Noting that tensions within the Azhukali region have grown undeniably tense, and further noting that the economic downturn of the Republic of Bussund and the Democratic Kingdom of Lamatica are due in part to the strict isolationist policies both nations have praticed, leaders of both have come together to write and ratify the charter officially forming the Azhukali Confederation of Nations.
Article I
Confederacy Goals
- Promote free trade between Confederate states. Free trade is defined as a trade policy that allows merchants to trade across national boundaries without tariffs, tax, or interference by cooperating governments.
- Eliminate barriers which would otherwise cause harm to economies of sovereign states, and allow free movements of goods and services into and out of cooperating states.
- Provide efficient and effective means to promote further regional and international cooperation to expand the benefits of this agreement.
- Manage trade relations and disputes between member states.
Article II
Obligations
- Confederate member states are to ensure that all necessary means are taken to give effective and non-disruptive implementation and compliance with the charter.
- No member state shall levy an embargo or blockade upon a fellow Confederate state unless otherwise provoked.
- No form of tariff, tax, levy, or forced withdrawal of funds from merchants is to be mandated by recognized members upon fellow Confederates
- Except otherwise provided in this agreement, no member state may form or mandate any form of restrictions on the importation of exportation of goods and services between Confederate states.
- Prohibitions and restrictions are not required to be lifted or edited on non-member nations except at the leisure of the member state in question.
Article III
Tariff Elimination
- No party may create tariffs, that is a tax on imported and exported goods, when said goods and services originate from fellow Confederate states.
- All members are required to eliminate and cease enforcing tariffs upon member states.
- No member states are required to refund the cost of previous tariffs policies.
Article IV
Maritime Responsibilities
- Merchant fleets transporting goods from member states are to be considered under the protection of all Confederate governments while in international waters.
- Any nation that creates and enforces an embargo or any form of hostile action on member states or their merchant fleets while they are in international waters after the ratification of this treaty are to be considered "No Go Zones".
- A "No Go Zone" is defined as national waters prohibited to Confederate merchant ships, and is to be avoided when possible by all cooperating civilian fleets.
Article V
Policies on Treaty
- Any item, amendment or pact can be overturned by a vote of all members.
- No Confederate article shall be subject to change without first a draft of the article in question.
- A proposed draft must approved by the majority of members in order to be ratified and enforced.
