The taint of morality is unquestionable. Governance by the bias that self-determined civilizations call 'right' and 'wrong' is our bane. We seek the rational route. We seek the route of stability through the impermanence of the broken zeitgeist that currently lets the universe fall into disrepair. We are its guardians and let silence sing a song unique to its own. The issue is in the problems of imposition, will of interventionist, and the lack of respect for stabilization. We hope to rectify that.

At whatever the cost.

Mission Statement The Concord aims to provide stability and capacity to all members within its fold, and seeks, should it be necessary within the circumstance, to impose stability upon another. The aim of the Concord is to provide all members with equal capacity to drive out the variables that make it difficult to understand and manipulate the galaxy as appropriate.

Means of Accomplishment The Concord will aim to accomplish these goals through three major doctrines:

• The preservation of individual member constitutions, whether it be legal, physical, military, economic, structural, or biological
• The silencing of immeasurable variables outside of the manipulation of individual member constitutions
• Eradication, subjugation, imprisonment, or any other matter of disciplinary action that may pose to be a threat to the preservation of individual member constitutions

Said actions will follow personal preference, whether it be diplomacy, military bombardment, or eradication.

Areas of Focus The Concord will focus as the war arm for a united legion of like-minded enlightened individuals. All members within the Concord focus on one major theme: elimination or assimilation of outside variables hostile and uncontrollable to individual destiny. This will be managed through forward, aggressive military action, cohesive defensive military performance, and forceful acquisition of deemed necessary resources without regards to outside legal precedence.

Doctrines

The First Doctrine states unquestionably that each member is only a member because of their self-interest. The management, prevention and understanding of chaotic forces within the universe are a fact prescient from the anarchic nature. A lack of archos, or global governance, is the driving force behind the instability, and therefore, it is within each member's best interest that it is their own self-preservation of power, goods and position that they are members of the Concord. Consideration otherwise or belief of a different goal is merely a front.

The Second Doctrine states that all members must act in the interest with consideration to each other, with understanding that the will and ability to act in tandem with otherwise enemies are tantamount to the wellbeing of the Concord. The Concord does not suggest or ask for members to act in empathy of another - rather, members should act to quell in the interest of eliminating outside and uncontrollable variables that may prove a threat to the Concord as a whole.

The Third Doctrine states that the Concord is a war machine, and must be treated as such by individual members. The Concord's purpose is not to install economic prosperity, or to install economic wellbeing, though that is also not illegal by the Concord's standards. Economic, biological, and physical makeup is unique to each member, and each and every member carries the capacity to do as they wish insofar as each member understands the Concord's constituency: combating outside variables.

The Fourth Doctrine understands that Concord members, for their reasons, must go to war as necessary to sustain, provide, or strengthen their capacity. Variables that arise outside are left to the Concord's collective decision-making as to determine a disciplinary action should multiple outside variables become prescient, though in all means the Concord does not discriminate against imperialist activities, and rather, applauds such bold actions as it minimizes the chances of uncontrolled variables and maximizes stability.

The Fifth Doctrine states that all members are equal, and that there is no leader and lesser within the Concord. All members are to be treated with equal respect and no more than their other fellow member, and membership into the Concord is to be treated on fair grounds as other members. As such, the Concord also notes that responsibility are equal to each and every member.

The Sixth Doctrine reveals the idiocy upon which the Concord sees in the concept of an alliance-only fighting force. It is up to the individual member entity to provide their own fighting force. Each commander commands his own force, and the overarching objectives will be determined by the commander or military leader of the member in charge.

Understanding that soldiers do not act well under foreign commanders and captains, it is each member's responsibility to muster an appropriate force. If a member is such an incompetent entity to be a hindrance to the Concord, then the Concord reserves the right to lawfully monitor and provide suggestions to each member's performance and ability. This, however, applies only to incompetence, and members who carry a discernible level of capability in enacting peacefulness, stability, and combat enemy chaotic aggression (a definition that the Concord reserves the right to determine) should not worry.

If said member worries, then it is likely they are incompetent. Uneasiness is not welcomed.

The Seventh Doctrine notes that peace is a subjective term. Peace can be the subjugation of alien lifeforms in the wake of their invasion to prevent their rearmament. Peace can be the assistance of war-torn planets to rebuild a thriving economy. Peace can the bombardment of entire planets to ensure that such crude matter does not arise again. All forms of peace are acceptable to the Concord. Where the Concord goes, there must be peace in their boundaries. Where they roam, there must be peace. As such, sometimes it is within the interest of the Concord to impose such peace when their domains expand, and it is in the interest of the Concord to promote such a mentality.

The Eighth Doctrine understands that morality is subjective and ebbs between cross-culture. It is not the Concord's position to impede on another culture of an entity insofar as it does not impede on the stability of its fellow members. This can include goals, religion, language, and other determinants, insofar as it does not breed outside variables that may hinder the Concord's ability to act.

The Ninth Doctrine notes that the Concord will not provide membership to a colony. A colony breeds suzerainty to a higher power, which is an uncontrolled variable. Should falsehoods be noted in the management of the Concord, then the Concord reserves the right to eliminate uncontrolled variables under any means necessary.

The Tenth Doctrine notes that members of the Concord may act individually as part of the Concord or on representation of the Concord. Each member, in understanding their equal qualities, are required to acknowledge such a responsibility. The collective consciousness of the Concord, furthermore, defines the legal and disciplinary process of individual members, and therefore, all sovereign right is afforded - up to and including the capacity for a Concord member, should it notice uncontrolled variables - the right to combat and stabilize another member.

The Eleventh Doctrine considers the trillion-disparity and difference of scenarios that may occur. As such, the Concord reserves to right to accordingly based on the unique circumstances should the Doctrines preceding fail to address the issue in a manner that addresses the mission statement.

The Twelfth Doctrine notes the difference between 'chaotic' and 'uncontrolled variables'. Anarchic forces are acceptable, insofar as the Concord has understanding and access to the mindset of said variables within the fold. Should these variables - leaders, political makeup, military - become unquestionably a threatening outside variable to the Concord, then it fulfills the need for stabilization. Chaos does not equate to uncontrolled variables, and therefore, the Concord reserves the right to determine de-stabilizing forces.

Membership

The First Doctrine stresses that all members within the Concord are as follows:

• The Ikrahk Avhuvria
• The Celestial Republic
• The Arullan
• The Chaotic Roman Imperium
• The Immortal Pathogen
• The Domination
• The Telrosian Dominions
• The Honorable Star Empire of Angeli

The Second Doctrine affords the right of invitation and endorsement to each member listed within the First Doctrine under Membership. The right of invitation and endorsement, in understanding of the Concord, cannot be taken from without express physical majority of all members.

The Right of Invitation allows existing members defined as such within the First Doctrine under Membership to invite any outside party into the Concord without question, thus validating their acceptance as a member into the Concord. Validation will occur in a three-day validation period, upon which should no other member express dissent against the Invitation, said member will be a full Concord member under listing of the First Doctrine of Membership.

The Right of Endorsement stresses that any applicants to the Concord must require at least three endorsements from the existing Concord roster list. In other words, at least three Concord members must endorse said applicants' or prospective's acceptance into the Concord as a full member.

The Third Doctrine shares responsibility of disciplinary action with each invited or endorsed member with the invitations and the endorsements themselves. Should an existing member invite or endorsement a member that leads to the cause of an uncontrolled variable outside of the realm of the Concord's capacity to swiftly combat or assimilate, then responsibility falls partially onto that member as well, not only the instigator.

The Fourth Doctrine gives all Concord members as defined under the First Doctrine under Membership the right, with two other endorsements of the act, the capacity to reject an application on the grounds of its inability to coincide with the Concord's laws of self-imposition of stability upon uncontrolled variables within Concord capacity and space.

The Fifth Doctrine states that should all former Doctrines fail, or on the suggestion of at least three members with documented examples of possible uncontrolled variables, then the Concord reserves the right to accept or deny membership upon the grounds of a default majority vote, with an 'aye' or 'nay' convention. Said majority is defined as physical majority, which equates to more than half of the total member roster.

The Sixth Doctrine notes that should a physical majority fail to take place within a space of one week, then with 2-member endorsement, a plural majority or minority will take place to ensure expedient processing of prospective applications.
