Welcome to the e20 World Congress Thread!
The e20 World Congress is a permanent economic summit group featuring the world's premier economic superpowers. Open to independent nation-states of varying political, cultural, religious and economic creeds, the e20 World Congress meets occasionally at the Exchequer in Sariah, Austravora Prefecture—the capital of the Holy Cailene Empire of New Azura. Matters of varying significance are discussed there, including economic policy, free trade agreements, treaty negotiation, and issues of global finance.

Membership is open to all nations. The Congress itself, however, is governed by an elite group of twenty nations—the e20, or "Exchequer 20"—who serve as the public faces of the Congress. The e20 consists of the world's most powerful and influential economic giants, whose actions help shape the direction of global finance in their respective spheres of influence. The twenty members of the e20 group are selected by invitation only, and must meet certain requirements in order to retain eligibility status for the council.

The Exchequer in Sariah, Austravora Prefecture—the International Headquarters of the e20 World Congress.

Nations who wish to join the ranks of the e20 World Congress must be willing to meet certain criteria. While no nation shall be turned down for admission based on the political, cultural, religious, or economic makeup of their nations, there is one governing marker which shall be taken into effect before members are accepted. The lone disqualifying factor for denied nations will rest in the militant nature of the applicant party. If a nation has demonstrated a wanton disregard for the sovereign rights of various Congress members, specifically in the event of open warfare or the use of militant bodies which causes punitive damages, the applicant nation will be denied admittance until a formal query can be taken.

Nations who wish to serve on the e20 Governing Council must meet certain criteria before an invitation is extended. Members of the e20 Council must carry a "Thriving" economic rating from the World Assembly, and also must maintain a Gross Domestic Product over $100 Trillion U.S.D. Those who are invited to sit on the e20 Council must maintain both marks to remain seated on the council. Barring the expulsion from the World Congress of an e20 Council nation, the seats of the Council are otherwise considered permanent.

The Treaty of the Exchequer
The Treaty of the Exchequer is a document ratified by the Saeculum (or National Parliament) of the Holy Cailene Empire of New Azura, and signed into law by His Eminence the Ixion, Castiel III on January 1st, 2011. This treatise encompasses the general parameters of the e20 World Congress, and should be read in full by prospective members before submitting their application to join the World Congress. In submitting an application, prospective member-states are agreeing in principle to uphold the Treaty, and to adhere to the legislation enacted by the World Congress.

The Treatise for the Establishment of the International Congress of the Exchequer

The Sovereign Lords of the Saeculum, governing with distinction over the territorial holdings of the Holy Cailene Empire, hereby authorizes the creation of an economic World Congress, to be based in the capital district of Sariah, Austravora Prefecture, for the procurement of an internationally recognized sovereign legislative body, whose sole purpose shall be to foster tidings of economic cooperation and advancement between the great world superpowers of our time.

Such a governing World Congress shall be established permanently at the Exchequer in Sariah, Austravora Prefecture, whose confines shall encompass the international headquarters of the endeavor, and will serve as the primary assemblage hall for major summit meetings for the Congress.

The World Congress shall convene in full no less than twice in a calendar year to address matters pertaining to international finance, trade agreements, and the ratification of treaties between some or all member-states of the World Congress. To regulate said activity, each member-state of the World Congress shall be endued with a single vote, which may be cast at a noted World Congress Summit meeting, where legislation may be passed for the advancement of the World Congress and its member-nations.

A governing council of twenty nations shall be established to control the World Congress, and will meet periodically in between Summit meetings to further the goals of the legislative body. Members of the Exchequer's twenty-nation council will be responsible for crafting the official guidelines of the legislative body, and will call for the general summits where legislation may be passed.

No nation may be removed from the World Congress upon their admission without a super-majority vote of the cumulative body, which shall be established as sixty percent of the total legislative body. All legislative policies and treaties may be ratified with a simple majority of the approval vote, though the voiding of previously passed legislation may only be removed with a sixty percent vote of the World Congress.

This treatise shall be considered lawful governing legislation in the Holy Cailene Empire of New Azura—and all ratifying nations—on February 1st, 2011 in the Azuran Empire, and upon the date of the submission of an application to join this World Congress for all ratifying parties henceforth. Witness our hand and seal, marking the conclusion of this concord.

Only at summit meetings may legislation be enacted that affects the makeup of the legislative body, or that will effect members of the legislative body. As the alliance has no cap on membership, the total number of Congressional seats may become quite vast in the future. Therefore, this section will be devoted to keeping members who have been forced to step away for awhile abreast of new developments. Congratulations, everybody! After just two days in existence, the e20 World Congress hit the thirty-member mark! This is a big milestone for us, as we've surpassed expectations already! Now, we're embarking on a new goal: to have fifty members enrolled by the time our first Summit meeting begins, probably sometime next week! Keep your fingers crossed, and send out the word into your alliances and regions that the e20 World Congress is accepting all applications!

As the e20 World Congress has grown to thirty-one members as of this writing, it's time to begin searching for the twenty nations who will participate in the inner Governing Council, the titular "e20" of the World Congress! To keep feelings from being hurt, this search is being done internally via telegrams ONLY. Right now, twelve nations have qualified for admittance into the Governing Council, with another six nations on the cusp of qualifying.

If your nation has been selected for an invite to the Governing Council, you will receive further instructions on what to do afterward. If your nation DOES NOT receive an invite, don't be discouraged! The World Congress will be filling out committee positions and leadership roles as well, for everyone in the World Congress will have a part in making this alliance truly special.

As the young Congress is still growing with the inclusion of new members, we'll be introducing new faces to the crowd as we go along. Whilst our nation does have a capitalist form of economy, our nation at all times remembers that as the government it is our duty to ensure people are not cheated. Because of this, all businesses in Sensal are expected to be able to reach the high levels of standard set by the government. Though we ourselves do not own any major corporations, we have very strict regulations that is to ensure both customer and worker are not receiving the "end of the stick" Corporations have thus evolved to reach this standard and the high quality expectations are now considered "normal"

Largely, the government stays out of the economy, except when the failure of certain companies is deemed dangerous enough to drag down the rest of the economy. Only then are stimulus packages distributed. Government influence in mining is heavy handed, but this is to make sure the workers lives are not at risk, and the private mining companies, as well as government run ones, meet safety standards. Arms manufacturing is strictly government controlled, and companies are forbidden to sell to other nations. Other industry is largely allowed to produce whatever they want, yet, in a total war, where the nation has committed 100% of it's resources to war, all the factories, shipyards, mines, and farms answer to government appointed management boards. Largely capitalist, with a few socialist policies such as national healthcare and welfare, we continue to thrive under the yoke of our government policies.
