Whereas, it should be known amongst the world that cruel terrorists, of the evil types, ravage nations all across the planet. They cause the deaths of innocent civilians, deliver damage to property, and disrupt the national security of governments and nations. They are brutal criminals, who defy international law and cause immense death, suffering, and disaster. Now, I, Catherine II, the Empress of Royal Calathonia, have demonstrated a feeling of contempt against this, and, cooperating with Kioyoto, believe a anti-terrorist organization is essential in destroying the terrorist ways. As such, the League of Anti-Terrorism is hereby reorganized into the Anti-Terrorism Alliance. This Alliance shall share intelligence with each-other, and shall cooperate with each-other, in order to crack down and eventually eliminate terrorism. Whenever a member state suffers a terrorist attack, the other member nations will come to their aid, using the resources of the general Alliance.

Descriptions of Leadership Positions:

Founder

The Founder is basically the supreme Authority of the Alliance. As such, he/she has the power to approve and reject applications, to accept and monitor financial or military contributions, or to expel nations from the League. The Founder also appoints and dismisses at will the other officials of the Alliance (the Military Commander, the Military Deputies, the Diplomatic Negotiator, the Treasurer, and the Reporters), can supersede or revise the decisions of the Military Commander or other officials, and can update the Alliances' Information and Application Work. The Founder also monitors and announces all votes, and opens, moderates, and closes debates. They may also set out the goals and ideals of the Alliance The Founder is the Empire of Royal Calathonia.

Military Commander

The Military Commander is the leader of all the military forces of the Alliance. They may set or modify League military strategy, direct the actions of League forces, and control any relief missions or other special operations. The Commander may also mobilize League forces and involve them in any wars or conflicts involving terrorism or piracy, with the knowledge or consent of the Founder. The Commander has seven deputies, of the regions of North America, South America, Europe, Africa, Asia, Middle East, and Australia and Oceania. Each deputy supervises and directs the force they are assigned to, under the supervision and orders of the Commander. The Commander also has a Vice Military Commander, who carries out his orders and controls military affairs in his absence. Decisions of the Commander concerning appointments of Deputies, Military Officers, and major Strategy require the approval or supervision of the League Founder. The position is currently open

Diplomatic Negotiator

The Diplomatic Negotiator is the official in charge of diplomatic affairs of the Alliance. As such, the Negotiator mediates any government negotiations with terrorist groups (if needed), forms alliances or treaties with other international organizations or alliances, and conducts the census of all the alliance members. The Negotiator can accept applications when the Founder is absent for a extended period of time. The Negotiator also supervises the Military Commander in any rescue or relief mission. Major decisions of the Negotiator (including treaties with other organizations and negotiations) require the consent or knowledge of the Founder. The current Diplomatic Negotiator is the Empire of Cairuland.

Economic Treasurer

The Economic Treasurer is the official in charge of the finances of the Alliance. The Treasurer manages the Alliance budget, distributes money amongst the different departments of the Alliance, and also controls financial support provided to any relief missions. If the League runs low on funds, the Treasurer may request financial assistance from any Alliance member nation. The Treasurer also maintains records on any spending done by the Alliance, and compiles a report of Alliance finances monthly or annually. The Treasurer requires the consent or knowledge of the Founder for decisions concerning the Budget or financial distribution. The current Economic Treasurer is the Parliamentary Republic of Grasmere.
