Pizza Rat, the supreme leader of New Rat City was holding a meeting with his cabinet ministers in the back of a New York City subway car.
"Ok so our glorious nation is finally up and running. What do we need to make it grow big big and strong strong?"
Hw wrinkled his nose.
Ratter, the minister for trade piped up. "We need to follow your example great one and acquire more pizza! But we had better be careful. If we steal too much it could attract the wrong sort of attention from the New Yorkers."
Pizza Rat nodded. "Yes it would be better to import pizza rather than steal...too much that is. Make sure only rats from our political party are allowed to steal from the New Yorkers."
What else do we need?
Cheeter squeaked. "We need...marijuana! The THC will make our little rat brains grow! It will also distract the masses of under privileged rats!"
Pizza Rat nodded again.
"And what can we offer in exchange?"
Ratter piped up again. "Garbage! New York is full of it and they won't miss it! We'll offer the excess garbage. I'm sure someone can put it to use."
Pizza Rat nodded again. "Agreed, we'll solicit a trade agreement then. Pizza and marijuana for garbage!"
