The Organization of Sovereign Bodies
“Stability, Property, and Cohesion.”

Overview+

The Organization of Sovereign Bodies, in understanding the climate of the international scene, is an organization intent on fostering the well being, capable management, stable governance and fostering of good relations between member states. The Organization of Sovereign Bodies is intent on maintaining and fostering international living standards for named citizens within constituent states, promoting inclusive action between member states and promoting general openness between members.

The Organization was founded in the intent of providing and networking a strong, significant and wholly capable cobweb of information and diplomacy between a variety of states for a variety of reasons. These areas will stretch into subjects as ensuring national sovereign control, providing global governance in failed or erratic territories for the sake of re-acquisition and providing general well-being for all member constituent states in terms of infrastructure and makeup.

Member Goals+

The Organization of Sovereign Bodies (hereafter referred to as OSB), in understanding the lack of proper global management and governance for postal services, institutional defensive services, anti-piracy laws, anti-terrorism laws, intellectual property rights, patent service laws, goals against blatant, erratic genocidal or mass murder behaviour and unprovoked biological and chemical weaponry, seek to manage and ensure disciplinary order in a position of lack of proper local state power.

Understanding the need for proper management of telecommunications, international broadband and internet management, multi-national cohesion, proper exploratory measures, and sufficient international naval law and treaty allocation, the OSB seeks to provide legislative, executive and judicial authority over management of the infrastructure on a global scale.

Understanding the constraints and paradigms of constituent members, the OSB will not seek to infringe or impede on the wellbeing or statehood of each and any individual member. Rather, the purpose is to seek proper cooperation, co-option and only last minute disciplinary action in the wake of security widespread security failure.

Understanding the cost and inefficiencies that occur in the mess of war, the OSB will strive to ensure peaceful and co-operative order between all members of the OSB and invite any and all members with intention on peaceful co-operation into the OSB.

Understanding the myriad differences between historical, economic, and social factors leading to legitimate governance, the OSB will not discriminate based on governmental style insofar as it does not spill over into compromising the stability of fellow members.

Organization

The OSB will be split into two major bodies: a Constituent Assembly and a Law Forum. All members will default to the Constituent Assembly and Law Forum as single seat members.

Institutional Membership
At any moment a member may choose to opt out of the OSB without consequence where none had been accrued. Should a member accrue consequence as a result of direct or indirect actions deemed notable by a member of the High Council, then the OSB retains legal right for restitutive action onto that member.

High Council
The OSB High Council carries multiple immediate rights:

The ability to call into question the validity of any resolution, and for a determined period of time, veto said resolution within the Constituent Assembly discussion sanctum
The ability to accept, delay, reject or deny membership with authority questionable by any other member of the High Council
The single-member responsibility of legitimizing with approval any passed resolutions for proper implementation into the OSB
The right to call into question the trial for legitimacy of membership of any member with approval from the heading body of the Law Forum
The right to accept any member into the OSB

Membership by the High Council consists of a non-rotating, permanent council. Each vote allocated to the permanent High Council consists of one vote, with an unquestionable veto on any resolution.

The Constituent Assembly

The Constituent Assembly is a general assembly of all members of the OSB, carrying equal weight on the note of resolution and voting. The Constituent Assembly carries the responsibility and ability to implement, discuss and modify existing and apply new charter stipulations, organizational institutions, and make recommendations to the existing charter of the OSB.

Makeup Law Forum constituency, furthermore, may also apply as subjects to be touched upon by the Constituent Assembly. All OSB members carry exactly one (1) vote, regardless of nation geographical size, economic strength, military strength, religious makeup, ideological constitution, proximity to other members and efficacy on enforcement of policies.

Implementation of Policies
Policies implemented must require the majority vote of the entire Constituent Assembly membership. Majority vote is considered to be 51% of all voting membership. If there is no defined majority within a span of significant time to an issue defined by a pressing subject, then a member of the High Council carries the legitimate right to enforce or reject that issue.

The issue will be implement beginning the day after the passing of the resolution.

Policy Renewal

Members of the OSB are able to renew failed policies after half a year or when urgent with the express permission of a member of the High Council or the Law Forum, whichever is sooner. Renewed policies default immediately to normal policies.

Constituent Assembly Policies
Members of the Constituent Assembly must abide by all policies set forth for eligibility to membership into the OSB.

Members must have a functioning state, as determined to be
- A complex organization with a monopoly of violence over a given territory with legitimacy afforded by other states, whether consciously or subconsciously
Members must have a semblance of a self-sufficient economy
Members may not be vassal states to other members
Members must have an equitable value vested enough for individual support during times of need
The Constituent Assembly will determine legitimacy of member states
General ruling and assembly in the Constituent Assembly will act as legal declaration within member states
Members will suggest and forward rulings to the Constituent Assembly, which will be voted on by the body to determine legitimacy through a majority ‘aye’ or ‘nay’ vote
Deliberation will occur any time during which all available members are suggested to attend
Any and all deliberation within the Constituent Assembly on the majority vote of the High Council require all members to attend
All membership into the OSB is defaulted to a single seat in the Constituent Assembly
The Constituent Assembly may, at any point, push for disciplinary enforcement on part of the Law Forum

The Law Forum

The Law Forum seeks to maintain and ensure disciplinary action when needed in areas that are exceptional areas of required enforcement, understanding and stabilizing. The Law Forum is a voluntary secondary council that acts as the main and forward disciplinary force for the Constituent Assembly. Members of the Law Forum are compensated per campaign by the pool of annual donations to the working of the organization.

Judicial Section

The Law Forum carries the right, with oversight from at least the inclusion of at least one (1) High Council member, to review the constitution, intent, effectiveness, capacity, and connection of any organization within the OSB, with a write-up of disciplinary action on part of the Judicial Disciplinary Council. Implementation will then proceed as per instructions from the Judicial Disciplinary Council onto said party.

Judicial Disciplinary Council

The Judicial Disciplinary Council is an elected council of Law Forum members consisting of one-third of total Law Forum members. The Disciplinary Council will decide and vote on disciplinary action between members and determine disciplinary action in failure of policy changes affecting particular members. Furthermore, the Disciplinary Council will be responsible for the write-up of proper disciplinary action on any member within the OSB.

Membership into the Judicial Disciplinary Council will consist of nomination and votership of existing Law Forum Members.

Tenets and Policies of Implementation

The Core tenets of the OSB are:

Providing capacity and ability for stabilization of an appropriate and manageable government to all member states, regardless of ideology, religion, ethnicity, or sentiment
Ensuring the manifestation of trade routes and the dominance of trade routes regardless of piracy, terrorism, or oppositional governance
Ensuring and enabling world-class international postal services regardless of war, instability, and strife
Ensuring and enabling international standards on broadband internet and telecommunications
Providing sufficient capacity for reconstructive efforts
Combating criminal activity through deliberation and international adjudication of the affected party, the offending party, and the Law forum
Understanding and defining and assisting defining stable borders and outlines

The Policies of Implementation are:

The creation of councils as defined and outlined by respective and affected members to properly address any and all issues brought forth to the Council, with acceptance from the majority vote of the Constituent Assembly and at least one member of the High Council
The determination of legal international rule-bearing and code under consideration of historical makeup, territorial division, and co-operation with international organizations
Sufficient and regularly scheduled inspection by OSB ratified personnel to ensure proper inspection of nuclear technology and diminishing incentive for proliferation to erratic and unpredictable non-state groups, up to and including terrorist cells and unlicensed arms dealers
Creation of daughter organizations under funding and directional assistance from the OSB
Co-operation and inclusion from alliances to apply and impress stabilizing political order in respective member nations

We, being the unique state and nation that we are, under the leadership of Mibu no Tadami, our shall I say myself, hereby request entry into The Organization of Sovereign Bodies. The State of Sesshō, if you are unaware, is an relatively isolated state inhabited by the people and followers of Shin'nen Kōdo, a name which refers to our people, and our national religion. Rarely have we taken it upon ourselves to leave our comfort in the lands of Sesshō for international diplomacy and relations, due to the fact that we generally refuse to interact with the glorified whores known as "diplomats". Regardless, as we are currently taking new initiatives, and trying this "diplomacy" game again. Upon scanning through the currently active international organizations, we can't help but realize that almost of of them are pathetic and weak in nature, and have no true plan or ability to enforce the laws, rules, and beliefs they represent. However, during this time, it came to our attention that The Organization of Sovereign Bodies appears to be an exception to the other organizations of our world, who's members are merely strung together by loose threads that could be cut as easily as a spiders web.

If the voting counsel or application deciding body of The Organization of Sovereign Bodies wishes to know the reasoning for our isolation internationally, we are happy to explain. Sesshō is almost completely self-reliant economically, with the exception of a few nearby territories that Sesshō trades with. Sesshō's primary industry is agriculture, which is very successful in Sesshō. By trading with our neighbors, who specialize in other industries vital to prosperity. In this "relationship", we find the need to cling to members of the of the farther spread international for help in our prosperity pointless. However, this "Organization of Sovereign Bodies" seems to fit the description as something that could truly benefit us in the long term future.

Although it is a rather foolish way of scaling a nation's economy, The World Assembly, or whatever the hell its called, categorizes our economy as "thriving", however we do not consider this to be "the official scale" of a nations economy. Our nation has a GDP Per capita of $34,000, and a $1,254,882,069,899.62 Our economy plans on extending to a more regional scale within the next five years, however this is not set in stone. We generally lay out multiple alternatives for our economic plans to ensure our readiness for any economic scenario that may occur within the next five years.

After reviewing the sub-comitees of this organization, we have decided that we do wish to be in the Law Forum, as a way of participating in the Organization of Sovereign Bodies on a more effective level.

We congratulate this organization for being set up properly and for the strength of its stucture, something that a majority of international organizations today seem to lack. We hope our nation will be deemed acceptable for entry. Thank you.

The empire, whose halls of government are led by Thomas Byles, is a very powerful nation, home to over four and a half billion people around the modern world. These people are protected by the Continental Joint Task Force (the regional peace keepers) and also our own military and police - to which the majority of our budget is allocated towards; allowing us to dominate many nations not only with numbers but also with expertise and equipment. The Imperial Republic of Cyrupe wishes to apply to join the Organization of Sovereign Bodies. Having recently received information regarding the Organization of Sovereign Bodies, we feel as a whole that such an organization is worthy of being considered to enter for the Imperial Republic.

As per request of the Organization of Sovereign Bodies, we can and do include some information about the Imperial Republic in this letter. Economically, the Imperial Republic is rated as a powerhouse by the World Assembly with the private sector taking up 74% of the market that is growing steadily each year as the Imperial Republic continues to grow. We are able to keep well above the margin of debt and have been able to say such a claim for twelve straight years as of the writing of this letter. Our projected economic capacity in five years is not currently certain, however experts suggest that this trend of growth will continue steadily during the five year period.

Militarily we feel that there are little outstanding subjects that we need to speak about to the Organization of Sovereign Bodies, however we have recently begun work on various military developments produced on our own soil instead of relying on other nations. Most notably would be the FP-19, the first fifth generation air superiority aircraft that the Imperial Republic has fully produced on its own without the cooperation of other nations in joint venture projects.

The FP-19, amongst other machines is typically not available for sale to foreign nations. We will make an exception and authorize Sazi-Palikir, producer of the FP-19A and FP-19B series, the right to export the FP-19 series to member states of the Organization of Sovereign Bodies that we are not in active conflict with. Information on the FP-19 series can be acquired at the request of the Organization of Sovereign Bodies at request.

The current head of state is President Michael Flauer, elected in the year 2010 to the traditional four year term to the Imperial Republic. Based on current polls, it is likely that he will win re-election provided that the population's view of President Flauer remains the same in the entire four year term. The Righteous Dictatorship of Novograd IV hereby wishes to enter the Organisation of Sovereign Bodies. It is our hope that this application is reviewed and accepted by the moderating powers of the OSB and that both Novograd and other future allied states may co-operate peacefully.

Grand Master Weird Kid is currently in ruling power over Novograd IV, after what was originally a proletarian dictatorship, it has since turned to the early stages of democracy, however still holds it's title with great pride. The Righteous Dictatorship is considered a moderately powerful and very much self-sustaining power in it's own rights, with arms exports at a high as of late, along with tertiary industry expansion. A recent dip in economic status is expected to return in good time, our five-year economic prospects are promising of a steady increase in power, provided no unexpected economic crises occur.

The Righteous Dictatorship's policing forces and military are well empowered and trained, although recovering from a recent spending cutback in the amry, policing budget has been transferred to counter this to some extent, with minimal impact. Our educational systems, coupled with superior policing have led to Novograd being almost completely crime free. Our arms manufacturing industries are mainly state owned and produce fine NVmarksman Rifles that prove effective in almost all areas of combat, the production of specialised harsh weather firearms is well underway and in primary beta phasing.

We request representation in the Law Forum and any other organisation that we are as of yet unaware but legible to join
