Say, think you and Covonant are up for a debate? Or is that simply not desired, and you keep the campaign to just speeches?

Firstly, the A-Levels are a UK-only deal meaning it would be hard to derive an international system from it. Also, I don't like having a Union-wide education board/system, as that would not fit the needs of each member nation's criteria for its future workforce.
I would instead endorse a system similar to the International Baccalaureate and make it an option for students to choose between their nation's education board or the (CU version of the) IB. I think this makes much more sense and it allows more flexibility.
Otherwise, Noronica would not be happy and I suspect many other nations would not be happy to have a compulsory CU-wide education system.

We can RP the five, assuming they are non-Noronican, and RP the rest as Noronican, setting a precedent for how the CUCJ should be benched.
