We claim sovereignty over The Kadahl - its territorial waters, minerals and natural resources; to be managed for the common welfare of all citizens. The Queer State of Kadahl exists to fulfil the right of all peoples to establish a national homeland, to provide a refuge for Queers and to promote and defend our international and inalienable Human Rights. The Queer State of Kadhl is a democratic and socialist republic, governed by the principles and articles of the Constitution.

The people of Kadahl are proud of their liberation against the occupation and national suppression that until recently they suffered under. Our liberation has come at a high cost measured in the currency of human lives. It has also retarded our economic base and limited our ability to feed, clothe and care for our own. Peace-time rationing is still required to ensure the distribution of essential goods.

The people of Kadahl urgently require food aid, farm equipment, medical supplies and medical equipment. The nation requires extensive investment in infrastructure and industry; the government is seeking international aid – money, technical experts or equipment. Kadahl produces surpluses of coal, copper, gold, iron, lead, silver and timber – with assistance we can also trade natural gas in exchange. We can also trade small arms and artillery, paper, clothes and textiles.

Dear Comrade Brothers and Sisters of the Queer State of Kadahl, the People's of Immortallia are filled with jubilation at the news of your self liberation and emancipation from the Imperialist lapdogs of Phosee! Our comrades sympathise heavily with your sturggle, and recognise that it is far from over. So in the spirit of sollidarity and internationalism the Government of Immortallia, at the behest of our people's will (expressed through a recent national referendum on the issue) would like to offer economic aid to the new soveriegn nation of Kadahl.

Our aid offer, if accepted, would consist of the following general terms:

Approx. $150bn USD investment in Kadahlan industry, agriculture and Government schemes to be allocated as the national Government of Kadahl sees fit with only minimal oversight from Immortallia.

An exchange program established for skilled workers and technicians, generating and guaranteeing a steady inward flow of Immortallian skilled labourers into Kadahl on a shift system to provide local industries and skilled activities with vital training and establishing assistance.

Preferencial trade agreements established so that the Immortallian Government may purchase goods from establishing Kadahlan industries at 200% of their normal market value for the forseeable future, or at very least until the national economy is stable, growing and able to survive independant of preferencial investments by the Immortallian Government. (Figures set aside for this trade investment not included in $150bn USD initial raw investment package.)

Furthermore in addition to our economic package we would like to offer the nation of Kadahl our hand in defence and the inclusion in our nuclear weapon defence zone. Though this would require a minimum of one silo and detection post being established in Kadahlan territory on land rented to the Immortallian Government. However this is an entirely optional clause.

In exchange for the Government of Immortallia's efforts to aid Kadahl we would merely ask a small recompense, basically: Assurance from the national Government of Kadahl that, if not already in existance, specific legislation should be tabled for national vote concerning a full charter of rights for their working citizens. Openly enumerating the right to form and join trade unions, engage in organised union political activity, receive a full and adequate pension at the end of their working lives, not suffer inhuman conditions at work, not suffer to the laid off work, and most importantly of all have a participatory system of democratic governance within the workplace, giving the workers the control of operation and production.

The amount of inward investment into Kadahl by the Immortallian Government would be upwardly negotiable, provided evidence that increased reserves of capital were essential to the realisation of our goals is produced. And naturally we would happily consider any further amendments, adjustments, considerations or additions to our economic package suggested by the national Government of Kadahl, in the spirit of the hastened acheivement of our universal goals.


Lastly the Immortallian Government would like to applaud our Comrades in Kadahl, not only for their brave and glorious struggle for freedom, but for their astute economics in the face of crisis, principally the implimentation of War Socialism, which we believe shows their plucky national genius! However War Socialism is hardly ideal, and our economic package has the principal aim of it's immolation, and the creation of an abundance economy, rising reborn from the ashes of War Socialism like a glorious pheonix signifying a new dawn of prosperity for the people of Kadahl!

The people of Kadahl express the warmest gratitude for the generosity shown by the peoples of Immortallia in our time of need.

The government of Kadahl accepts to offer of (approximately) $150bn USD on the understanding that this is a humanitarian gift from the people of Immortallia and that repayment, control over assets or derived goods or profits will not be expected by the government of Immortallia.

Further, this government accepts the offer to provide technical staff for the education of our workers in required fields. We invite the Immortallian government to consider allowing Kadahl workers and technicians to study and experience work-place training in the operation of certain Immoratallian industries so that our returning citizens can operate our own plant facilities as they come online. We also accept the offer to establish ongoing trade between Immortallia and Kadahl, including the opportunity for mutual economic investment.

At this time the government must decline the offer to host Immortallian nuclear weapons. We counter-offer the opportunity to establish a joint-strategic operations base (nuclear detection facility).

In regards to the policy requests of the Immortallian government all policy points are already covered by our own Constitutional Law – under our economic system workers are liable to be ‘laid off’ when a profit-based institution (collectively or privately operated) is unable to generate the minimum wage amongst the staff, when a business discontinues or if staff positions become redundant. However severance pay, entitlements and state unemployment benefits exist’ negating the issue of ‘suffering’ from their circumstances.

While we thank the people of Immortallia for their demonstration of magnanimity in the face of our suffering and continued privation we assert our rights to pursue independent economic, political and social policy, although the government is considerate of the need to consult with the representatives of Immortallia where our interests overlap.

OOC: actually that's a quite reasonable question to ask. I have four answers for you:

1] Not every country has a growing population in RL or NS and in reality most of us maintain a static population for the simplicity of role play - so there's no inherent 'need' to expand the population. However a catastrophic population crash could be reasonably anticipated within a generation so -
2] The most realistic scenario is that the population will be supported by ongoing immigration - Kadahl is an international refuge for persecuted (and migrating) Queers and there would literally be billions of potential citizens on NS Earth. Even on RL Earth it can be reaosnably extrapolated that there are at least 136,000,000 homosexuals (that's 2% of the global population) [see: http://en.wikipedia.org/wiki/Demographi ... rientation].
3] Current reproductive technologies make it possible for even an all-male society to have and raise children (as long as women's wombs are available somewhere), on NS Earth it would not be unreasonable to assume this would be a (difficult but) entirely possible way to maintain the population - even exclusing immigration or mass adoption
4] Since Kadahl includes both men(XY) and women(XX) as well as straights and bisexuals - it would be again difficult (given their demographic imbalance) but entirely possible to mantain the population the 'old fashioned way' given sufficent incentive/coercion

I assume in RP that all four of these elements; population migration (immigration/refugees/adoption), reproductive technologies and XX-XY intercourse (which no doubt would include the occassional experimenting or dedicated homosexual) would be sufficient to generate a stable, if not expansionary population.

When Phosee soldiers were using arbitrary execution and rape to terrorise our people and our partisans were being tortured why was the voice of your wise and far-sighted government silent? The Queer State of Kadahl has been established by democratic consent to provide a national homeland and a voice in international affairs to promote and defend the Human Rights of all Queers. These are hardly trivial or single issues. Our people are proud of their economic and political achievements and how they have decided to organise the economy should not be punished because the government of Grays Harbour is concerned about where our choices might take us. If the government of Grays Harbour is so concerned about promoting democracy then why don't your lead by example and extend to us support in our obvious hour of need.

The inconsideration and ignorance of your government is a testament to the rottenness that corrupts your policies. It is a fact that we have fought and died for the right to pursue plural political representation - a fight we literally waged against the tyranny and brutality of a so-called "socialist" single-party state.
