Imagine that there was no money, just pure commonwealth. Nations would be just ways for people to be grouped conveniently for census etc. and the only thing of value to trade is either labour or produce. Unless there were no such things as trade or any groups as large as nations? What if the largest communities were 1000? Then you would have a system that could control itself and slackers would be discouraged from their slacking by the simple fact that everyone else is acting for the good of the community. These communities could then elect representatives (through a unanimous election process) to take their views to a larger council of multiple communities (the same representative could not go more than once every six months) and then such councils would similarly elect representatives and so on and so forth until you have an entire planet, or continent anyway, that functions as a whole by being separated into individual groups.
Naturally, those regions more hostile to human habitation would either be given to equally sized communities but with more area, or would house fewer people per square mile but have the same area as any other community. The councils would naturally decide which communities had more resources than they had need or use of and thus spread the resources around the population. If this nation of communities was not the only one in the world, then it would need an emergency chain of command that allows the country to rapidly respond to threats. However, such a system would need to be shaken up every year or two so that corruption cannot form. This would also prevent multinational corporations from taking over and destroying the ecosystems on which the people rely because each community would be responsible for feeding themselves off of what land they have. There would naturally still be scientific organisations, but those organisations would be regulated by a council of individuals which changes every few years and exists only to ensure that they are not a threat to the local communities. Education would similarly be a local issue rather than a national or provincial one though healthcare would be the responsibility of the scientific system. Attack this idea with whatever flaws you can see. Assume that the removal of money would not be a problem and that the people are living in an area that is mostly ideal.
