I think because researching something would involve a lot of luck (you can't really know exactly when your gonna get it. ex: penicillin was invented by accident) we need to have it be somewhat random. Education levels and military should factor in when it would be applicable. If you're researching something military related a higher military budget should make it happen sooner. If it's not military related we'll use education levels. What we could do is look at the budget and what is trying to be discovered and come up with a reasonable maximum amount of time it would take. Then you could use like a random number generator or something to pick a number between one and the number you got as the maximum (this is where luck comes in). That number is how long it takes to research. Any thoughts?
