If we seem stuck at an uneven number, I will sign up a second team if that would be fine, so that we can have an equal number of groups and participants/group.

If you are doing a Round-Robin Tournament, you could give one team a round a bye (They face no one in the round). If it is elimination/tournament bracket based, perhaps a puppet is indeed needed, but to make it fair, should be made to lose.

I know what a bye is I just think it looks ugly to have uneven-numbered groups... so if we get 15 nations for example, if that's okay for everyone, I'd sign up a second Ficiscian team and RP with both. Ficiscia, if you think you can work fine with 14, go for it. Overlapping with the WJHC is fine, but overlapping with WCQ and the WCoH will squash this thing.

I will not be participating in any World Cups so I am free. This is pretty much a test run for sports rp in general. If a lot of people are active in other rps, it may well be worth waiting however... it is your call really.
