Synopsis
International Project SkyGuard is a military program designed and operated primarily by the Honourable Republic of New Azura (HRNA) through the auspices of the Honourable Army Air Corps. "SkyGuard", first announced in 1999 by then-Consul General Thomas C. DeWitt, is a revolutionary missile defense system, using a combination of terrestrial computer networks, communications relays and satellites to achieve the "Missile Canopy Effect", helping to alert, detect, and prevent the successful launching of missile salvos against a designated target. The program's initial studies were performed at the Wiesenthal Research Facility at HANA Fort McPherson in Molien Prefecture. At a cost of almost $1.25 Trillion, it was (at the time) the single most expensive military program ever instituted by the Honourable Republic of New Azura.
The program was implemented on a trial basis at the Johnston Islands Nuclear Testing Site on July 19th, 2005. Between 2005 and 2008, over seventy-four simulations were conducted to determine the viability of the grid. Each simulation brought a new scenario to test the true capabilities of the network. Three upgrades to the server were instituted to help perfect breaches in the system. The final system package, Server Foxtrot Sigma, underwent forty-one independent simulations, passing all simulations with a variable 99% Rate of Success. Out of 15,819 missiles fired, only six missiles detonated on-land. Foxtrot Sigma went online at August 19th, 2009 at HANA Fort Vandengaarde. Today, the server has been expanded to include all of terrestrial New Azura along with all eleven members of the Venerable Republics Treaty Alliance, or VERTA: Aberdeen-upon-Tyre, Ashtaroth, Berchtesgarden, Cape Marguerite, Capodimonte, Chetolah, Coulter Bay, Judahton, Korver, Sanibel & Captiva, and Staffordshire Abbey. Fort Vandengaarde remains the home of the Project SkyGuard Central Command, manned by the 101st Army Missile Command Division.
Project SkyGuard institutes a four-tier system of defense, with each tier interwoven amongst the others to provide the aforementioned Missile Canopy Effect. The "Missile Canopy Effect" (or MCE) was coined by former Narváezan Colonial Commander, Generalissimo Juan Carlos Córdoba. The concept behind the MCE is to create a combination of virtual and physical defense to shield not only a nation's strategic military assets, but to completely defend a nation's infrastructure and natural resources through the deployment of a broad-ranging air shield, comprised of early-warning detection services, terrestrial Anti-Ballistic Missiles sites, and orbital weapons and reconnaissance platforms.
First, a overland/overseas connection is established between the defensive missile command networks of the member-states of Project SkyGuard through the installment of the Foxtrot Sigma Program. This combined super-network of missile defense systems - called the SkyGuard Syndicate - allows for real-time monitoring of the entire network from a variety of surveillance centers spread out all over the world. This helps increase your surveillance coverage area without building costly facilities of your own; each individual member-state of the project has access to the entire grid, thus spreading your own surveillance grid without having to allot increased expenditures on such a venture. Secondly, through the Foxtrot Sigma Program, terrestrial and wireless communications are established between all Syndicate sites, allowing for real-time communication between various nations who are linked with the Program. This gives the military commander an increased window with which to prepare his forces for mobilization in the event of a missile attack, without overstretching his own military forces. Thirdly, the Foxtrot Sigma Program interfaces electronically with your national air defense grid, sending real time telemetry and data to your mechanized Anti-Ballistic Missile sites, allowing for an immediate terrestrial response to any inbound missile salvos.
Fourthly (and most importantly), the Foxtrot Sigma Program is backed up by a specially-designed orbital military satellite known as the McElveen Advanced Orbital Relay Satellite, aka "Starscrapers" (a specialized defense variant of the offensive "Day Tripper" satellites). The massive satellites are a dual-purpose reconnaissance and countermeasure ETV (Extraterrestrial Vehicle) designed to give real-time missile tracking and data to Syndicate sites, helping to verify the terrestrial defense networks. In addition, each satellite is equipped with a full assortment of nuclear, chemical, and biological weapons (using on-board ICBMs and advanced Cruise Missiles) to launch retaliatory strikes against an enemy target. The satellites, upon detecting a missile launch, automatically reposition themselves into geosynchronous orbit around the offending nation to achieve the "Last Resort Effect". The satellite carries a fail-safe nuclear warhead on board, equivalent to almost fifty megatons of TNT. In the event that an enemy nation attempts to destroy the satellite with Anti-Satellite Missiles, the orbital platform automatically detonates the nuclear warhead on-board, creating a vastly destabilizing electromagnetic pulse over the enemy's sovereignty. The Honourable Republic of New Azura has developed three of the Starscraper Satellites at a cost of nearly $250 Billion Azuran Ranks (AZR), with an additional $400 Million AZR required to launch the satellites using the New Azura Aeronautical Space Commission's (NAASC) Capricorn-IV Rocket.
