It is with this concern in mind that I am contacting the executive officers of your corporation, Tula Mechanical Works. We have found your company to be one worthy of great respect and admiration, and as such, wish to begin a cooperative relationship between your company and our Motherland.

Noting that Tula Mechanical Works is operated via government subsidies and is, without a doubt, a pristine operational weapons manufacturing corporation, the Federation of Tseluyu would like to begin a relationship with the nation of residency, the Soviet Socialist Union of Osea.

Noting that the Soviet Socialist Union of Ocea has a spotless diplomatic record in regards to relationships with the Federation of Tseluyu and its governing bodies, the House of Constituent States has authorized me to offer an exchange of embassy lots and the exchange of subsequent diplomatic persons or groups.

We understand that the production rights to the AN-125 are of limited release, and have noted their release to longtime allies of the Soviet Socialist Union of Osea and only the longtime allies of the S.S.U.O. However, due to the lack of a powerful manufacturing operation within the sovereign borders of the Federation of Tseluyu, we request a certain "special" consideration for our Motherland.

The House of Constituent States has requested not that we obtain production rights for the AN-125, but instead requests that Tula Mechanical Works installs a manufacturing operation within our borders as part of a contract installment between your corporation and our government. The Federation is willing to negotiate the following items:

• Funding for the construction and installment of the necessary manufacturing areas and buildings
• Procurement and shipment of resources
  Including, but not limited to: protection of shipping routes and cargoes
• The availability of public-option insurances for manufacturing plants' workers
• Appropriate housing for any outsourced workers from the S.S.U.O.
  However, if allowed, we would like to provide a substantial amount of the workforce employed.

After much discussion, both amongst ourselves and with state officials, we have decided to accept your proposal. Now, as for your negotiation points, we have listed our stances below.

We are be willing to supply all funds needed for construction.

Point 2: Procurement and shipment of resources

We belive that we should cooperate with this. It would be more efficient to procure certain equipment from the area, rather than from Osea. However, if parts are needed that cannot be procured locally, we will supply them. As for shipment, we have a large merchant flett and will agree to provide protection squardons that will escort ships, unless they are in areas where your navy can provide escorts.

Point 3: The availability of public-option insurances for manufacturing plants' workers

The soviet government will agree to cooperate with Tseluyu agencies on this matter.

Point 4: Appropriate housing for any outsourced workers from the S.S.U.O.

Initially, we will likely be employing a workforce mainly composed of Oseans, since they will be more familiar with our operations. However, we do intend to immediadely begin training replacements employed from your citizenary. We believe that construction of housing should be be managed jointly.

If this privilege is granted, we are prepared to charge a royalty per imported unit sold.
