It also needs to be said, that conscripts in the Guard are re-equipped and retrained by the government where needed when they go on campaigns, and invasions.

Presumably, only a small fraction of the population is sent on a campaign at any one time, considering the huge economic difficulties of supporting and arming a large section of the population while they are not working and therefore not bringing any more money into the country?
