First Step - Deciding what group these Pot 1 teams will seed.
Second Step - Will be decided in what group the best nine teams in medium level rankings (between San José Guayabal and Donwest) from Pot 2 will fall.
Third Step - The two last teams of Pot 2 will fall between Groups 1 and 2.
Fourth Step - The teams of Pot 3 will be divided to the Group 3 and the rest of the groups.
Fifth Step - The last remaining two teams from Pot 3 will fall between Groups 1 and 2.

Red Blackiland is a Federal Presidential Technocracy Constitutional Republic,with a capitalist and free-market economy,actually governed by a right-wing government,situated at the border of the Esportiva territory.The country is famous by your economy,soccer team,environment,your very strong technologic power and capacity,a strong industry,the dissemination of the culture and critical thanking and your Defense Forces (the highlights comes to Tourism,Information Technology, Book Publishing,Gambling and War Equipments and Weapons Industries).Big part of Red Blackiland Territory has a humid tropical climate , reaching a hot temperatures during the day and warmer temperatures at night , in a stage of the end of the year , rains fall at night because the strong heat in the day.And a few states in South region of the country has a humid subtropical climate , without very cold temperatures but not too hot.Red Blackiland has a average of 669mm ( 29,9 in ) precipitation per year. Redínxson,one of the cultural and commercial center of the nation. If Redínxson residents could have it their way, the region would also be considered the epicenter of everything in the known universe.Is the largest borough and state of the country,with an estimated population of 30.000.000 divided into three parts that are : Central Redínxson,West Redínxson and East Redínxson (that two regions have your specific soccer clubs,for example),each of the three regions was independent from each other in 60s years,but after a small-medium internal and civil conflicts between these three Redínxson regions,these three regions decided that the best was split these three in only one big and major state,was founded the Unified State of Redínxson,or simply State of Redínxson.About climate,experiences a humid subtropical climate,about religion most part of it is constitued by non-religion individuals followed by few believers of the Roman Catholic Church.

Cruce Estrella,is a important state located near Red Blackiland north borders, and is a important military center for the nation,is where is located the headquarters of ADSDR (Advanced Defense Services Development and Researches) that is an agency of the R.B. Department of Defense, responsible for the development of new technologies for use by the military and all Defense/Armed Forces and ADSDR has been responsible for funding the development of many technologies which have had a major effect on the world.Have a interesting mix of a small-medium size of residential area with few workers fields with a industrial area that attracts few foreign enteprises from other countries,like Trojana.This mix of residential and industrial area urban design is characterized by heavily ad-laden buildings and entertainment/other services establishments in the center surrounded by less "decorated" apartments, hotels and officer towers to the north, east and west.Most of military education associations and institutions are located in Cruce Estrella,it's a true symbol of the military's bravure.

The Strip

A famous state/region knowed by your cassinos,gambling, shopping, fine dining and nightlife.Your architeture is caracterized by the rapidly evolving skyline and constant modernization of hotels, casinos, restaurants, residential high-rises, and entertainment offerings on the Strip, have established it as one of the most popular destinations for tourists in Red Blackiland and certainly in the world.A good and fast description for The Strip too,is "Where the bright lights of Capitalism blink 24 hours a day. A great place to go if you like advertising."Estimated that the major half of the Gambling Industry are animated from the activies on the city/state of The Strip,mixing it with residential areas around,no other type of architeture or local areas like industrial are registered with the exception of The Strip branch of the R.B Military Fuels Factory.

Port Tudor

Port Tudor is a city/state that are divided into a seaport industrial activity area and a residential area,It is used as the central port area of north Red Blackiland,where cranes offload cargo and load it onto cargo ships,it's a more quiet place to stay,don't having the nightlife of Redínxson or The Strip for example,a part in south is caracterizated by have few gas tanks and storage containers that can be seen all around the place.The seaport receives the regularization and supervision from the Red Blackiland Marine Force (Red Blackiland Navy) and where is located the Red Lake Florest,a great biodiversity place and icon in the nation.

Cestara

Is a central business city/state,home of big corporations and enterprises,few they are foreigners like (again) Trojana,a part to the north is a military complex of military bases and military agencies headquarters,with a medium-size residential area with a half of big buildings from the corporations,in the 60s and in the begin of the 70s years,the existence of foreign mafias like Albanese/Italians was registered but was erase from the country map a very time ago,with Cruce Estrella is one of the two places that most received immigrants in the country and have a large and sparse suburban township in the middle-central part of the state and its famous for the existence of much immigrants in the place,a mix of a major part of Red Blackilandians and immigrants.Is also a major location in Liberty City's transportation system.The district is one of the most popular tourist attractions in the country.

Nickname: Hand Slaves

Since nobody in Gregoryisgodistan knows how to play handball, the sports federation decided to buy slaves and use them as a team when Gregoryisgodistan's debut. In exchange, the slaves would be liberated after the tournament if they make it out of the group stage, but executed if they finish last in the group. A third or fourth place finish would result in continued slave labor in other tasks. The team made it out of the group stage, so the slaves were liberated but remain on the team. Now they have new names with their new titles, but still aren't very good.

Also, the sports ministry decided to be cheap and buy the cheapest slaves, so some of them are old, young, or handicapped.

We will play our home games at the District 30 Gym, in District 30 Ward 19, which is home to the only handball court in the country outside the Gregoryisgodistan Special Administrative Zone now that the Handball Club at District 13 has been bulldozed away to make way for a giant shrine to Lord Almighty Gregory. Temporary bleachers will be brought in to make 115 seats, of which 15 will be available to fans of the visiting team and 100 to Gregoryisgodistan. The seats will be allocated by lottery if it does not sell out, and winners will be forced to attend or be executed along with their families.

The Swordean 'Ballers have been drawn with United States of Devonta, Vermark & Costa de Ouro in the Handball World Cup's Group 3. The 'Ballers have faith in Shop Owner that they'll go far in Red Blackiland, knowing that due to Red Blackiland being in Esportiva, more Swordean fans will come then in most sports events. The Swordean Colony of Dennis Bergkamp will be playing the hosts meanwhile, in Group 1. Many fans will watch at home, but 8,000 fans will travel over.

This is the first time that Abanhfleft will be participating in an international handball tournament. Handball is quite an obscure sport in the Democratic Republic, with no professional league established, and the handball department in the Commission on Sports and Games is occupied only by two men working out of a plastic table. But no matter about its obscurity within the country itself. Handball has got a few lifelong and diehard practitioners scattered throughout the country, and the Commission has managed to get ahold of all fourteen of them, along with a handball coach to lead their, and they are now about to embark on a journey to claim some honor for both their sport and their country.

Begins the journey on Handball / Opening Ceremony

The handball journey begins today for Red Blackiland.As usual,the nation have various types of sports but as the national passion is only Football and Community Football,a bit.This day will remembered as the begin of a spyrit of a new sport in the country and who knows that Handball becomes a national watched sports at the country and of course and one more time,the Infamous Ultras will be with our Hand Warriors.
The costume of watch sports duels and matches in the bar,the conversations and the reunions between the fans in the streets,the agitation near the box offices,yes,in this day,handball begins these types of experiences today.
The opening ceremony shows the most know icons of the country,environmental,technology,rock,the glory of the military,football and fans and few details from the other 35 countries that participates in this growing sports at Nation States Sports Community.
Dennis Bergkamp,a new team in NS Handball too,is the rival of the first game of Red Blackiland in this XIV Handball World Cup.We don't have much information about them but its a technical team without too velocity but have a fast right-winger that is Robert Pires,as was indicated by the Dennis Bergkamp coach Arsene Wenger.Red Blackiland made a project for send the bid and put the nation in an international context at Handball,with small centers of trainings,competent coaches and the all itens of the project made for Football,was made for Handball.
The coach made the use of a little motivational poem that was used in Cup of Harmony for Football,before the game against Dennis Bergkamp :

Politics: Potential Presidential Visit To Apox?

Word is coming out from the Presidential Palace that President Kate Limbaugh is interested in strengthening diplomatic relations between Felix and Apox and wants to visit Dwile to meet the PM Annabel Harwood. Topics that could be discussed in this closed door meeting range from the release of a submarine crew from the Nationalist days after a huge Tsunami swept the sub into the shores of Apox where the men were captured by Apoxian officials to economic investment from Felix to one of the more influential nations in the Esportiva region. No date has been set or released by either of the governments but it is rumoured that the meeting is going to happen sometime during World Cup qualifiers.

In recent months Felix has been eager to increase their multiversial reputation by expanding the Navy, freeing up unnecessary regulations set by the Unity Government back when Felix was recovering from the Civil War, and by sending aid to foreign nations. A visit to Apox will certainly increase reputation of the nation in the eyes of other multiversial powers. That's the primary reason why Felix has decided to take the mantle as the next World Cup host, to showcase the multiverse on Felix's brilliant recovery from civil war and to show how Felixian Capitalism works.
