Considering both RL and NS precedents, I think that nations should be allowed to enter 4 men's singles and 4 men's singles, and 2 of each doubles.

I don't know what RL precedent you're using. If you're referring to the Davis & Fed Cups, there's two players for singles and two for doubles on a team, so that would make the 4-person singles thing unnecessary.

As for NS precedent, I clearly wouldn't know. The original ITA had three positions for each. I do think I'll edit this to allow two teams total (I wasn't specific enough on entering individuals or teams for doubles anyway).
