Damn, it seems that I've forgotten to update the OP with the changed schedule. Sorry about that - and please hold on for a bit while I consult with my cohost as to a suitable solution.

EDIT - Okay, we're making a judgement call here - since I've employed the same cutoff window for the round of 16, the results for the quarterfinals will stand as it is. The OP of the CoH everything thread will shortly be updated to reflect this.

I was just unaware of the cutoff change and was planning on getting on RP in before I went to bed. I get home and the cutoff has already been posted...

EDIT: Also, when did you say the cutoff would be changed?

Well, based on a rather interesting IRC conversation, I think it'd be good to change something on the Constitution, so this is a proposal for a Constitutional amendment for.

4.2 Definitition of: "The (E)WCC may vote..."
i) When a vote to select a Hosting bid is initiated by the President, a majority of those voting shall be required to decide the outcome. Users that have submitted a hosting bid are not permitted to participate in voting for the event they have placed a bid for. Voters are instructed to cast a single ballot listing their hosting preference, along with the order in which the other options, including the option to re-open bids, should be considered. If no option receives a majority of the first preference votes cast, the bid with the fewest number of votes shall be eliminated, and the ballots cast in that direction re-counted using their next preference. The mechanics of the vote shall follow the mechanics laid out by article 1.5 (Elections), with a focus on clauses i,ii,iii,iv, and vi, with the exception that the option to re-open the process for new bids may not be eliminated by any result but another option receiving a full majority.


My proposal is the following (Bold: Added words)

It's a bit of a sticky situation. However, there actually was no "Cutoff Change" - Mizuyuki and Felix have both cutoff at the same time on every matchday of the competition thus far, and each cutoff has been 48 hours from the previous allowing 2 full days for RP.

While its true that there was a statement in the thread suggesting that the Mizuyuki cutoff time was going to transition to a later time, it was implied that would happen beginning with the scorinations on Sunday night, not the ones for tonight. So if there was going to be an 'issue' with keeping the original cutoff time vs. the adoption of the previously-advertised later cutoff time; it likely should have been brought to the hosts attention after the scorinations on Monday. Many hosts don't necessarily "Advertise" a cutoff time, especially in competitions where the participants have more than 24 hours to get their RPs in.

I think Cutoff times are much more important when you've got scorinations taking place daily and you need to ensure 24 hours time to allow all timezones equal chance to get through their day and get their RP posted.

Anyway, yea, sticky situation, but they have maintained a consistent cutoff time throughout the whole tournament, and already set the precedent of not using the "later" cutoff time with Mondays scores, at which point it would have been ideal for the hosts to have updated the OP, but they simply seem to have been unaware that the statement about scoring times lingered.

Unfortunately, I cannot support SJG's proposal since it amends the wrong section and would make Section 4.2 contradict the current wording of Section 2.1, but...

The idea behind SJG's proposal is to allow past World Cup hosts to bid for the World Cup, even if they didn't compete in the previous edition (for which there seemed to be consensus support on IRC tonight), so I'll propose an amendment to Section 2.1 of the Constitution (changes in bold) in order to permit this:

i) Any nation that has previously participated in a World Cup, and participated in its most recently completed edition, may bid to host the World Cup, except if the user has co-hosted the previous World Cup. However, nations that have previously (co-)hosted a World Cup may bid to co-host the World Cup even if they did not participate in the most recently completed edition of the World Cup.

Whoops, bad place but hey, thanks for improving it!

I also support this (obviously) considering that nations like Commerce Heights (as an example) who has hosted 5 World Cups previously hosted and wants to do a comeback from the "WC-Retirement" and wants to host it again, why we would reject a bid from a user who is more than capable to host it just for the fact of not taking part previously. It has not a point, because the user on the example has the will and the experience to host this, so why reject it?

Just a couple of fun things I've noticed, of the final four, there is one each from Rushmore, Esportiva, AO and outside big three and if Felix wins tonight then the last four winners of the World Cup will be one each from Rushmore, Esportiva, AO and outside the big three.

Puts all the arguments about which region is best into perspective :P
