Not long after receiving the letter, Captain Hiroaki's office receives a subspace communication from New Atomics headquarters on Phenia. The hologram is face-only, and Juan Valdez, VP of Sales, has a handsome one.

"Hello, Captain. How are you doing today?"

For his part, Captain Hiroaki is an attractive male kitsune, not that it would be easy for most humans to tell. He wears the white uniform of the Xiscapian Customs force which, when combined with his creamy fur and the simple bleached wall behind him, endeavours to wash out the lower portion of the hologram until only two shrewd orange eyes remain. His is an economy of movement, not a motion wasted, and when he waits he is like a snake poised to strike, patient, calculating and watchful. This clearly is not one to be crossed, the Customs force might not have the reputation of the Imperial Navy but it's all the more fanatic, having all the more to prove. After all, the Navy can only keep out invaders, it's up to Customs to keep out the scum.

"I am in good health, sir," Hiroaki's voice is deep and in control. "Thank you for inquiring." He disperses with the pleasantries quickly. "I understand you are the man to talk to concerning the Customs Fleet's request to purchase the Domestic Production Rights for the Particle Accelerator Weapon?"

Valdez nods thoughtfully. "Ah yes, the Blackfire. I'm certainly the man to talk to about that. Hmm, might I ask for what platforms your organization is considering putting it on?"

[Xiscapia]

"Well, obviously we will need the PAW to make upgrades, modifications and replacements to the existing Accelerator weapons on the Flight II Threshers. At this time we have no plans to transplant the Blackfire onto any Customs vessels; to be completely honest, sir, we were provided with a portion of the XIN's budget to make this purchase. I believe the XIN intends to install Blackfire weapons on its own vessels, though exactly which I cannot say. Customs and the Navy is joined at the hip, they ultimately have control over us in military matters and so they have total access to anything we possess. Like I said, sir, the Customs Fleet wishes for the DPR for maintinence reasons," Hiroaki paused. "We may, at some time in the future, begin using the PAW for other reasons, but currently we have no plans beyond that."

"Ah, yes, hmm," mused Valdez. The answer wasn't that illuminating, but it didn't bother him. Fraction of the XIN's budget or not, this was the biggest single purchase in the history of Lance Shipyards, and probably of Phenia too. That he remained level-headed on the eve of this victory at all was a testament to his famous ultra-cool.

"Well, it sounds like we can make a deal! Now - standard terms, no resale in part or whole, all that." He deftly punched a button on the holographic keyboard, transmitting an official contract and reams of pages on the topic. "Now, if you will sir, indulge my curiosity. A single Blackfire system would cost 41.9 million credits. You will doubtless be producing it, eventually, in the dozens, hundreds, perhaps even more? Who knows, yes? But you of course do not wish to nor should you pay the full total of each system, nor should we sell you the design for a pittance of what it is worth. What then is your offer?"

Hiroaki considered Valdez's words. He knew the XIN would be producing thousands, if not more, of the PAWs, his own ICF at least several hundred more. Credits were no object, with such a massive military spending budget there was almost nothing that couldn't be paid off immediately, and good relations on all levels were paramount -more important than credits. He had a great deal of leeway, whatever he said went, on top of the sixty four billion he had the power to put down any price he liked. Well, I do have an eighty billion credit budget...

"Sixteen billion credits," he said at last. "Is that satisfactory?"

[Phenia]

"Agreed and done," the VP of Sales said immediately, pushing another button and sending a finished contract hurtling through subspace to Captain Hiroaki. He smiled pleasantly, quite pleased with himself. It wasn't every day you made the biggest arms sale in the history of your planet. Still he wasn't quite surprised either. After all, the Governor had arranged the negotiations and it all had politics written over it.

Not that he minded. Not a bit he didn't. "I trust you will find the paperwork in order, awaiting your signature." He then folded his hands on the desk, leaning forward and tilting his head just slightly. "You might be interested to know we're developing several other types of PAWs, including a heavy turreted petawatt-class anti-capital-ship weapon. Roughly a hundred times the power of the Blackfire, but the same basic principles."

He leaned back again and smiled, spreading his hands wide. "There are lots of possibilities for a mutually beneficial future here, I think."

[Xiscapia]

"I agree," Hiroaki nodded. "I think it's safe to say New Atomics will be seeing more of the XICF, and the XIN no doubt, in the coming years. I'll say this: My superiors were very pleased with the potential Phenian ships have for anti-smuggler and border-protection duties. I, at least, am happy to be replacing my old Ravenwood gunship with a Dusky Destroyer," His head looked down for a moment before the Customs Captain's eyes returned to the human. "Filled and signed as appropriate," he confirmed, the documents already returning to Valdez. "I assume, of course, that we will be privy to knowledge of the products being completed in your R&D labs in a swift fashion?"

[Phenia]

Valdez nodded. "More than that, you will be privy to a discount. Furthermore, we'd be delighted for your input as far as tactical needs of such weaponry, to defeat the shields and armor of optimal targets, et cetera. That power estimate could prove insufficient, for example, so just let us know and we'll make something more suitable against those Danaversians, and whatnot. We'll keep in touch."

[Xiscapia]

"Thank you," Hiroaki bowed. "We'll contact you again to meet our needs as, ah, needed." He cut the link.

I think I just made a whole lot of Phenians very happy people. He smiled at the thought. Well, I don't have to tool around in my Ravenwood corvette anymore, so it's good for me too. Isn't it nice when everybody wins?
