I would say limit it to teams, not users, but allow either the WCC or president to waive that requirement for IC reasons if the user has hosted. For instance , if Saintlad were to do an RP where a region of his country seceded and became an indpendent country called South Saintland, it would be reasonable for South Saintland to host since it had participated in the last World Cup as part of Saintland. This would make sense IRL, so it should be allowed in the game. On the other hand, if it's a puppet with no IC connection to the participating nation, I think that shouldn't be allowed.

Maybe have a different way of sorting it out, so for each cycle having those nations who are eligible to claim a place in the HoF submitting their entries to someone with access to the account. There could therefore be some sort of cutoff point for that cycle, and then those entries could include links to factbook pages of them and such.

Sounds rather complicated, since the previous version was "nation in question, if and when they feel like it, adds them to the wiki page."

Now, I'm not saying that it's a bad idea, mind you. Just adds a lot of layers to something that's always been fairly informal, hence why I think there has to be a better idea than a factbook.

You can already induct him. Like, RP him being inducted, etc. We'll have to use some cachéd pages to find out who was where. If I qualify to the WC, I'll find myself having nowhere to write down my new inductee as well, so I'd just RP it and wait to see what happens. Maybe starting a factbook with NSWC Signups would be a good idea.

Losing last night's game dropped urrs from 3rd to 5th (Why, of why, did Kiryu-Shi have to choose this match for one of their so-far rare wins in this cycle? They had only a 1-2-3 record beforepaw...) , but if we can win tonight then that's back at least to 3rd again and potentially even -- depending on the result of only one of the day's other games -- all of the way to 2nd...
...although the latter result would also cement Turori's position at #1 even more firmly.
