It is intended to serve as a breakpoint at which we begin to consider nations that weren't in the last Cup. I am not wedded to 23, but looking at the list of scores at time of induction on the NSWiki page that number seemed to stand out. Here are the numbers for the top contenders not yet in the Hall. Note that even if no active nation gets the rest of the way to 23 for the next five Cups -- an unlikely assumption -- the floor would serve until World Cup 66. An alternative might be to take the highest nation from the most recent Cup unless there is a non-active nation at least (5? 3?) points higher.
28 14 2.00
27 15 1.80
26 16 1.63
24 9 2.67
23 13 1.77
23 14 1.64
22 11 2.00
22 13 1.69
22 13 1.69
20 10 2.00
20 10 2.00
20 12 1.67
20 13 1.54
19 9 2.11
19 10 1.90--WC60
18 8 2.25--WC60
18 8 2.25
18 10 1.80
18 10 1.80
17 7 2.43
17 11 1.55
16 11 1.45--WC60
15 5 3.00--WC60
15 8 1.88
15 12 1.25
15 12 1.25
15 12 1.25
The next nations who made it into WC60 are on 13, 8, 8, 8, 7, 7. And FSSO will be on either 6 or 7.
On a separate note, I invite the community to consider for additional induction the one nation not in the Hall whose contribution to the NS World Cup has without doubt been most enduring. In addition to a respectable SRS of 20 across 13 Cups, ranked #70 all-time, Kaze Progressa forever changed the face of this tournament as the KP of the KPB rankings. From World Cup 9 on, this system has proved remarkably durable and effective in quantifying the first of the tournament's three R's. (Incidentally, the B stands for Bedistan who have been in the Hall from WC 11 and rank #3 all-time.)
If a Hall of Fame should recognise nations that have made timeless contribution to this event, then I suggest that Kaze Progressa belongs.

Congratulations to Valanora and ASMV, of course they'll do a great job.

Given the fact that we explicitly say there must be 32 teams in the finals, because it is so in real life, I would be in favour of adding an amendment to the Constitution that enshrines the requirement of having group stages (the makeup of which are to be decided by the hosts) during qualifying.
Now I prepare for the people in favour of asystem which allows them to qualify easierCasaran system to flame me and call me a fucking idiot.
