Delegations attending the Nov. 30 - Dec. 2, 2016 peace conference in The Green Union:

Frente Pueblo Revolucionario Liberación (FPRL)
Movimiento Socialista Islámica (MSI)
Partido Socialista Progresista (PSP)
Partido Liberal Democrático (PLD)

Njengi Royal Family
Representatives of the Kingdom of Albatan
Calen Royal Family (representing The Green Union's Parliament)

The crisp, blowing snows of November in Northern Duckland is a world away from the warmth and humidity of Nchiyamengi. To the delegates of the African nation that come here sparse and frost coated spruces replace the thick palms of Mlimayamaisha, black and craggy cliffs replace the green Mwambaomawimbi pastures, and a thick carpet of ice and snow snuffs out all life and greenery that to them is normal. Yet it is here in this frozen nation that perhaps the last chance for peace in Nchiyamengi it will be attempted. It is make or break time.

In the landscape of ice and snow Aramîr castle is a striking sight. An ancient, three ring fortress on a hill once built to protect the river valley civilization of Calendôr from the northern power known as the Coth, Aramîr castle stood on the only land route to transcend the modern country that makes up The Green Union from south to north.

The old fortress still appears much the same as it always has been. After being restored by King Michael I of Duckland as his family’s centre of royal authority the fortress has become one of the most iconic buildings in The Green Union. However, the fortress itself is a symbol more than anything else. It is a place to make royal addresses from and host events of merriment in, but no self respecting monarch in this day and age resides in an anatomically-accurate castle in the halfway between noplace and nowhere.

The delegates, arriving when they did so by car from the Calen Royal Family’s airstrip several kilometres away from the fortress itself, exited the vehicles into the elements of the ‘Green’ Union winter. They were led through snow that had only accumulated to ankle height since last being cleared, through the ‘Kendorian Gate,’ and, being guided by ceremonial guards in mail and fur and carrying and assortment of torches, spears, and shields, into the keep itself.

From there the scenery hardly changed, but the temperature definitely did. The delegates found themselves in a massive throne room in the form of a long hall, the length of which was burning a massive fire and at the end of which stood an oaken throne upon a granite dias. Upon the throne sat a sturdy looking man in furs and richly coloured robes, and upon his head was a circlet of silver with a single incrusted emerald at its centre. At his side stood a woman similarly dressed with a similar circlet bearing a black stone. The two looked deep in conversation over something the woman was showing the man on the throne from the screen of her smartphone. Unfortunately, the portable electronic device sort of clashed with the overall theme the place had going.

When the two royals (because who else has this kind of budget) spotted the delegates the man on the throne broke into a wide grin. “Welcome, friends,” He announced loudly to the conspicuously empty room, “to the Halls of King Wolfe VI!” The King then rose from his seat and strode over to the delegates, shaking each of their hands with the air of someone who has absolutely no idea how to greet a diplomat and has absolutely no care that he didn’t know. “This is Yuula, my sister.”

Princess Yuula the Savior is my full title.” The princess corrected. She was making her rounds much more properly, shaking hands with each of the delegates and especially humbly greeting the members of the Njengi Royal Family as well as Adán Kusemponwenya, the latter for whom she expressed sorrow for the death of Rosa Tampiyawende since their last meeting. "Welcome to our nation, my lord." she smiled at Mfalme Mazibinde V, "I do swear this is The Green Union, and not medieval Calendôr."

“Well,” the King said once the introductions had been completed, “this room is all well and good, but I don’t personally have my father’s same taste in architecture. I do hope you will not incriminate me if I protest that someplace more modern would be better?”

With that King Wolfe VI led the delegates through the back of the room to a stone passageway to a set of spruce double doors. But pushing through them the scene changed. The group now found themselves in a much more modern outside walkway of wraparound glass walls and ceiling which would have probably given a splendid view of the outside landscape if it hadn’t been drowned in a snowdrift. This was the glass bridge between old Aramîr fortress and new Aramîr palace which serves as the Calen Royal lodgings and practical workplace. A steel and glass construction, the palace was considerably more comfortable to conduct the meeting at hand in.

Soon the delegations were seated in a triangularly shaped boardroom, one entire wall of which was taken up by slanted window that overlooked the icy wasteland that was Northern Duckland.

King Wolfe VI, having shed some of the heavier furs of his garb, chose to begin the meeting. “So, my friends, it would appear that this is to be a very one sided peace conference given the lack of representation from the Unión Patriótica, Partido Conservador, and the so-called Guerreros del Islam.”

“We do have some ready topics that the king and I do believe would be prudent to discuss among the other concerns.” Princess Yuula added, “They are, and I quote:
- Ways to peacefully resolve the conflict of the Buetsu nationalist movement (original topic)
- Ways to safeguard the civilian populace of Nchiyamengi during this time of violence,
- Methods of reaffirming the common commitment of establishing a fair and open democratic system in Nchiyamengi,
- Methods of ensuring the survival of said fair and open democratic system in Nchiyamengi,
- The effects of the current Sevevill-led peacekeeping mission in Nchiyamengi, and:
- The point at which a United Nations peacekeeping mission can be legally and effectively initiated in Nchiyamengi to safeguard the fair and open democratic process”

The princess looked up from her notes. “The people of The Green Union grow restless. The elected government has promised them it will champion a UN peacekeeping mission to Nchiyamengi, but under the UN charter such a mission will not be legal without the consent of the Kampiya regime. In recent days, however, the Kampiya regime has suffered notable losses by failing to defeat this rebel coalition's forces in open battle. If this trend continues a UN mission may become valid with or without consent from the UP due to a severe limit on power the party wields. But to wait too long, or to fail in establishing a notable peacekeeping force, or to not receive consent from your factions here, could easily cause all of Nchiyamengi to be swallowed by anarchy. And usually only a totalitarian dictatorship will rise from Anarchy.”

OOC: Sorry I'm a day late with this. I had things come up at the last minute and didn't have time for all the world building I wanted to cram into this post.

With a little luck, Nchiyamengi, you won't have to write this whole conference out on your phone. This could be real painful if you do, so you already know to write as briefly as you want.

Albatan Representation, Green Union Conference, Northern Duckland
Attaché Claude Accoyer

Claude sat down and took out a pen and paper, he decided against note taking on his Kal-Com Phone because it would disrupt the beautiful harmony of the beautiful architecture and icy background through the window. He wore a heavy coat with fox fur trimmings and a white and navy knit sweater. His bald head was covered in a cotton tuque with the same pattern as his sweater, he looked very comfortable in his many layers. His aim was to merely stay informed on the plans of his new allies and see if it was appropriate to reveal and or discuss the involvement of the Special Forces squad in Nchiyamengi.

“What do you think the plan was? We would send your location to the government forces and then hunt down any of you that escaped the ensuing battle.” She took a breath before continuing, her face still mildly stinging from the tear gas and her stomach tying itself into a knot over horrors she had observed thus far. “The information you ask for is hardly confidential. There were seventy four Green Union soldiers, one expedition, which has been divided into three groups. The thirty-six observers are of no consequence to you because they don’t have combat roles. The twenty-four spotters are working to coordinate short range artillery fire for government artillery against insurgents, and the fourteen hunters I trust you have been competent enough at least to have already dealt with.” Nabila proceeded to tell the Courier everything she knew, which mostly consisted of the artillery battalions the spotter teams were operating with. After all, Nabila was technically permitted to reveal this information to anyone if it had been revealed to her. And after seeing what the Courier had done to the two drivers now seemed like a good time.

Nabila then turned her head, with some difficulty, to look with distaste at Lt. Danials. “And the Sevevillian solders I’ve seen in this country are all armed western-style with M4a1 assault rifles, flak armour, and ballistic helmets. This soldier is not worth anything to Sevevill if he can’t hold a gun, so I would suggest against mutilating him.”

OOC: I feel like there was an unspoken agreement to not cross between the Courier-Nabila and Courier-Mark storylines. So remove the last paragraph if you need to.

That was the message he left while the Hunters where on their way.

Special Forces have communicated with the special forces to land at a loyalist military airbase in Mwinukomwamba province. They will be met by a platoon of special forces who will transport them to a company of special forces who is being re-equiped and is planning on a renewed push into difficult terrain in province to seek out GI fighters, as well as any small groups of rebel forces that sneak north. If they run into larger rebel convoys the plan is to just harass them and call in for more land and air support and avoid an outright clash.

Xipa smiled. "My Swahili is also a little poor, I was raised speaking xuuXama!, which seems all to forgotten with Swahili and Spanish dominating the tongues of this land. You learn them with time however, constant interactions".

Considering the second proposal he said "our best hope now is probably trade sanctions. They often end up hurting the poorest, but when the poorest are angry they rise up. Every bit of wealth directed at putting down a revolt goes away from paying the military, and the soldiers are wary of receiving pay from foreign governments. With the violence of the war, a lack of pay and the destruction of plantations, the power base of the regime is beginning to grumble. When the military are unhappy, and the Njengi base are split, then we will have victory. The cracks are beginning to show. After this war is done a lot of people will want more though. Rebel veterans want posts in the military top brass and in government, protestors and students will want a better life, and the business elite and rich will want to hold on to their wealth. I don't know what will happen then, but it will be a delicate balance. I just want the right to be free in my country again, and I would like to be able to vote".

Thinking a little further he said "Mwiba knows a lot more about this than me, we can discuss it with her when we see her again. She read many books before she left the university and joined us. She told us about international debt one night, she teaches us occasionally, about how western nations come in promising to rebuild after they helped cause the mess and then use it to enslave leaders. She said it was like a rich man giving a criminal petrol and matches and sending him to go burn down a shop and then promising to rebuild the shop if the shop owner will promise to work for him. I am worried that might happen after this war. She said it could turn good people into those like Kampiya. I don't want another Kampiya".

OOC: No that's all good.

IC: The Courier made some notes in a small black book with a pen and smiled down at Nabila "much better" he said.

"We'll hold off on the fingers for now" he said to the fighter with the pliers. The fighter nodded. "Thats not so much for value reasons though my dear Nabila, you see, as you just told me quite recently, your nation does not negotiate with terrorists, and that is exactly what the infidels of your nations as of ours call us. Foolish of course. Here we are, a collection of Busetsu, Njengi, Arab and Indian united in our faith in Allah while they bicker and squabble amongst themselves, letting mere physical features determine their anger. And they call us hateful. The fools".

Leaning forward and smiling he said "no, I'm saving you for now because that is the way my master wants you, nice and whole. I can always take a few fingers from mr Mark over here, and leave a mark or two" he touched the cigarette burn gently, but the wound stung, "but for the most part unharmed, physically anyway". The Courier smiled again. "My master will be very eager to see you. And if there is any information I cannot get from you, he certainly will be able to".

The Courier made to walk away now. "Perhaps my master will choose to trade you and Mark here for some of our fighters. Perhaps he will just threaten to send you back piece by piece until your pitiful nations leave this land forever. Perhaps he will just keep you for his own amusement. From what I know of him, Malak al Mawt does not usually give up his pray".

The Courier turned and smiled one last time. "Perhaps you will be lucky though, who knows. Sleep well little Nabila and little Marky, we have a big day of walking ahead of us tomorrow. You'll need all your strength".

As he left another fighter, an older looking bald Arab Nchiyamengian gagged her and Mark again. He and two child soldiers, both Busetsus, all armed with AK47s, stood watch over them. Several other sentries took up posts. The Courier walked over to the circle of fighters preparing to bed in for the night. The fighters were sitting around an congratulating Orphan Maker, who had been given cigarettes by several to celebrate his proper welcoming into their ranks. The eight year old coughed amongst the laughing men, but seemed to smile and be happy to belong. Several of the young child soldiers looked on longingly, seemingly seeking the same rank and status amongst the older men, and the benefits that came with it. Orphan Maker was a man of the GI now, a valued fighter. They were still worthless, expendable, in the process of proving themselves to the adopted fathers and older brothers who had so often ripped them away from their own actual families.

Night fell rapidly. The maze of the jungle even wilder and less decipherable in the dark of night, and the fighters slowly fell asleep, watches of sentries assigned. No fires were lit or lights shone. They were a handful of silent black specs hidden below thick tree cover in a vast and expansive dark jungle.

In light of the news of Chechens and Crimean Tatars leaving to support the islamist rebels, the Eastern Ukrainian government has prepared the next batch of T-84Ts for delivery (numbering in 10 vehicles) and has offered the more numerous T-72AG tank to bridge the gap (with 20 upgraded T-72s ready).

Thursday the 1st of November 2016:

The Council of Nobles (a collection of hereditary Njengi traditional leaders, most very loyal to the Kampiya regime) met today in the royal town of Mjiwamfalme. The Council ruled that the decision by the current king, Mfalme Mazibinde V of the Njengi of the House of Kifalmesimba, to meet with delegates of rebel organisations and to be outside of the country when it needed him most, to show unity with the Kampiya regime during the Freedom Day celebrations on Saturday (celebrating 30 years since Presidente Marcos Kampiya took power of Nchiyamengi on the 3rd of December 1986), arguing that this reflected an inability to lead. They argued that Mazibinde had sadly lost his grip somewhat in his old age, and that it would be a mercy to the old leader to allow him to retire from his ceremonial roles as leader of the Njengi people and officially vacate the throne. With many of the royal family having left / fled Nchiyamengi, the Council instead elevated the great-nephew of the king, Hodari of the House of Kifalmesimba, to the position.

The young and ambitious but inexperienced 21 year old was officially 7th in line to the throne, but has been bumped up in the political move with the current King at the conference and his more direct heirs in Zaxumadi, seemingly now in exile.

The new king, Mfalme Hodari IV of the Njengi, of the House of Kifalmesimba, will take part in the Freedom day celebrations on Saturday in the royal town of Mjiwamfalme, and will set about trying to restore stability in Kusinimwapwani province. There are also plans that he may meet with Presidente Marcos Kampiya at the Presidential Palace at the capital in Puertazul soon.

Hodari's father and the nephew of now essentially the king-in-exile Mazibinde V, Nguvu Kifalmesimba, was killed in an attack by Busetsu ultra nationalists loosely associated with the FPRL back in 1995, when Hodari was 10. Hodari has been noted for his hatred of Busetsu nationalism and the FPRL ever since, and is an ardent Njengi nationalist. He has just completed his 3 year undergraduate in Military Strategy and Tactics at the Royal Military Academy in Mjiwamfalme. Hodari is also the first King born after Presidente Marcos Kampiya seized power, making him a "Kampiya kid" (a term used to refer to those born on or after the 3rd of December 1986), and indeed the first King to be born after the independence of Nchiyamengi from Lyseria in 1972 (with the 80 year old Mazibinde born in 1936).

The move has been met with a mixed reception from the Njengi people. The Njengi nationalists, particularly the more ardent and militant ones, have cheered the move and view it as a positive one. An unholy alliance of a number of older, more traditional Njengis and moderate pro-peace Njengis (ranging in age from young to old) have opposed the move, viewing it as a challenge to tradition and peace respectedly and agreeing on it being a destabilising move.

OOC: I have a full shift of work tomorrow again so I will try post in the evening. I'll handle the peace conference in the Green Union then. Then on Saturday I'm free so I'll post on the Freedom Day celebrations then.

After all, Nabila was technically permitted to reveal this information to anyone if it had been revealed to her. Nabila then turned her head, with some difficulty, to look with distaste at Lt. PSP Camp, Mwinukomwamba
Corporal Ibori

This conversation was helping, it took his mind off the horrors of this war, and then his mind turned to a darker though. He remembered in High school a very interesting and important lesson, they had studied the famous book The Dictator's Handbook. If there was to be peace at last, things in Nchiyamengi would need to change far more then a mere change in ruler. After all, no man rules alone, and if the new government has rich people who want to be rich, then they must either let them be rich, or fear someone else using their riches to take power, it would be another Kampiya. If there was to be change, it would rest on the shoulders of co-operation. If the country adopted a more progressive policy and practiced religious freedom, they could end the struggle between Christians and Muslims, and if they adopted the communist principal to seize the means of production, at least temporarily, then they could allocate funds to the school to help build a productive next generation, at the expense of the rich, then Nchiyamengi would be on the way to becoming a developed county. At least, he hoped.

He looked around the camp and found Mwiba,

Ibori: Xipa told me to talk to you about economic sanctions and other ways Albatan as a nation can help the rebel coalition.

The Courier turned once more, a mixture of anger and hatred in his face. He drew a machete gently and held it in his hands. "You aid the Kampiya regime" he said gently, "the same regime who drilled me for 5 years in national service and looked down at me as a Muslim despite risking my life, the same regime that sought out to later imprison me for political engagement and fighting for the rights of Muslims". He rested the machete gently against Mark's face. "The same regime who did nothing when a group of Christian militia and Christian police officers tortured and murdered my parents and sister".

"Any friend of the regime is my enemy" he tilted the machete on Mark's face. He gave a smile then, "but I paid them back, each of the bastards that tortured and killed my family, I paid them back in kind. And one day, I will watch with joy as Kampiya himself loses his head for what he has done to my family and my people".

The Courier drew back the machete to strike. He halted then, and smiled. He put his machete away. "Sleep well little Marky, you will need your strength tomorrow". He went back to the main group of fighters with Orphan Maker, who were welcoming the boy into their ranks as a full man.

Saturday the 3rd of December 2016:

Today is Freedom Day, the anniversary of Marcos Kampiya taking control of Nchiyamengi. This is a particularly special one, marking the 30 year anniversary since 1986, marking 30 years in power.

In loyalist areas there have been massive celebrations, with the national anthem sung, national flags waved, military veterans out in force, military parades (although mostly conscripts and reserves the only ones who could be spared) and cheap drinks for those dressed patriotically.

In the slums there have been massive protests however, with national flags burned and what is becoming the flag of the united rebels being waved. In Puertazul protestors and police have clashed both in the slums and when a group of around 3000 protestors marched on Freedom Avenue to try disrupt the Freedom Day Parade. Police and Njengi militia blocked them and the groups clashed. At least 6 protestors have been killed in the violent clash and the ensuing chaos and stampede of fleeing protestors.

Saturday the 3rd of December 2016:

The recently appointed Mfalme (king) of the Njengi, Hodari IV, has today celebrated Freedom Day in the royal town of Mjiwamfalme. The young king stated that Presidente Kampiya had led the nation through 30 years of hard fought prosperity and freedom, and that he would continue to do so. The king said he looked forward to the 40th and 50th Freedom Days in particular with great anticipation, and that God willing he would still be around to see the 100th. The local Njengis and Njengi nobles present cheered the statements.

Violence has intensified in Kusinimwapwani province today however as Busetsu insurgents and GI terrorist warbands increased their attacks to disrupt the Freedom Day celebrations of the Njengi loyalists celebrating 30 years of Kampiya rule.

OOC: Trying to type with this phone is death. I'll do something on it soon.

Sunday the 4th of December 2016:

GI fighters have launched massive attack on the church of the small town of Kijanikisima in Mwambaomawimbi province (the home town of Presidente Marcos Kampiya).

The force of about 250 well armed fighters and child soldiers attacked the church and town without warning, firing RPGs and throwing Molotov cocktails at the church, killing at least 150 civilians in the ensuing battle. The church was packed for the post Freedom Day Sunday service.

The terrorist forces rapidly fled after police, military and Njengi militia swept in to try defeat the force. The terrorists mostly got away unharmed, only losing 7 fighters in the rapid attack, but left many dead and several buildings burning in what was a clearly well planned shock attack.

The FPRL delegation argue that they have no control over the Busetsu nationalist insurgents, but argue that if real efforts were made to rebuild their destroyed homes in the north and in the slums after the end of the war and the arrival of democracy and to help them resettle and prosper, then the violence would be mitigated. They argue that for now all further forced removals must be vocally opposed and, if possible, violently resisted.

Mfalme Mazibinde states that he will use whatever influence he has left to try ensure that Njengi militia operate purely defensively against insurgents, rather than antagonising them on "hunt" missions, but cautions that many Njengi nationalists are more loyal to Kampiya than to him and will not listen. He states he will push for more aid to Busetsus who have been forcibly removed, and will actively oppose any further forced removals.

Former cabinet Ministers Lucas Taiunyoya and Pedro Gatola state that they strongly opposed the forced removals but would not be heeded. They promise to use what little influence they have amongst moderate and traditionalist Njengis to oppose any further forced removals and grant more aid. They criticise the FPRL and the Green Union for arming the insurgents however.

The FPRL come back swinging and accuse Taiunyoya of overseeing the funds that armed the Njengi militia and the forced removals. Taiunyoya denies this and says these were done by Presidential order and miliary action against his wishes

Princess Yuula has urged all delegations to refrain from laying blame, reminding that all are here in the general interest of peace. In her words, "The actions of all parties in this room have always been to bring this war to a desirable end. We are here to find a desirable end we can all agree on, and discuss how to achieve it."

The princess goes on to state that the arming of Buetsu insurgents by the former Parti Liberal government was a mistake in hindsight, but since the Calen Royal Family was not involved any more than Lucas Taiunyoya or Pedro Gatola were in the arming of Njengi militias they cannot speak about motive behind the action.

Furthermore, the royals have noted that the largest of the IDP camps was destroyed in the so-called 'Battle of the Flag.' The Loyalist Red Crystal led aid mission to Nchiyamengi has been shattered and dispersed (Again the princess reminds delegates to discuss a way forward, not place responsibility for the past), and it will be some time before the system that allowed the shipment of weapons alongside medical supplies is modified and another mission can be sent.

At the same time, news of the attack on the special forces convoy involving Green Union forces has finally been confirmed by The Green Union's government via an investigative team which needed to travel to identify the bodies of Green Union Loyalist dead and then to the ambush site to determine the validity of claims of the attack being carried out by GI insurgents. The government inquiry confirms the deaths of nine of the special forces, with three survivors. Cpl. Jacques Balladur, Sgt. Alexandra Mctavish, and Capt. Marcus Brayfield survived the attack while Lt. Nabila al-Rashid and Lt. Allan Fox are missing in action. It is suspected the two missing soldiers have been taken captive by the GI.

Surprisingly, the public response to the confirmation has not been one of outrage. However, the incident has once again fuelled voices to create a UN peacekeeping mission to Nchiyamengi. Other, more extreme voices have also been rising. Communist fervour following the death of Fidel Castro and the creation of a Workers Party government in The Green Union has led to calls to support the FPRL becoming more and more common.

The Green Union's government has stated that more forces cannot be sent into Nchiyamengi at present, even in an effort to locate the missing Green Union soldiers. The diplomatic red tape of such an action would hopelessly tangle any attempts to do so.

OOC: I'm going away until Friday and so may have no signal until then. Be patient, don't kill any key figures (or I'll yield it null and void) and no massive stuff (no invading a city, bombing a town, obviously no invasion, or I will remove you). When I come back I'm bar-tending Friday night and Saturday between 9am and 4:30pm so I will still be busy then, and will be tired when I return. I may be able to only post by Sunday or Monday, so be patient.

OOC: I have some signal on my phone, but I'll keep this brief.

IC: The Clearing:

Early the next morning, before it was fully light, a group of fighers led the two captured special forces troops away from the main group, with them dragging along the bodies of the beheaded drivers. They returned later and moved the severed heads and Isaac's removed left hand and Mark's removed little left finger as well. Then they returned. Their hands were covered with blood and dirt, it seemed they had been made to dig the dead men graves with their bare hands.

"Alright, up and at it" ordered the Courier, sipping water out a canteen and chewing on some tough stolen biltong for sustanance.

Mark and Nabila were handcuffed at the front, once in the wrists and once tightly below the elbows. They had ropes tied around their necks like leashes and only then were their gags removed. A boy gave them a little water each, to make sure they did not die or pass out from dehydration, and only then were they cut from the trees and led on by two large men, a big bald Arab Nchiyamengian leading Mark and a tough scarred Njengi leading Nabila. After the water they were gagged again.

"If I feel you are going slow Mark I'll take more of your fingers, maybe your manhood if you really annoy me, Zoie won't like that" said the Courier with a grin. "Nabila if you go too slow I'll do the same to Mark, Malak al Mawt wants you whole".

Unable to talk they trekked for hours down into a wooded valley and followed the area of dense foliage along a rocky stream, using it as an invisible road. They would walk for about 12 hours before darkness began to fall again.

The Volunteers were around the Kusinimwapwani region, and they have chosen a point which they can make their HQ in Nchiyamengi , they have called this point "Leboa-Seko" because of the decision of the Volunteer general, Oliver Tambossa, he was half Kyratian and half African, and was raised and born in Kyrat to an African Father and an Kyratian mother. They have began building and placing their forces in this point and built almost a very big post.
