The New Millennium Rifle Initiative

Introduction


Greetings.

The Altmoran Department of Defense has been given mandate by the Senate and the newly minted Imperator to keep the brave men and women who defend our nation equipped with the best armaments available in order to keep our great nation on the bleeding edge of modern military technology. In recognition if this imperative the Department of Defense has created the New Millennium Rifle Initiative, a program designed to find a new primary weapon for Altmoran troops in all branches of the military.

A call was placed to weapons manufacturers both foreign and domestic, to bring their best offerings to the table in the hope of securing a contract to provide the Altmoran Military with millions rifles for years to come. And bring their best they did, dozens of manufacturers both foreign and domestic entered the competition but in these final stages of the program we have only four remaining competitors to become Altmoras' new standard infantry weapon. And in interest of international cooperation and as a show of gratitude to all the manufacturers who made their weapons available to us the Department of Defense has decided to make the New Millennium Rifle Initiative's testing and final decision publicly available information.

The four finalists are:


Testing


The rifles were tested and scored on a scale of 1-10 in a series of categories with 1 being absolute failure and 10 being absolute perfection.

I also went through the weapon's pages and gave them a score between 0-3 that I added to the base testing numbers (base tests were made with an RNG) based on if they emphasized on or went into good depth on any of the categories.


Testing Criteria:
  • Accuracy: The rifles were fired at targets and in simulated combat environments at short, medium, and long ranges with the results weighted to favor medium range accuracy.
  • Stopping Power: The stopping power of the rifles was tested against measuring equipment and simulated men and materials in order to gauge damage delivered to targets.
  • Reliability: The rifles were fired thousands of times in harsh environments and climates, struck against rocks, trees and other environmental hazards, dropped, submerged, and fired with substandard ammunition.
  • Ease of Use: Weight and balance of the weapons were taken into account along with the average speed it took soldiers to change magazines and a variety of other factors.
  • Modularity: The ease at which the rifle was able to be adapted to a variety of different combat situations through the changing of parts or using applicable variants.
  • Magazine Capacity: How many rounds the magazine could hold. Points awarded for quantities above 30 rounds.
  • Soldier's Personal Opinions: Soldiers who tested the rifles were given a questionnaire where they rated the rifles on a scale of 1-10 overall.
  • Price: With an order of this magnitude price is a factor and as such a mean price was calculated and rifles were awarded additional points for being under it and penalized for going over.

Conclusion


Although all four finalists performed to the highest standards of excellence demanded by the Altmoran Military Halcyon Arms' M1 MASIR and Wolf Armaments' AR Scorpion were the most excellent with both scoring an impressive 49 points over the course of rigorous testing and review by all branches of the military. However the purpose of the New Millennium Rifle Initiative was to chose one new infantry weapon not two so in recognition of its highly competitive pricing, DPR availability, large number of variants and high modularity; The Altmoran Department of Defense is happy to declare Halcyon Arms' M1 MASIR as the winning weapon of the New Millennium Rifle Initiative.

In recognition of the high degree of quality exhibited by the offerings of all of the four finalists The Grand Imperium of Altmoras would like to formally endorse Halcyon Arms, Wolf Armaments, The UTRI Export Directorate, and The ACC Defense Division for excellency in the field of Armaments Design and Production.

We thank our finalists and all other companies foreign and domestic that were considered for the Initiative and we sincerely hope that the information made available here aids other nations and groups who in common purpose with Altmoras seek the finest weaponry of the modern age.
