WHY YOU?
Me. My experience includes World Cup 59, Cup of Harmony 49, BoF 48, the Ellismare Preliminara (a hefty cycling event), the CdlP and the rebooted CdC, the Cuppets I and II and their organisation from here on, as well as Sokhorosk Linii Amateur Shield and regular editions of the Seasogs Rugby Union Championship Trophy. You would get a clean, well run, drama-free, and organised tournament.

WHAT ABOUT THE IC STUFF?
Well, you should all know me by now. Would take place during the polar summer, so there would be 24 sunlight for your players to RP about and deal with, not to mention the cold. (I told you not to mention the cold). I've got a wealth of stadiums full of history and home of many teams known throughout the multiverse through their participation in international competition, as well as quick, modern, and efficient transport links. In the spirit of host participation, I would also provide you all with a "Team Liaison Officer" who you may take as written speaks your nation's language fluently and can act as an interpreter or what have you. Should you wish to RP them as one of the background characters you will have full GodMod powers over them beyond the name/age/gender I give you. Blame them for bad results, paint them as some kind of latter day saint, kill them and throw them in the team jacuzzi as an offer to your gods, whatever. It'd be up to you how much to include them, if at all.

SO HOW WOULD IT WORK?
Obviously, format will depend on the number of signups, and there needs to be a certain amount of fluidity involved with the bid, but there is an obvious preference for groups of four, five, or six, and then for knockouts to start with a round of sixteen. Looking at the signups so far, 8 groups of 4 could be possible, though if I have to use a more uneven structure then so be it - I'm sure I have the abilities to work around it.

Preferably, an equal number of teams from each group would go through to the round of sixteen and it would be drawn from the start - (Winner A vs Runner-Up B and so on) - eliminating the need to take "best third place teams" or hold playoffs and then seed the knockout stages by group stage recond. However, should this have to happen then group stage performance and RP bonus so far would both be taken into account equally in order to seed them. (i.e. rank teams 1-16 on group stage record and then 1-16 on RP bonus and take an average of the two ranks to determine their seeding).

Similarly, as with many of my tournaments without re-tournament ranks, there is a wish for the teams to be allowed to some time to roster and RP before the group stage draw is made. This allows me to "seed" the teams into pots of those teams that have RPed so far, and those who have not, again with the aim of avoiding groups of insanely active users contrasting with groups of no activity.

Tie-breakers would be head-to-head results, head-to-head goal difference, wins, goals for, and finally, a play-in match with extra time and penalties, though obviously this is a last resort.

AND HOW WOULD YOU DO THAT?
Scorination would be done with the most recent version of xkoranate, being 0.3.3, using the SQIS formula. Cutoffs would come at 11pm GMT as I am UK-based. I will also post a "24 hour warning" post 24 hours before the first cutoff, to alert those that may be confused by time zone. Scoring would be every other day, and I will look to get my matches beyond the group stages scorinated by third party.

HOW DO I SCORE BONUS?
I will always be looking to award bonus rather than take it away. The scoring system will be a cumulative five-tier one, scored on quality, creativity, and length, in that order. Respect for your opponent's RP permissions will not be something the RP itself is graded on as such, but bonus scores will be penalised if permissions are not respected. The RP bonus will degrade over time, promoting and rewarding participation, though it will never degrade to zero. The creation and provision of a roster will be scored the same as a matchday's worth of RP, though this bonus will never decline with time, and multiple RPs per matchday from any nation will be grouped together and scored as one. The absolute system will be used.

Of course, full -5 to +5 range.

Welp, thanks for electing me. IC thread should be up this weekend at some point, even if they're not fully decked out in host information until we knows the final format.

Speaking of which, those two signups take us up to 28 if I'm counting correctly, which is a little awkward. I'd like 32 ideally but 30 is fine also, so I'm going to lsave signups open for a little longer. I'm not averse to people entering puppets if they think they have time to do it properly, even if they're not traditionally a part of the Copa.

HOST ANNOUNCEMENT

Having been asked to attend a job interview in London on the 20th, my festive period plans have been thrown up in the air a little. As things stand the schedule shouldn't be affected, and in fact the OP has been changed to reflect the fact that my current plans allow for the final to be given a separate day from the TPPO, as befits the prestige that should go with a largish tournament final.

As duly elected host I am well aware of my responsibility to not mess you around, and like I said as things stand the schedule is actually improved by this. However, RL comes first etc, so if I do have to change things around at short notice, I will ask you to please be patient and understanding.
