Esteemed members of the Executive World Cup Committee,

The Fiefdom Soccer Federation (FSF) and Federation Royale Quebecoise du Football (퀘벡왕립축구협회) hereby submit the following bid to jointly host the 62nd Baptism of Fire.


THE NATIONS
The Fiefdom of Cosumar is a kingdom in northeastern Atlantian Oceania near Audioslavia and Osarius. The Fiefdom consists of a large landmass called Cosumarus, with the smaller Klyde Isle to the east and some scattered archipelagos to the west. The geography is quite diverse, from the sunny southwest to the vast central steppes to the enchanting forests of the northeast (home of the famous Cosumarite Azure Dragon). The largest population centers (especially Kaldukosic and capital Ramusok) are on the moderate east coast. All of these lands are divided into 21 historical “fiefs”, which now function essentially as provinces. Cosumar also has numerous extraterrestrial colonies and outposts. The current year of the Cosumarite calendar is 1006, marking the exact number of years since some hopelessly lost ships originating from the uncharted seas east of AO crashed upon the northern shores of Klyde Isle. 5800 ethnically diverse survivors found the land uninhabited. That’s where it all started. Today, the population exceeds 900 million. We've come a long way in the millennium since the "First 5800". Cosumarites are now famous for their welcoming nature, belief in complete civil freedoms, exploration of outer space and harmonic balance between nature and technoloy. Some of our innovations help when hosting international events. For example, most Cosumarites have implanted chips to understand most of the world’s major languages, and our public TransCosumar Hyperloop monorail system connects the entire country at speeds exceeding 700 mph. A constitutional monarchy, Cosumar is led by King James II (60) and Queen Charlotte (50).

Located in Northern AO, Royal Kingdom of Québec is a nation known for its environment, rich cultural diversity and claims one of its region's most educated and cultured population. Led by His Imperial Majesty the Jacques IX, the country is a semi-constitutional monarchy, with both the royalty and the democracy playing a huge role in Quebecois politics. With a high HDI rating and affluent economy, Royal Kingdom of Québec is an advanced nation with long years of peace and stability within the nation, while still allowing for societal and economic progress over the course of its history. With a beautiful environment, advanced economy, state-of-art infrastructure and love of association football, Royal Kingdom of Québec is your place to go for your once-in-a-lifetime voyage that welcomes every traveler with smile and cheer.


FORMAT
Of course, it is impossible to determine a specific format at this time without knowing the exact number of nations.

Range of possibilities include:
• 24 nations. Six groups of four with the top two from each advancing to the Round of 16, plus the four best third-place teams.
• 32 nations. Eight groups of four with the top two in each advancing. Ideal.
• 48 nations. Eight groups of six with the top two in each advancing.

We are extremely flexible, however, and willing to accommodate several different scenarios. Either way, there will be a group stage with Cosumar scorinating the first half of the groups and Quebec scorinating the second half, leading up to a knockout stage of ideally 16 teams. Knockout games will be split between Cosumar and Quebec, with Cosumar hosting the Final. Towards the end of the tournament, we will host an All-Star Game of players who became standouts in their international debuts.

Should two nations be tied on points at the end of the group stage, we will use the following tiebreakers:
1. Head-to-Head points
2. Head-to-Head Goal Difference
3. Goal Difference
4. Goals For
5. Drawing of lots (roster/RP bonus)


SCORINATION & RP BONUS
Games will be scored using xkoranate 0.3.3 (SQIS).

As the Baptism of Fire was founded as an introduction into the world of football roleplaying and there are no ranks, RP bonus will be very generous and cumulative throughout the tournament. We want to reward promising new players who show effort and/or creativity. As hosts, we will do our best to facilitate quality roleplay and make this BoF the springboard to future success for the next generation that it was for many of those prior. RP bonus will be graded by each host individually, though we prefer not to release our exact grading scale.


PREVIOUS EXPERIENCE
The user behind Cosumar has been an active member of NS Sports since the summer of 2010 – almost six years. Over the years, particularly in the last three, he has proven himself as an active RPer and reliable contributor to the community who is ready to take on WCC hosting responsibility. His hosting portfolio to date includes World Bowl XXVII, World Lacrosse Championships XX, Beach Cup II and Beach Cup V as Sarrbia, and a solo tennis tournament. He also scorinated conferences in NSCAA 3 & 4, NSCF 4-5 and NSCF 10-13. He began serving as NSCF Commissioner prior to NSCF 13. All were successful events hosted to completion without any hiccups. He also maintains a domestic newswire for everything related to Cosumar sports, including an extensively detailed five-tier soccer pyramid entering its 18th season. ICly, Cosumar has also hosted the Finals of all three UICA tournaments and the AOCL.

The user behind Royal Kingdom of Québec has hosted or co-hosted the World Bowl XXIV and XXVIII, World Cup of Hockey XXV, XVI and XXIX, Baptism of Fire LVII, Cup of Harmony 64 and International Basketball Championships 17-18. The user behind the nation was most recently the inaugural and 6-cycle long President for the World Cup of Hockey Federation and a longtime member in many sporting committees, as well as formerly organizing the NSCAA Ice Hockey Competitions. He also has hosted many seasons of domestic hockey and football leagues, and has been working on to scorinate leagues in at least 6 pro sports.

Partly correct. My gradual retirement will not happen until WC76, so it would be some time before I retire from WC and NS on its entirety.

This won't be the final tournament hosted by Québec, however.
