There is an underlying order in the chaotic affairs of the world, a path which all men must walk. This path and the common man's ability to walk it are maintained only by the prevalence of the highest orders of civilisation over uncouth barbarism, by the strength of all true civilised peoples and nations, and by their leaders. The leaders of these mighty civilisations are, of course, the monarchs of the world. Whether they have attained their throne via force, blood inheritance or other means, they are the stewards of their civilisations-the personification of the very spirit of their nations, and the protectors of their peoples' way of life. The Sovereign Empires Coalition seeks to preserve this natural order by strengthening the bonds between monarchies through a greater alliance-one that will allow the nations within it to prosper and will allow the monarchs to rest easy knowing that any vile extremists would surely think twice before attempting to assail their nations.

Monarchies are the pillars of civilisation; without them, mankind would surely collapse into despair, pain, and unrelenting darkness. But as long as the SEC exists, monarchies the world over shall stand tall amongst the nations of the world.

The Sovereign Empires Coalition was founded after the fall of the Quendisphere as a result of the Osmouth Declaration by Lyras regarding the war which had begun which was immediately named the Great Quendispherian War. This declaration effectively traded Of the Quendi’s rights as a Sovereign Nation for the protection of her close allies and friends.

Several nations which were once part of or great allies of the Quendisphere were Monarchies. These nations, to protect their Sovereign Rights as a country, formed a Coalition for the Defense and Preservation of each nation. Thus forming the Sovereign Empire Coalition {SEC}, one of the greatest collection of Kingdoms and Empires that the NSVerse had ever seen.

The Coalition, formed to defend Empires from the terrors that bought down the former Quendisphere, have now opened their arms to the world, inviting other Empires to join their ranks. The SEC, founded on the principle of defending each Empire’s interests, now exists to help others, to help other small fledgling nations – be they ruled by a Queen, Prince, Emperor or a Grand Duke – and nations oppressed by others.

    Constitution of the Coalition

    The Constitution is the Charter of the Sovereign Empires Coalition and pertains to all members. The articles withheld in this Constitution shall be established with firm resolve and great sacrifice as the key by which the Coalition shall be governed. May the Constitution survive within the Coalition and may it survive as a beacon for all Sovereign Nations.
    Preamble
    We form the Sovereign Empire Coalition in order to protect the Royal Bloodlines of the World, protect Sovereign people and any independent nations which rely on others.

    Article I
    Section I

    All powers of legislature concerning the governing of the Coalition shall rest with the Senate Council which shall consist of Nine Members elected by the individual member-states. Such representatives shall send their Delegate who will be called an Imperial Senator. Senators may not come from Observer States or Colonial possession of any member-state. Individual member-states are allowed to lobby and give speeches on behalf of their representative, but have no voting power.

    Section II
    The three founding members of the Coalition shall be given Director status, and be given a permanent place within the Council. These three members have no other privileges other than the life membership given to them, and the ability to dissolve the Coalition on a unanimous vote

    Section III
    At the first session of the Council, the Senators will conduct a vote to elect Three Military Advisors, a military Director, and a Director of Foreign Liaison. The military Director shall command the Coalition Imperial Forces which shall consist of a portion of each member-states military which shall be donated to SIF to provide a fast, mobile protection force. The three military Advisors shall advise the Director on actions partaken by him or her. The Advisors shall each be from a different branch, specialising in his or her profession. The Foreign Liaison Director shall run all matters concerning the Sovereign Empire Coalition and other Alliances or Regions. Any matters concerning the Coalition that has not been passed by the Director will be considered Void and the member-state who participated in the illicit negotiations shall be penalised.

    Section IV
    The Council of the Sovereign Empire Coalition has the power to intervene, with two thirds approval, with member-nations if such member-nation is deemed corrupted. The Council has the power to form the Coalition Imperial Force, which shall be run under the Military Director, to secure the defence of all member-states and their colonial possessions, it also has the power to appoint Sub-Commanders and conduct all recruitment necessary to form such a defence.

    Section V
    The Council shall keep a record of all proceedings for Public scrutiny, although if times that secrecy is required as a defined by the Council, then the records may be declared sealed and not be released until a time put forth at the time of sealing. The voting decision will be made public unless one fifth of those present decree that the record shall be sealed. The Council must enable all laws ratified to be announced and be place in Pubic Records which shall be a collection of all done by the Council.

    Section VI
    Member-states shall assist each other in performing tasks prescribed in the Constitution. Member-states shall fulfil the duties arising from the Constitution or the result of any act of Organisations spawned from this constitution.

    Section VII
    The Coalition may bar nations from joining by majority approval by the Council. The Foreign Nation may not appeal until a period of two weeks has passed. If the Council wish to expel a nation from the Coalition and the nation has committed an infraction against the laws of the Coalition, then the latter will result in the placing of Observer status pending Trial. If the nation has not then the nation will be expelled if two thirds approval is achieved via referendum.

    Section VIII
    To be able to send a representative to the Council, the member must gather over one third support from the current member-base. Once it has been achieved, there must be a place for them among the Council. Once this has been achieved the nation is officially part of the Council.

    Article II
    Section I

    A free trade policy between member-nations shall be in effect for the duration of the nation’s membership in the Coalition. Such Policy includes that member-nations shall be a preferred, but not compulsory trading partner. Member-nations may not embargo other member-nations without popular approval. No tariffs shall be placed unless special approval is given by the Council.

    Section II
    Land, Aerial and naval trade routes between member-states will be defended by the CIF in association with each nations active military. All protection is voluntary, if a member-nation wishes to be excluded from the protection then the Council shall oblige.

    Section III
    In the event of depressions within member-nations the Council may give loans to individuals, with approval from no less than half of the Council. The Council may also assist member-states if asked for, in all ways possible to ensure complete revival of all assets in the state. Loans may not exceed the national budget totals as an effort to keep loans fair and even. If a nations poverty level rises above 15% and the individual member-nation requests intervention then it shall be given immediately. In such times the nation is classified as inhospitable and emergency funds are deemed acceptable.

    Article III
    Section I

    The Sovereign Empire Coalition shall respect the independence and equality of member-nations, including their identities, structures and policies. The Coalition shall respect individual essential state functions including ensuring the territorial integrity of the State.

    Section II
    Member-nations have the right to declare war against foreign nations without the Council approval, they have the right to organise their relations with foreign countries to their liking. Member-nations may wage armed conflict against foreign nations and the Council is prohibited from intervening if the member-nations so desires.

    Section II
    Member-nations may resign from the Coalition and leave without prior notice. They have the right to leave the Council and force all Coalition personnel out of their nation peacefully. If so they relinquish all rights and responsibilities bestowed upon them.

    Article IV
    Section I
    The Council, whenever two thirds of the representatives shall deem it necessary, shall propose Amendments to this Constitution. The Council then must gain the approval of two of the three founders. If both agree to the amendment then the amendment shall be passed to the Coalition. From there it must gain majority votes to be ratified as an amendment and be deemed law.
