention does not authorize military action against any nations in violation of this convention.

B. Vomiting agents

C. While being used by legitimate Law Enforcement and or/Military agencies of a nation as Riot Control Agents within the confines of their own nations.

DECLARES that nations:

1. Be allowed to possess chemical weapons for deterrence purposes only,

2. Be permitted to only use chemical weapons if attacked by another nation that uses chemical weapons against such nation,

3. Define and abide by a no-first use policy in regards to Chemical Weapons,

4. SET HARD CAPS on chemical weapons of no more than 5000 Chemical Weapons munitions active at any time, connected to a delivery system capable of delivering such weapons, OR 2% of a nations Gross Domestic Product MAXIMUM spent on developing and maintaining Chemical Weapons munitions.

CREATES the CHEMICAL WEAPONS LIMITATION AGENCY with the following mandate:

1. To Collect and analyse annual statements from nations on locations, numbers, types and production/testing facilities for Chemical Weapons,

2. To File annual statements with the World Assembly on locations, numbers, types and production/testing facilities for Chemical Weapons,

3. Gather and share intelligence on locations, numbers, types and production/testing facilities for Chemical Weapons within nations that possess Chemical Weapons,

4. Promote global disarmament of Chemical Weapons,

5. Work with nations to prevent proliferation of Chemical Weapons,

6. Work with nations to promote and develop defences to Chemical Weapons,

7. Provide medical, and humanitarian assistance to ANY NATIONS subject to Chemical Weapon attacks,

REQUIRES that nations choosing to possess Chemical Weapons secure such weapons against theft and accidental release.

I fail to see the validity of this clause. While they do indeed tend to cause mass destruction and civilian casualties I'd hardly say they were unnecessary. Saves us a ton of money. And the lives of our soldiers. Not our fault if the enemy wants to try and use their civilians in a useless attempt to tug our hearts into not poisoning them.

I dont remember mace or pepper spray killing lots of people....since how you define a chemical weapon includes police weapons such as mace.

Really? Cuz I want my enemies to steal my WMDs and use them on me. Do we really need this fundamental fact of owning WMDs?

So...if I break every one of these rules...then what happens? Nothing? Cool. So basically you cannot enforce this in anyway possible, making this bill absolutely useless.

This proposal is poorly written, atrociously formatted, and maintains no internal logic. It perpetuates the myth that non-member states are boogeymen and that member states must do away with morality when interacting with non-members. It fails to note that chemical weapons, in the modern era, are almost exclusively used against domestic populations to quell political uprising or as acts of racist, genocidal regimes. It grants blanket permission to use chemical weapons against domestic populations as "Riot Control Agents", a term left woefully undefined. It is based on the premise that chemical weapons have any deterrent value, a position no military strategist or military scientist would endorse. For a global disarmament resolution, actual disarmament is merely a last-minute addition, given no proper thought whatsoever.

Overall, the authoring delegation should be embarrassed. All of these issues could have been addressed through a proper drafting session. But this proposal was rushed, and the authoring delegation showed no intent to have a serious debate about how best to address the use of chemical weapons. Lastly, the International Criminal Court defines war crimes, in part, as using chemical weapons against civilians. This proposal, however, provides blanket permission to use chemical weapons in response to an attack. This is a possible contradiction of long-standing law, and the Glen-Rhodes delegation has brought the issue to the Secretariat.

This convention does not ban nor make any substance illegal in any fashion.

This convention only LIMITS Chemical Weapons.

Rest assured Ambassador OFF and RAID will still be legal.

Could you please enlighten us as to how this would forbid teaching and research activity in your department?

No substance or chemical is banned under this convention so you should be free to carry on research and teaching.

Proposal stands as it is.

What may we ask is so serious about a Convention LIMITING Chemical Weapons, not banning nor making chemcial or substance illegal? What is so serious enough that you would campaign against saving lives?

(OOC: Could you put all the revisions in the first post, please? I'm finding it hard to follow how this has changed, plus having to go all the way down to the end to find the current draft is a pain in the Khyber.)

I have read the proposal, and while I can see the intent behind it, I strongly recommend you take a page from Ambassador Flibble's book, and simplify the resolution? There is a lot in here that I fail to see the need for; for example:
United Federation of Canada wrote:4. SET HARD CAPS on chemical weapons of no more than 5000 Chemical Weapons munitions active at any time, connected to a delivery system capable of delivering such weapons, OR 2% of a nations Gross Domestic Product MAXIMUM spent on developing and maintaining Chemical Weapons munitions.


What is the intention of this cap? Non-members will not be abiding by any cap, so this will not serve any beneficial purpose whatsoever.

1. To Collect and analyse annual statements from nations on locations, numbers, types and production/testing facilities for Chemical Weapons,

Since this relies on the weapon cap, this committee's responsibilities are excessive. Additionally, why is this committee dedicated to global disarmament? I can understand it if a nation wants to destroy their stockpile, but global disarmament...it seems to fly in the face of the intention of the resolution.

Allow the current proposal to see its end, and return it to draft, with these suggestions in mind.
