A Message to ALL States:-


Since the 15th century, the Republic of Mourro has been an isolationist society, developing its culture and educational quality to an excellent level, before opening up to the world and sharing its philosophy and policies on conservation, sincere diplomacy and the fight against what it considers to be bad.

A representative from each state receiving this message is invited to join Mourro's first ever international conference in Saint Arthur's City, the capital. The conference will be limited to only one representative from each state, preferably a diplomat or an individual of significant influence in their own government, and the individual must be interested in opening up dialogue, trade and diplomatic relations with new states.

There will also be a team of officials at the conference for those states who wish to establish trade contracts, alliances, treaties and other projects and initiatives, and there will be representatives to answer any questions you may have during the conference.

We are also elated to reveal that the Prime Minister, Stephanie Black, will also appear to answer questions from high state diplomats and state leaders.

The Republic of Mourro is most interested in: technological developments, environmental schemes, alliances against militia and terrorist campaigns, security of failing states, expeditions for exploration, resolution of territorial disputes and the trading and promotion of educational resources, policies and students.

The Ministry’s mailing service had been more active of late than it had in several decades. Correspondence from member states of the Delian League and Fegosian Union were intermittently received as new developments in the war against the Blackhelm Confederacy and its allies continued. Already, reports of remote neighbors in places so far off that were not charted on any maps filtered in through international messages and what could only be described as the “political grapevine.”

While few messages from any far off places arrived directly at the Ministry, as most of them never even made it into Nova, it was by chance that a brief piece of correspondence originating from an unknown location was delivered to the Ministry. It was taken directly to the Minister’s office after being inspected for dangerous material or substances, none of which were detected. The Minister, in the meantime, was being informed by his secretary of the arrival of the message.

After the message itself was inspected for any possible hazards, it was deemed safe to send up to Carter’s office. As he began reading through the contents, the otherwise boring atmosphere which pervaded the room began to evaporate as his straight lips curled up into a wry smile. By the time he reached the ending, he was uncharacteristically pleased to have received such news as this. Within minutes, he was driving away from the Ministry building.

Royal Residence

“Your Imperial Majesty, Minister Carter has urgent news. He came here in person,” said a familiar voice.

“Did he inform you of the nature of the news in question?”

“He did not. He merely said there were diplomatic ramifications.”

“Have the servants show him in immediately.”

“As Your Majesty wishes.” The secretary, Mr. Jackson, left the lavishly furnished office in a hurry, racing through one corridor after another, before locating a valet. “Sir, do be of some assistance to me. Minister Carter needs be conducted in.”

The valet returned in two minutes, the minister in tow. He carried the message to the queen’s office, where she awaited him. “Your Majesty, I bear fruitful tidings for our country,” he said with a slight bow. “A neighbor from far off, in a currently indeterminate location, has announced to all its neighbors that it is willing to form diplomatic relations with those who have not yet done so.”

“Minister, I am most overjoyed to hear this!” exclaimed the elated queen. “I will ensure that this matter is addressed before the end of the day, and have new orders for you tomorrow morning.”

“Is there anything else which I may do as a service?”

“No. Charles will want to deal with potential partners who have not been dealing with us before, rather than conducting a war.”

“It’s a shame that the war has had to last so long. Thousands have died thus far.”

“Thousands, in only a few months, as opposed to the hundreds of thousands which have perished in far shorter wars. The thought of all this is unpalatable enough as it is.”

“Do you have any further requests?”

“I do not. You may go now.”

Minister Carter bowed, turned around, and departed from the room. He was back at his office after half an hour.

The next morning

“Energetic and focused, as always. You asked me to come here.”

“Yes. I may be going to visit another country far away, albeit one that we know almost nothing about. You may have to assume control and management of this ministry while I am away.”

“The last time I read anything about that procedure, the council Chair always takes over while the minister is away.”

“You therefore know what you need to do.”

Later that day, Minister Carter composed a brief yet eloquent statement in reply to the Republic of Mourro’s government.

Minister Rena Terra, Minister for International Relations, was very stressed. She had just come out of a meeting of the new proposed diplomatic relations with Khytenna, which had not gone down well with the Royal Family and naturally were rejected outright by Minister Zenra. Terra sat in her favourite cosy, typical Chunga cafe that was in a small street opposite the Quadros towers. She liked to come here to look over her paperwork. It certainly beat being in her office, which had suddenly become awash with dozens of government proposals for diplomatic exploration, and of course dozens more letters claiming that the whole idea was a betrayal to the people.

She drank her milky tea, fixed up her long hazel hair and was handed another document from her PA.

"We have an update on the Monavian dialogue, Minister" he said politely, handing her a thin black file, "they seem to commend our search for diplomatic partners."

She read the letter two or three times and looked over her PA's shoulder at a middle-aged mother who was teaching her young son a Mourron folk song, probably from Faynara, "isn't it wonderful that we're finally at this stage?"

"I'm sorry?"

She looked back at her PA, who seemed agitated to be sitting in a cafe and perhaps had his wife impatiently waiting for him on her electric motorbike, as she always was.

"I said it's wonderful that we're at a stage, a stage where we can finally explore what has for so long been 'foreign' to us."

Terra hated the word 'foreign' in any case. To her it sounded hostile and actually contradictory, since to Terra everybody was a 'foreigner' if placed in the right environment. Therefore, she always believed, nobody should be treat as 'foreign' and all peoples should be understood and given the respect they deserve. She sensed her PA's cynicism. She had been meaning to fire him.

"The Monavian Minister of Foreign Affairs, a Mr. Frank Carter, should probably meet you," he replied blandly, looking at his watch, "may I go now? I have to make it to the Waewae Academy by seven."

"Yes, yes. You should be going there every evening anyway. There's an examination soon, and if you don't make the grade you'll have to be transferred to another department."

He smiled feebly and scuttled out of the cafe, and Terra heard the irritated chirping of his wife from the sunny street outside.

Smiling to herself, Terra took out her TapMA, the latest model of Mourron laptop, and checked her e-mails. The Prime Minister had already confirmed the approval of Monavia's attendance at the conference, and it was Terra's job to brief Mr. Carter. She began to formulate a message to this new government.


For the attention of Minister of Foreign Affairs Mr. Frank Carter,

The Republic of Mourro expresses it delight that your government shows interest in our nation, and we would like to inform you of the following:-

*The Republic of Mourro is located in a region known as Illumina. The Monavian government may view a more detailed geographical description of Mourro by visiting our Factbook published and updated by the Diplomatic Office.

*In relation to transport to Mourro, we will provide the coordinates of our airport (SACA, Saint Arthur's City Airport), which is in the capital. Unfortunately, due to environmental legislation in the Republic, we cannot allow any aircraft or other vehicles that produce any kind of pollutant. If the Monavian government cannot facilitate its own non-polluting mode of transport, the Republic is prepared to provide a reliable ship and/or helicopter escort.

*As we do not yet have any knowledge of the spoken language of Monavia, we have provided Mourro-to-English interpreters for the duration of your stay, on the presumption that Monavia already has English-trained representatives at least.

*We also recommend that Monavia applies for the establishment of an embassy in the Republic, and this may be done by visiting our embassy application thread.

*Finally, the conference will be held, as mentioned in previous correspondence, in Saint Arthur's City, and all of the Monavian government's curiosities regarding the Republic can be satisfied during that conference.

We thank you sincerely for your engagement with the Republic and look forward to meeting your representatives at the conference. Once an embassy is established, we would also like to propose a meeting between Monavia's Minister of Foreign Affairs and the Republic's Minister of International Relations.

It had been well over a day since Minister Carter issued his formal reply to the government of Mourro. The passage of time wore upon him somewhat, as an electronic message would be expected to arrive within seconds at its destination. He contemplated the possibilities of the Mourron people not having the technology to quickly receive such messages as his. Unlikely he thought. These people were too advanced for such difficulties to take place. He would have to content himself with awaiting their response, if it ever came.

Several more hours passed as he continued to work on other matters of state. The windows in his office showed, in undeniable clarity, the passage of the sun across the skies surmounting the horizon. The whole Ministry had seemed to go quiet, yet he was unfazed by the stagnant atmosphere. Eventually, something had to give, a prediction of which he was most certain.

Two hours after he had consumed the last remnants of his modest lunch, he lethargically examined a short missive from the Ministry of State. Apparently, there was a minor legal dispute over a plan in which a small section of territory bordering Monavia was to be divided up between three provinces, should the Empire choose to lay claim to the land. It was considered to be a piece of terra nullis in every possible sense, as no one lived in the area, yet its ownership by the Monavian government would require its division among the provinces in question. There was the alternative of admitting it as a separate province, although the matter was still under consideration.

Carter’s attention was warranted, simply because he would be tasked with making the announcement to Monavia’s neighbors informing them of the acquisition, if it were to take place. Such an event, however possible, was being considered in a bill, queued behind several other items of legislation on the docket of Parliament. It would be two weeks until it ever saw debate, let alone a vote in either house.

Having finished reading through the report, he had but moments to rest his mind before a series of loud knocks sounded at the doors to his office.

“Please enter.”

“Minister,” began the incoming secretary, “I have received a reply from the Mourron government.”

“Please forward it to me. If you have a hard copy, I would me most pleased to have that on file as well.”

“It will be done shortly.”

The secretary exited the room, now walking down to her station to forward the message.

After Minister Carter read through the Mourron response, looking over every point they had included about locating their lands and arriving at the conference location, he set himself to work on issuing another reply. He decided to fax it over to the Royal Residence to receive the approval, or demands for modification of the text, once he completed it, so that the Mourrons would be made aware that the conference would indeed be attended by a Monavian representative.

Madam Minister:

Much thanks is owed to you for providing me with relevant information about your people and the means by which I will be able to represent my country before them. Your most gracious invitation shall not go neglected, and shall be acquiesced to in due time.

Having found it prudent to reply to each of your points of information addressed to me, I shall proceed to address your letter in its entirety. While our cartographers are currently unaware of exactly where Illumina is located, we expect to have coordinates for locating the airport you indicated and facilitate travel to the same, which you indicated you would be providing.

Secondly, I regret to inform you that despite the technologically advanced status of Monavian industry and transport, I know of no aircraft that runs on pure electricity, save for battery-powered helicopters, which have insufficient range to fly the thousands of miles to Illumina, let alone to your country. I can, however, attempt to have my private plane land somewhere outside incorporated Mourron territory and be transferred to your means of transportation.

I can allay your concerns about the speaking of the English tongue in Monavia. Not only is it one of our three official languages, but it is the most common. The Latin tongue is second, should you be curious. Nonetheless, I owe you much gratitude for your provision of interpreters.

Generally, it is our practice to exchange diplomatic missions as a consummation of international relations, once some sort of formal agreement is ratified. The creation of an embassy is viewed by my people as an incredible commitment, something not to be given out lightly. I believe that this can be accomplished by including a provision establishing diplomatic missions in a formal treaty, however.

I shall finally express my desire to meet with yet another esteemed diplomat of your stature, possessing the same apparent devotion to objectivity and tranquil prosperity that I have cherished so highly.

With his correspondence complete, He prepared to fax it to his superiors for their approval. Within ten minutes, he was faxed a reply.

Dear Minister Carter:

I have reviewed the proposed correspondence with the Mourron government’s representative. It is my opinion that your official reply will garner more than its fair share of praise from both sides of Nova. You have my approval.

Minister Rena Terra woke up to a disgruntled knocking on her door. She'd hoped she'd receive no calls on a Saturday, but of course this was not a time of normality for anyone.

"Anyo, Terra Taeyo?" came a man's voice.

Of course she should have expected this. All of the State Ministers lived in a large apartment complex in a secret location just outside of Princetown in the Pogoro province. It stood high and heavily protected outside of the a tube station that connected to the Black Line - the only tube line for government officials only. The staff at the complex had cards to each Minister's quarters, and a close eye was being kept on Terra, especially these days.

She threw on a long gown and strode over to open the door. A sharply dressed middle-aged man with spiked-up hair smiled and handed her a file. It was the reply from Monavia. Suddenly the man was pulled aside by an arm that came into the doorway, the arm of Kate Norrins, Minister for Transport. She shooed the gentleman away and stepped into Rena's room, closing the door behind her.

"Do you know how big Mourro is?" she asked in a muse-like fashion, taking off her small black blazer and opening Rena's curtains. Sunlight scattered across the floor and walls and a few black cars were parked ominously outside.

"Sorry?" replied Rena, rubbing her eyes and sitting down at the small table, "Isn't it as far north as Norda, as east as Las Ritwanas, as south as Namas and as west as Yangsomos?". She remembered the nursery rhyme that had been drilled into her during geography classes at her Chunghak in Saint Arthur's City.

"Wrong!" beamed Norrins, opening her own file and showing a detailed map of the Illumina region. "There are currently fifty-three nations in Illumina. Our territory was actually expanded several years ago, and our marine territories extend to the borders of our neighbour nations. Of course we know nothing about them..."

"Which is a problem...." sighed Rena, "the Monavians are going to want to use regular transport up until Mourron borders. But where are they going to land?"

Then it struck her. She should have remembered. Norrins was a very tactical woman who had made a lot of important friends when it came to territory. Rena instantly thought of Seraka Island.

Sure enough, Norrins pointed to the tiny island which was classified as part of the Namas region, although no normal citizen knew about this.

"Eighteen years ago" she said in a serious tone, tapping her finger on the small spot and looking directly into Rena's eyes, "the French landed here with their jets. They would never have passed the pollution standards that I set for Mourro, but we wavered it and it's our best option for liaison with Monavia."

The mention of the 'French' brought a certain distaste to Rena's mind. She recalled having to meet one of the French delegates who was conducting an investigation against the Mourron Royal Family. She found them intrusive and colonial. The Waewae Academy, or the Mourron university for diplomatic studies, taught a heavy part of the curriculum on the French and their interest in the Republic. Seraka Island had been the selected, top secret location for their quiet landing, which was never to be revealed to the Royal Family or the general public.

"I've spoken to Dominique" Norrins continued, "We've had the island cleared for Monavia's landing. You can wire some coordinates to their minister too." She pushed the file across the table for Rena to accept.

Rena shook her head, "Black ordered this, didn't she?"

Norrins was silent.

"Come on, Seraka always went against your principles for green transport. You always were a true follower of the Constitution's philosophies. You helped get Khytenna a clean landing, so why are we directing Monavia to Namas?"

"There are different agendas, Rena." She stood up and prepared to leave, "Sometimes we have to step aside for bigger things to occur. You should greet the Monavian minister at Seraka. The Keom Elite will escort you."

Rena rushed to the window and hurriedly shut the curtains. "The Keom Elite!? What the bloody hell are they doing here?"

"Black wants everything to run smoothly. Dominique has stationed the very best at Namas and Samo has agreed to everything."

Rena tutted sardonically. Agreed! Kusai Samo, the Minister for Tourism, was also State Minister of Namas. He had always detested the function of Seraka, and loathed even more the Keom Elite. By 'agree' Norrins obviously meant he was 'strongly persuaded'. "Of course we have to understand and accept this. It's only precautionary. The Silver Corp will be sniffing around us before we know it, so it's for the best."

Norrins left and it was up to Rena to proceed with the Mourro-Monavia dialogue. She began to tap up a message.

Thank you for your prompt reply. We have provided the information required for locating the airport to which you may land aircraft of your own choice. The location is a low-key one and we would appreciate it if its whereabouts were kept between Monavia and Mourron governments. In the light of Monavia being among the first ever international peoples we correspond with, we would appreciate it if you understood our concern, specifically regarding high media attention. It is within the interests of both of our nations that you have a gentle and undisturbed landing upon your arrival to the Republic.

Only a few hours after Carter sent out his final piece of correspondence, he began issuing orders to his valets to have his personal plane outfitted for an international flight outside of Nova. The coordinates of the island were delivered to the pilot, unaware that the island’s location was being enshrouded in an envelope of secrecy. There was really no reason for the pilot to waste any time divulging the information to begin with, as it appeared to be of insignificant consequence. This notwithstanding, the preparation required to have the plane capable of traveling the calculated distance would take nearly two days. In the meantime, Minister Carter had other business to attend to.

Minister Terra’s correspondence had thus far led him to the conclusion that her government would deal amicably and favorably with its neighbors. The degree of their precautionary measures was also understandable, given their apparent history of isolation. As Carter had no intentions of offending the Mourrans, or providing them with any reason to hold suspicions against the Monavian Empire and its citizens, he began writing another letter to Terra, explaining a few points of logistical concerns. Beyond this, there were no obstacles that would stand a chance of impeding his attendance at the conference.

Madam Minister:

[blocktext]While the preparations needed to make possible my attendance at the conference are being carried out, a logistical challenge which will occupy the next day or more of my time, I will voice some modest requests for the conference.

I will be arriving on a private aircraft, which shall land on the island airstrip which you indicated to me. The coordinates have already been verified by my government’s intelligence services, which sent a satellite overhead to survey the location, confirming the exact extent of the landing strip. Such information will be needed to make a safe landing.

As there has been a war occurring within portions of Nova, a vast region of the world where Monavia is located, I will be accompanied by a fighter escort to the island itself. Should you lodge any objections, please forward them directly to me.

I further request that a legal aide, valet, and two bodyguards be allowed to accompany me to the conference location. The aide and valet will be serving relatively minor functions there, but the bodyguards, which will be stationed at a location which you may permit, will be providing a direct security role. Furthermore, a small detachment of officers from the Federal Secret Services (FSS) will be stationed near my plane, to prevent any interference with the peaceful nature of the conference. All security will be lightly armed.

Should your government object to these requests, please notify me immediately so that some form of compromise may be reached in an expedient and prudent manner.

Thank you for your interest and correspondence with the Republic of Mourro. As mentioned in our default message, all nations are welcome to attend our conference and participate in its question and answer service. Each attending nation will be permitted to send one representative and other minor assisting staff if needed (after being approved by the Republic).
Please note that you would have to be more precise about the meaning of your proposal 'whether you would like some protection'. If your nation wishes to form any kind of contract, diplomatic embassy or other alliance with the Republic, we advise that your representative comes along to the conference and inquires about it. Please state in your reply to this message who your nation's chosen representative will be and any particular preferences regarding transport, security etc. It would be much appreciated if you referred to our Factbook (ooc: the thread can be found on the forums) for a rough idea of the Republic of Mourro.

It is with great pleasure that the Foreign Ministry of Serrland announces that it now considers The Republic of Mourro a legitimate, sovereign state, and expresses full intent to open unrestricted diplomatic ties with said state. Unfortunately, The Holy Empire of Serrland has little to offer in terms of civilian or military technologies, as our economy is struggling and our infrastructure grossly underdeveloped due to years of neglect under our former oppressors. Heavy government investment (at the local level) has seen a massive period of rebuilding and economic growth.

However, Serrland is a leading nation in olive, grape, and wine production. Serri grapes are some of the finest to be found, and produce a delightfully flavorful wine. As a gesture of goodwill and friendship between the two nations, the Foreign Ministry of Serrland requests permission to ship a crate of 24 bottles of wine to the Diplomatic Office of Mourro.

The Foreign Ministry of Serrland would also like to request, on the behalf of the Press and Information Ministry of Serrland, to send a journalist to the question and answer service, in addition to the representative (a junior official of the Foreign Ministry of Serrland) and his aide. The Foreign Ministry hopes this is agreeable, and assures that the work published by the journalist (if granted permission to attend) would act solely to introduce The Republic of Mourro to the people of Serrland.
