No, as re-open bids is always an option. And it actually won the first vote last tournament (against me bidding solo, no less.) It also won the first WBC host vote this tournament. It's very rare for it to win, but it does happen.

Allamunnic States, Elejamie, Esparmuran, Nephara, Neyosil, Novaya Zemlya, Ontorisa, Pays d'en Haut, Seventeen Syllables, The Sword Bloke, Transalpine Republic, United States of Devonta, Vermark, Walamzia will be added to WCoHF if they do post a roster and an RP in WCoH 27.
