SUBJECT: Acquisition of Avionic Systems
Dear Mr. Steele,
It has come to our Government's attention of your nation's releasing of a high-perfomance multirole aircraft, with exceptional technological achievements and immense warfighting capabilities. We have, as anticipated, become interested in the acquisition of the F-36 Super Viper Joint Dominance Fighter, and specifically in a Domestic Production Rights License for the F-36's Conventional Take Off and Landing (CTOL) variant.
Our order has been approved by the Eagleland Parliament Assembly of October the 19th, 2012, taking into consideration the following legal restrictions on weaponry acquisition and military reinforcement:
1: Article 35 of the Eagleland's Constitution, dictating honesty in all transactions;
2: Article 8 of Law 3421/1867, which requires a financial check on all transactions;
3: Article 7 of Law 4212/1912, which authorizes the acquisition of foreign-made weaponry;
This request, however, denied by the Ministry of Finance and Financials, although supported by the Air Force General Staff and, finally, by the Minister of National Defense, based on these legal requirements, cannot be undertaken at this stage of time. The Eagleland Armed Forces are currently involved in a war and some resources from our budget may need to be saved up for future events. This does not bring this request to a standstill however; it has eventually been decided that a number of five thousand (5,000) F-36 Super Viper Joint Dominance Fighters are to be ordered, to facilitate the replacement of the older EA-15E Eagle, despite it's newer modification efforts.
Understanding that your national interests need to come first, we recognize that, as Article 35 of our Constitution dictates, honesty and integrity in this transaction is paramount. For this purpose, special personnel are required for retraining and training our pilots on this aircraft type. However, it is also necessary to understand that our Government will not request classified information or tactics used by your armed forces from such personnel.
Please note that this purchase is probationary; if we are satisfied (which is extremely propable) with your aircraft we may as well send, if feasible and provided that our men are familiarized with the planes, some units may be deployed in our current theatre for operations, and/or gather financial resources for the acquisition of a Domestic Production Rights License for this aircraft type. Nevertheless, in the highly unlikely event of it's not being suitable, and, in that case, it's instantaneous decommission, we will not ask for a reimbursement.
Comprehending that compensation is required for this interaction we offer your company the sum of five hundred and sixty one billion five hundred million NS Dollars (NS$ 561,500,000,000), to be transferred to your company's bank account, upon approval of our request.
