Just get people to RP. We'll be able to do more once the Signup Thread (and ultimately the Evertything thread) go up. Try to get a good mix of active members and new members. The IBS II was my first tournament ever (not my first IBS ever - my first tournament ever, period) and I won, so it can be done. And I find fewer off days mean interest won't decrease as much throughout the tournament, so try to minimize those even if they're customary. Of course, I could be completely wrong, but that's just my experience, take out of it what you want. And don't have too long a break before the start of the tournament, but don't have such a short time that people don't have time to post their rosters and give up before it even starts. I've seen both of those done in this tournament before. I'd be willing to serve as a mentor to you and Schiltzberg if your bid wins since I've hosted this twice before, and I'll do the same for any other new member(s) who may wind up hosting. And of course, I'll encourage people to sign up and RP myself.

It could... It could also have the reverse effect if things get too random and people get discouraged. I find a good rule of thumb for minor tournaments like this is that a first time participant with no rank should be able to surpass the top team in the ranks sometime around the quarterfinals if the former consistently produces good RP's and the latter produces nothing. Of course, by producing great, superb RP's they could surpass the top team sooner if the #1 team doesn't RP at all. The exact bonus would depend on the length of the group stage and the format for the knockout stage, and I'd be willing to help you determine that if you guys are elected as host, as part of my mentoring role.
Looking at the current ranks, the top team (me) has a rank of 36, but after that things fall off quickly. Your rank is about 2 and Schiltzberg's is 0.5. RP Bonus would make a huge difference in that matchup. Obviously you can't decide for sure until you know the size of the tournament, but suppose 24 teams sign up and you go with 4 groups of 6, double round robin group stage, top 2 teams advance to the quarterfinals. You've got a 10-day group stage, plus best of 3 quarterfinals presumably, plus roster bonus which typically counts as an extra day, so in that case maybe an RP Bonus of 3/day max would make sense. I probably wouldn't go with any longer group stage for this tournament, at 28 I'd go with 7 groups of 4 and six days with top two in each group plus next two third-place teams going through. With the 7 groups of 4, now you've only got a six day group stage but you have a Round of 16 which is best-of-3 for a total of 9 days until the quarterfinals plus the roster bonus. In that case, I would probably up the max RP bonus per day to 4.
In short, don't make it too low but don't make it too high either.

I would Rp more if I actually played, watched, and liked the sport. I only know the basics of the game so I don't Rp. I can Rp soccer really easily.

I could see how that would be a problem. Well, how about you try to write stories about your characters. Whether its heartfelt, tragic, or funny, writing about your players is still a good RP, if done well.

During the last World Cup cycle, I believe a grand total of one of my RP's was about soccer. And even that was a parody of something that happened at a baseball game I was at the night before that I was still mad/amused at. The rest were about the Great War of Esportiva. I RPed every day and qualified for the World Cup proper for the first time ever. Not all your RPs need to be about the sport itself, or even the players.

I started Payday in WBC 31, carried it over to my first World Cup (70 IIRC) when I lost steam with my match reports and wanted something new, then concluded it in NSCF 11 and 12.
