Fate has ordained a Second Coming...

For years, the weary few have attempted to break through the bonds of savagery and oppression by uniting under a common flag, taking up arms for the common defense of liberty, morality, and the right to live as they choose. The proud few have arisen during times of great trial and tribulation to bring salvation to the vagabond and the lonely, the brokenhearted and the destitute. The world has been a cruel, inhospitable place to all that was once good. It has stricken down many factions which have tried to salvage the good in humanity, yet failed.

This is the tale of our failure.

Through many difficult tests and adversities, a select group of nations came together under the great banner of the Northern Eagle, standing steadfast in the defense of all that was good in the world. Justice, independence, charity, freedom. We were not bound to stand for that in which we believed, yet we gave of ourselves abundantly, so that there might exist unbreakable threads woven into the fabric of mankind, connecting the maliciousness of what is to the glory of what was. And yet, through the vicious fortunes of Fate, we were overambitious, overstretched, and it was... not meant to be.

Yet Fate, it would seem, is not without a sense of redemption.

For in the hour of our death, we have experienced a magnificent revival of all that made us virtuous. The great Hope of our generation has not vanished with the vapors of morality, but have instead been recast in valor and glory. Our second coming shall be a virtuous undertaking, the likes of which the world has never seen before, and shall have no need of to see again. Today, children of the world, the Eagle shall soar once more, serving notice to those that would poison and destroy our brothers!

Overview
The Northern Eagle Military Alliance X is the successor to the original Northern Eagle Military Alliance, which experienced its fair share of victories and defeats during its time in existence. Unfortunately, the vision that was "NEMA" was racked with a multitude of problems, including unsustainable growth, poor admission criteria, and a lack of devout unity amongst its client states. However, the rebirth of the Northern Eagle banner has been a swift, albeit timely and welcome revitalization of a well-known NationStates Alliance. This is no longer the alliance of today, but a progressive vision of tomorrow. The future of the world rests now with the new NEMA-X.

Colloquially known as the New NEMA, NEMA '10 and N-X by its central planner, NEMA-X is a defensive alliance predicated on the defense of self-sovereignty. For it is the inalienable right of a nation to determine its own course by which we derive liberty, independence, and freedom. The principles of freedom and liberty are the core precepts by which NEMA-X is governed. The new alliance is a sanctuary of respite from the cruelties of the world. Just as the Conglomerate is the Fraternal Order, and ODECON the White Knights, we are the Fellowship, inviting those in who shall stand in defense of liberty and self-determination.

Membership in the new alliance will be far more selective, and far more exclusive. Gone are the days of the former dregs who drug down the great Northern Eagle banner in a fiery display of shamelessness and selfish centric ideologies. The Treatise of Vigilance
The Official Charter of the Northern Eagle Military Alliance X

The Treatise of Vigilance is the acting Charter of the revitalized Northern Eagle Military Alliance. The articles contained within this Constitution shall henceforth be established with firm resolve and great sacrifice as the governing principles by which this alliance shall conduct itself. These words should not be considered vain, repetitious or the vague meanderings of the forsaken, rather, they are the strength by which we draw forth the sword and the pen. May this great Treatise last forever in the great history of mankind, and become the beacon of light which we have sought to be.

Convocation
We, the member-states of this great and noble cause, have come forth from the four corners of the world, representing different political ideologies, cultural mores, and moral truths to give life unto a new defense of liberty. Our cause is just, and the vigilance of our Fellowship, and they who shall come after us, must always strive to uphold and defend the rights and privileges which were borne out of the sacrifices of so many of our sons and daughters. We charge those that come after us to leave this alliance in a better condition than those who came before, lest our conquest perish, and go quietly into the gentle night. For this Treatise is, in and of itself, devoid of true intrinsic value. But the principles upon which it was founded, and that upon which it stands to defend, shall stand sacrosanct in our hearts, and in our actions. We, do hereby resolve by the force of arms to defend that which we have sought, and protect all that we have endeavored to keep.

By the Power Vested in This Treatise, for the Good of All Mankind, Let it Be So Done on This, the Fourth Day of the Month of October in the Year Two Thousand and Ten.

Article I
The principles of liberty, freedom, and self-determination that has defined our predecessor alliance must not be vanquished by the failure of our coalition. Henceforth, this Treatise does formally in good conscience authorize the creation of a successor alliance to the Northern Eagle Military Alliance, christened from this day forward as the Northern Eagle Military Alliance X.

Section I
The Northern Eagle Military Alliance X is to be comprised of independent nation-states who maintain a clear and indisputable claim over their territorial sovereignty. Such as would partake in this alliance should be held accountable to the standards and criteria for admission into this organization, with the individual member-states of this new coalition bearing full responsibility for the defense of this alliance's electing standards. Should they which seek entrance into this alliance not afford the measure by which the majority shall judge worthy, nor show any hope of promise henceforth as a prospective nation, let them be Anathema.

Section II
This coalition shall henceforth be governed by the will of the majority, through a direct and functioning democratic apparatus. No one nation shall reserve the right to predicate the balance of power and authority over another member of this great and noble venture. All matters whose potential implementation shall be considered of paramount importance a member-state should be motioned for an alliance-wide vote by the member-state, and seconded by another. In matters of altering this Treatise, approving new members and prospects, or ejecting member-states from the whole, a simple majority of one more than half the cumulative total of nations present in the alliance at the time of the vote. If a measure is passed by such a majority, let it become as resolute as any recognized sovereign law. If a measure is not passed by such a majority, let it be considered Anathema until such a time that a reconvening vote may deem otherwise.

Section III
This coalition shall henceforth be directed by the principles of a direct democratic form of government, hitherto references by this Treatise. In good faith, the responsibility of approving treaties with other organizations, organizing new principles and the judicial merits of the alliance, and both approving, rejecting, and ejecting nations from contention or enrollment shall be vested in the vote of each individual nation-state that is apart of the alliance at any one time.

Section IV
This coalition shall henceforth be comprised of various nation-states who shall defend this Treatise and all which it stands for by the force of arms. The nations of this alliance shall be bound diplomatically in the common defense of all, with all prevalent means acquitted to them. The nations of this alliance should conduct themselves in such a manner as to represent that which this alliance was founded to defend. As such, it is the sovereign right, and dutiful responsibility of all nations in this coalition to remain vigilant of those nations who do not uphold the virtues by which this coalition stands. And, if any recourse - including, but not limited to public censure and the levying of a penalty in the form of a fine of appropriate measures - should fall short of disciplining an offending nation, it is the vested right of the member-states of this alliance to motion, second, and confirm a vote of expulsion towards the guilty party. Should a nation be expelled by a majority vote, let him be Anathema until such a time that a redress of their grievances be heard more fully.

Section V
This coalition shall henceforth be comprised of willing participants, who maintain the sovereign authority to adjudicate within their territorial borders. Henceforth, at no time shall this alliance in any of its future guises make any law or provision which restricts the ability of a member-state to freely withdraw from this alliance without grievance or publicly declared reason. In likewise manner shall no provision or law be created that forcibly requires the military or financial participation of a member-state of this coalition in a militaristic or financial endeavor which it feels it is unequipped or ill-served to participate in, lest the principles of self-determination upon which this alliance was built to defend be cast asunder. However, such a provision that allows for the expulsion of a member-state who repetitively forsakes their obligations to defend their fellow coalition members shall henceforth be established, provided such a measure is taken as a final recourse, and that such a convention bears witness to the aforementioned principles dictated herein.

Section VI
This coalition shall henceforth be comprised of various nation-states who have been vested the power to accomplish that which is deemed right by the majority of member-states at a given time, without delay or exception, save that which has been remanded from the privileges of the member-states. Such measures that may be undertaken by the member-states of this coalition include, but are not limited to, the decision to levy taxes for the procurement of treasury funds, the distribution of financial aid to the destitute and needy, an order for the general mobilization for the common military defense of one or multiple member-states, the revocation or restoration of a nation's membership in this alliance, the ratification of new treaties and diplomatic missives between solitary nations and international alliances, and the formation of new diplomatic ventures and economic storefronts which shall serve the common good of all member-states.

Section VII
This coalition shall henceforth be organized in such a manner that reflects the democratic virtues upon which this alliance stands. Ergo, formal titles and positions shall be established not with a superior authoritative slant, but with egalitarian influence in name and rank, yet divided amongst those nations who are best equipped to perform the many roles necessary for the survival of the alliance.

Article II
The virtues which this coalition of willing nations seeks to defend cannot be borne with the price of diplomacy or words alone. Ergo, this Treatise does formally in good conscience authorize the creation of a fully funded and operational military organization to service the Northern Eagle Military Alliance X, defending it in with all the ranks and privileges of a formal military body.

Section I
This military body shall henceforth represent the fundamental military response of this alliance to a threat posed to it by external or internal forces which require a full or partial military response. This military body should not replace, nor constrain the full military mobilization of each individual member-state, but supplement it as a rapid deployment organization that can more quickly confront a threat, being bred for such a purpose.

Section II
This military body shall henceforth be comprised of lawfully obtained military hardware, either by the donation of a member-state or through the purchasing power of the alliance at large. In likewise manner, this military body shall be comprised of legal citizens and civilians from the individual member-states, who are of a sound mind and are willfully endeavoring to defend this alliance from its militarist-led overthrow and destruction.

Section III
The member-states of this coalition shall henceforth be given the full and irrevocable privilege to house the military forces of this alliance, or any specific military hardware or materiel as requested by the individual member-state, so long as they remain in the coalition. Furthermore, every active member-state shall have the full and irrevocable privilege to house military installations specifically constructed for the encampment of alliance military forces, on the dime of the alliance itself. In likewise manner, no member-state shall ever be forced to house troops, hardware, or facilitate the construction of military installations against their will, or on their own dime.

Section IV
The member-states of this coalition shall henceforth authorize the creation of the titular role of Military Commander, which shall be bestowed upon an individual nation by the power of a majority vote as outlined hitherto. Said nation will serve for a term no longer than three months, unless said nation is removed from the position or from the alliance by a vote, or said nation resigns their position as the Military Commander, or said nation has seen its sovereignty compromised by the force of arms. The Military Commander will have the lawful ability to deploy no more than one quarter, or twenty-five percent of the organization's active military body at any one point for the rapid defense of the alliance whilst a full mobilization effort is ordained. Said deployment may not be remanded by the alliance without a simple majority vote as previously discussed hitherto. In the event that a Military Commander must deploy members of the organization's military body, said nation is expected to peacefully resign their commission as the Military Commander upon the stand-down of military hostilities (as determined by a majority vote of the member-states at said time), and replaced in likewise manner by a majority vote akin to the initial procedure undertaken in choosing a Military Commander.

Article III
The creators of this alliance recognize the difficulties that may be encountered with the understanding of what is and is not appropriate in relationship to the principles established herein. Ergo, this Treatise does formally provide a general framework of principles and guidelines to service the Northern Eagle Military Alliance X.

Section I
This alliance shall create an Initiative for Prospective Nations who possess many of the qualities that define the organization as a whole, yet lack in one or two major areas that would prohibit such a nation from successfully contributing to the coalition immediately. In being declared a Prospect of this alliance, the nation in question shall be paired diplomatically within the exclusive confines of the jurisdiction of this alliance only with a senior member-nation, who may help cultivate the potential of the Prospect over a period of several weeks. A Prospect may serve as an apprentice state for no more than three months, at which time said Prospect must face a formal vote for admission or rejection as a member into the alliance. The overseeing nation of a Prospect may remand the Prospect for a formal vote before this time, should they feel it prudent and necessary to do so.

Section II
This alliance should be comprised of nation-states who are of the same general opinion in regards to the virtues in which this alliance was formed to defend. However, to preserve the integrity of this coalition, this Treatise does hereby ordain the practice of exclusion as the general rule of entry into this alliance. The member-states of this coalition at any one time should adhere to strict guidelines for the qualification of new members of prospects, to ensure the purity of the alliance roster. This Treatise does hereby in good faith recommend a remedial cap of fifteen nations who should be apart of this coalition at any one point in time, though such a measure is not a binding testament to this organization.

Section III
This alliance should not be allowed to circumvent the self-determination of an individual member-state, lest this alliance destroy that which it was created to defend. Should this alliance, in any of its future guises, ever threaten the sovereignty or self-determination of a member-state without explicit cause as outlined herein, this alliance and the Treatise which created it is to be considered null and void.

Section IV
The member-states of this coalition shall henceforth establish the position of Alliance Overseer, who shall observe the official forums of communication for this alliance, including all threads and communications channels available in cyberspace. Said officer shall not have any vested authority over any other member remitted to them, but shall be responsible for bringing to the attention of the alliance any nation who violates the sovereign rights of another member, or acts in contravention to the principles upon which they are sworn to defend. In likewise manner, the Alliance Overseer shall monitor all provisions proposed for discussion or given the measure of a vote for their compliance with the principles established hitherto in this Treatise.

Section V
The member-states of this coalition shall henceforth establish the position of an Application Overseer, who shall observe the official forums by which new prospective members may submit their application for admission into the alliance. Said officer shall not have any vested authority over any other member remitted to them, but will serve as a clerical watchman for errors in the applications of prospective members, and shall introduce complete applications into the general forum of the coalition for review, discussion, and the vote for admission, prospecthood, or rejection.

Section VI
This alliance should endeavor, without any alterations made henceforth, to never openly attack a sovereign member-state of this alliance, or fiscally punish such a member-nation without a redress of grievances more severely than a subsequent nation receives, or in any other manner subvert or attempt to destroy a member-state diplomatically or militarily without sufficient cause. In the case of sufficient cause, only the deliberate military attack of another member-state shall be considered sufficient grounds to endeavor to deliberately harm a member-state.

Section VII
This alliance should henceforth remit to the public display of records a list of all nations, whether sought or unsought, who have been declared Anathema to the coalition of willing nations, for the purpose of giving due process of warning to future member-states not to willfully associate with the offending nation without due cause or sufficient informed consent in regards to the nature of their excommunication.

The Anathema
The following subsection shall be reserved for the future members of this alliance to concentrate a list of former member-states or otherwise aggressive nations who have presented through hostile acts no formal recourse but to consider them Anathema, until such a time that their image may be considered rehabilitated by the majority of the member-states of the alliance at that time.

The Amendments to the Treatise
The following subsection shall be remitted for the following provisions and amendments to this Treatise, which were crafted with due vigilance and respect by the future member-states of this alliance, for the betterment of this organizational body, or for the clarification of important principles contained herein for future generations that shall follow.

No Amendments Have Been Passed At This Time...

Ratification
This Treatise, upon the completion of this redress of accomplishments, will be considered ratified and binding to all the member-states of this coalition at any given time. Through their formal desire in writing to become part of this organization, all member-states of this alliance are understood to have agreed to the principles contained herein in spirit, and shall be formally considered fellow-ratifiers of this Treatise for their duration in the alliance. May the principles of this Treatise long outlast those who endeavored so long to create them.

Henceforth, This Treatise is Hereby Pronounced Complete.

Quick Facts about NEMA-X
The Northern Eagle Military Alliance X is a defensive alliance which maintains an active military force for the protection of its member-states. Nations who enter the alliance are considered the best of the best, and go through an extensive application process in order to become apart of this exclusive group. We defend the self-determination of nations; meaning, we protect a nation's right to govern themselves as they see fit. We believe in the common good of all mankind, and the morals which this world once held sacrosanct, but have since abandoned.

There is no true leader of this alliance in the conventional sense of the word. Instead, we govern ourselves as a direct democracy of sorts, allowing the will of the majority and a strong Charter to govern our actions. We put almost everything up to vote, though a nation who is elected to serve as our Military Commander may deploy a quarter of the total amount of manpower available at a given time. The Treatise by which our alliance is governed gives the members the authority to expel members, vote new members in, vote nations into the alliance as Prospects, collect money in the form of taxes, and create new policies for the alliance, so long as they do not contradict the central tenets that the alliance was built to defend. The alliance can accept monetary or military donations (materiel or manpower) from its member-states.

This alliance cannot force a nation to house military personnel or pay for the military unduly out of their own coffers. This alliance cannot impede the sovereignty of a member-state unless that member-state wantonly attacks another member-state militarily. And, for the purposes of ensuring an egalitarian democracy, this alliance shall not establish an authority figure who may wield more power than any other member-state in this alliance. The Misanthropic Ascendancy of Unilisia is the first nation up for vote. Because no current members of the alliance exist, the formal overseer of NEMA-X, New Azura, makes a motion to suspend discussion on the application of Unilisia and bring the matter to a formal vote for FULL ADMISSION. New Azura acts as its own second to the motion. Discussion is now closed on the application of Unilisia.

The Republic of Slazenagara is the next nation up for vote. With the Overseer of the alliance and one full member currently in place, Slazenagara will need Unilisia or New Azura to motion for the closure of discussion in order to move into the vote. The motion will need to be seconded by the remaining nation in order to bring Slazenagara's application to a vote. Because of the necessity of receiving one more than a simple majority, Slazenagara will require TWO-2 YEA votes for admission instead of one.

Good luck, Slaz! You're in the cat bird seat as the #2 entry for discussion, unfortunately, but you should still be good to go!

Procedures for Voting for New Applications:
1. The Application Overseer, currently New Azura, will begin linking in THIS thread to the applications up for vote. Only one application will be discussed at a time (there is a queue of applications awaiting following each successive application).

2. The members of NEMA-X (as of 10.06.10 - Azura, Unilisia, and Slazenagara) will discuss the application currently up for vote.

3. When a nation feels that enough discussion has been had, they may make a motion to bring the application to a vote. This doesn't require much, for this simple example will suffice.

"We motion that we vote on [insert nation]'s application."

4. If another nation agrees with the motion, they will second the motion. Again, it doesn't take much! Here's an example:

"We second the motion."

5. Every current member of the alliance will then cast a YEA or a NAY vote for the application. From the time the voting motion is seconded, the applicant has seven days to receive a simple majority of YEA votes to gain admission. A simple majority for NEMA-X will be one vote more than half of the total number of members in the alliance. If there are ten nations in the alliance, SIX-6 votes are needed for admission. If there are fifteen members in the alliance, EIGHT-8 votes would suffice, being more than half.

6. If an applicant hasn't received enough votes either way by the end of that seven day period, or if at any point they receive a majority of NAY votes, the vote is over, and the applicant is rejected. If they receive enough YEA votes in time, the applicant becomes a member.

The only difference between choosing members and Prospects is the way the vote is motioned. Instead of doing it as listed above, a nation would simply say this:

"We motion to vote on the applicant, [insert nation] as a Prospect."

Following this, a second nation will second the motion like any other time. The same rules apply, with a seven day window for the vote, and one more than half of the total number of nations needed to vote YEA for the Prospect to gain admission that way.

From now on, please motion, second, and cast VOTES in THIS thread! I allowed Unilisia to lodge her vote in the IRC to speed things up, but as the alliance becomes bigger, we need to get the discussions going in here to prevent any Tom, Dick, and Harry from coming in. Starting with Tergnitz, we'll have to have a publicly recorded motion for a vote, a publicly recorded second for the motion, and all votes cast publicly in this thread.
