OOC: Well, I did, but the meeting hasn't actually started. However, as I've explained the security details, he can try again if he wants.

2016 Sapporo Peace Conference
Image

National Political Forum of Ezo Building:
Konstantin Chuikov had prepared a speech for the opening of the conference. He waited until every delegate was seated in their place at the Conference Hall. Once all was settled, he stepped up to the podium.....

"Ladies & Gentlemen, I would like to thank all of you for putting aside hate and sitting down to speak with people who have unfortunately ended up on the wrong side of a conflict. I sincerely hope we can lay the basis for a peaceful resolution to the Nchiyamengian Civil War. This conflict has taken the lives of many innocent men and women of Nchiyamengi and left others permanently scarred, physically and emotionally. It has created boundaries and walls between what were once friendly neighbours, students, co-workers and family members. I will not be backing any opinion stated here, but I do encourage each participant to showcase what they have to say and their plan on how to end the war."

Finishing his speech, the Chairman begins to call up each delegate to give their opening speeches....

OOC: You can do each speech one at a time or all at once, however you see fit.

Rebel media are reporting heavy bombing by the airforce, and have shown images of wounded and burnt fighters, as well as civilians. They claim the airforce is also using a deadly new weapon that is causing people to hallucinate wildly, and have shown images of young children and adults alike thrashing about wildly on the floor screaming.

Portavoz Nacional Juan Kampiya has denied these images as hoaxes, stating that the airforce have launched precise strikes on enemy fighters, not civilians, and that the wounded civilians in images are those the rebels have wounded themselves, and those thrashing about are acting.

He announced the successful start of "Operation Roaring Lion", a move by the airforce to "bomb the treacherous terrorists hiding in the jungles and mountains out of their hiding places, and force the cowardly rats to face our forces on the open field of battle, to be crushed once and for all".

Commandante Adán Pamadi is the first to speak, he and the entire delegation of the UP, along with the one delegate of the PCAOL, move as one to the stage so that they can speak one after the other. Commandante Adán Pamadi helps push the wheelchair bound officer Samuel Vanderi up to the stage first.

Pamadi begins: "Let me make this clear right from the start, we are not here to negotiate, we are not here to enter into constructive dialogue. This is because you cannot enter into constructive dialogue with the monsters in this room. It would be like trying to negotiate with a crocodile, like trying to teach table manners to the hyena eating your son. The monsters in this room are complicit in the murder of both my parents, Gobernador Martín Pamadi and my mother, María Pamadi. They were killed in their beds at night by cowards who could not bare to face them in the light of day. They were killed by weaklings who could not fight like men on the field of battle, but had to sneak up behind them at night and stab them in the back. The monsters that murdered my parents, and who are slaughtering so many innocent and good law abiding citizens in Nchiyamengi are not men, they are not people, they have failed in achieving their personhood. They are monsters, torn from society, from goodness and from God by their crimes against all three.

We are not here to negotiate with these monsters. We are here only to hold them to account. When they spill their filthily lies we will correct their deceit, when they try spend their nonsense propaganda we will expose it will the purity of the truth. We shall not allow these monsters to pollute the air with their noxious lies."

Julia Mosende is the next to rise, the fairly young Njengi woman looks to be in her early 30s. Her attractive features are marred by a bandage stretched along her face from the right side of her chin over the left side of her hair, covering the large part of her nose and face that was slashed at by a panga (a type of machete often used to cut sugarcane). Her eyes on either side of the bandage are bloodshot, and have dark marks underneath where she was punched during her 'encounter' with the Busetsu ultra-nationalists.

She starts: "My name is Julia Mosende. 9 years ago I married Nguvu Mosende. I had known him since we were children and we had always loved each other. He was a good man, a kind man, and strong man who supported me and my two sons, Kazi and Kirafiki. Kazi was 8, and we was a good boy, he collected firewood and water for me and helped and helped his father with the goats. Kirafiki was 6, and he was naughty, we used to play around and chase the goats, he used to climb up trees and refuse to come down until we threatened him with no supper. He was naughty but he would always make us smile. He would tell us jokes so as to get away with his beatings for being naughty. If we were laughing to hard we could not find it in ourself to beat him hard. 'mama' he would say to me, 'mama I was only trying to catch some of the sun and bring it back to you', 'mama I was just trying to make sure all the goats got enough exercise'".

Julia breaks down for a moment, and fellow delegate María Netope, a far older woman, holds her, joining her at the platform.

After a while Julia recomposes herself somewhat and continues between sobs "my husband was a good man. He did his time in the military, he fought for our nation, for our home. His time was mostly done fighting off raiders, the rebels and traitors that sit in this room and who raided our villages and stole what little we had. Afterwards he came back home and gave me two beautiful sons. We would have had a daughter as well, but God would not have it and she passed away before she was born. It was a miscarriage. Despite this he still loved me, and we were happy together, just the 4 of us in our village. Then they came."

Julia's voice becomes far harder now: "They murdered my husband, he tried to defend us and they shot him. They murdered Kazi as he went to hold his father, killing him with a panga as he lay over his father. They murdered Kirafiki as he tried to help me find a way out, they shot him in the back. Then they raped me. Again and again. All 12 of them. They took it it turns. And they beat me while they did it. They told me to make 12 new Busetsu warriors for them, and they laughed at the did so. One of then chopped at my face when I spat in his eye. And as I bled he carried on. Then I was glad I had not had a daughter. I knew then that God had been wise to cause the miscarriage, so that she would not be raped as well. Better that she had never been born at all.

Afterwards they dumped me outside in the mud and the blood of the other villagers. Then they burnt down my house, with the bodies of my husband and child still inside. I will remember that night for as long as I live." Julia begins to break down again, "I will remember and never forget, I will remember and never forgive". As she completely breaks down, the old fellow delegate María Netope leads her away to a bathroom, where she can be heard wailing.

Soldado Busara Konde steps forward as the next delegate to speak.

Soldado Busara Konde is the next to speak. The 19 year old Njengi soldier looks far older than his actual age. His young face has numerous scars on it. One eye has an eyepatch over it, and both ears look like they were burnt near off with an open fire. He is dressed in a well pressed and clean uniform of an honorary Cabo (honorary Corporal, a soldier discharged from the military early due to severe injuries sustained in combat). On his chest a Gold Lion medal with a red ribbon holding it in place can be seen. The Medal is the Royal Lion Medal for Bravery, given by the King of the Njengi to citizens who display exemplary bravery, particularly soldiers. The young soldier looks shaken.

He begins to speak in a shaky, young voice: "Good day to you all, ladies and gentlemen. My name is Busara Konde. I was a soldier of Patrol A, 3rd Squad, 1st Platoon, Escorpión Compañía, 2nd Battalion of the outer Maporomokodhoruba Province Regiment. I was based at Shujaa military base where the FPRL rebels attacked on the night of the 1st of September through the early morning of the 2nd of September. That night was fire and hell for me. I was awoken from my bed by the sound of gunfire and explosions. We had to move fast and start returning fire against an enemy that was all around up, firing at us from the cover of jungle and the night. It was terrifying. I had been in the army a little over 7 months, and this was a level of attack and brutality I had not seen before.

I was one of the fewer Njengi soldiers in a mostly Busetsu outfit, and I had come to work well with my fellow soldiers. I had come to view then as my brothers. That was why it was so much harder for me when I watched my brothers die. My best friend, soldado Kicheko Majayampela, my trainer and mentor, cabo Afya Payameje, and the commanding officer of my patrol and squad, Sargento Tomás Dlabera, a man I looked up to, all three were killed before my eyes. Kicheko was ripped in half by gun fire, cabo Afya blown to nothingness by an RPG, and Sargento Tomás killed by a single bullet by a sniper. There was nothing I could do of them, but I tried nonetheless. As I tried to held Kicheko, tried to put the guts back in his body as he lay there, they came up behind me and put a knife to my throat. I thought I was dead then, and I wish I had been. Instead they took me away. wished me into the forests. I was bound and pushed along. Taken away from the base as loot of war, with the guns and ammunition those vultures had come to steal.

They marched me along for days. I barely had any food and water, and nearly no sleep. My hands were bound permanently behind my back, and I fell into the mud several times. I was one of several captives they took with, most Busestu soldiers of low rank, conscripts like me, but also a Njengi Lieutenant from Guerrero Company, Mateo Banzeni. The whole way they told us that if we tried to run they would not shoot us, but they would instead stop and beat us near to death and then skin us to make an example of us. One Busetsu soldier, I never learnt his name, did try to run. They did exactly that to him. I can still hear him screaming when I go to sleep at night. They left his skin on a tree and the bloody mess of his skinless carcass on the ground. They weren't good at it. The skin ended up coming off more in chunks than is a single part.

When we got there they gave a chance for us to swear loyalty to them and fight for them. They threatened us with torture if we did not. They stated in return we must tell them everything we knew, and that if what we told them did not match up with what the others said they would torture us even more for lying. Some of the soldiers were so scared they agreed, and they were taken away to be questioned. Lieutenant Banzeni refused, so they took him and they started pulling off his fingernails and toenails with pliers in front of us. They told us this was just the start. They chopped off his left hand and cauterised the wound with petrol and fire. They smashed his balls with a mallet to unman him, then they broke his legs with the mallet to prevent him running away and dragged him into a hut for questioning, we could hear him screaming from inside it. After that everyone complied.

I said I would comply. I was so afraid. I just wanted to go home. But when they asked me where the other bases were, where the supplies were, what the troop patrol patterns were I realised I could not tell them. I could not send other people to them to be tortured as well. I told them I could not help them. They took me outside and hung my arms from a tree where everyone could see me. As I dangled there they asked me to reconsider. When I said nothing they pulled me down and flogged me for what felt like an hour, and rubbed salt in my open wounds".

Busara turns and lifts up his shirt to show a back devastated and crisscrossed with scars. He lowers the shirt again and continues.

"Then they smashed my balls with a mallet to unman me, and f and pulled me up again. I dangled there bleeding. They asked me to confess again. I did not. They said they would not let me sleep until I did. Every night someone would keep me awake, jabbing at me feet and legs with a knife tied to a long spear. He would speak about how if I did not confess that they would find my mother and rape her, that they would find and kill my entire family. For three days I had no water. They they bought me down and when I would not confess they held my head under water until I passed out. Then they revived me and did it again. One day they bought Lieutenant Banzeni out. He looked near dead and large parts of his body had been beaten. They told me to confess or they would burn him alive. He told me to hold my tongue with what little energy he had. When I refused to talk they doused him in petrol and set him alight. I will never forget that smell.

Then they bought me down after it was done. They forced me to carry the remains into the jungle, and dig two graves, one for the body and one for myself if I did not talk. When it was done they made me bury him, and told me to lie down in mine. I was ready for death as they piled on the soil, but they pulled me out and laughed, saying I would not die that quickly. They burnt my ears, because they said I was a bad listener, and savaged my one eye. They said they would leave the other so that I could see what they did to me. They hung me back up in the tree. Day and night merged together. I hardly ate and rarely drank. I could never go to a toilet but went hanging up there.

Eventually I was freed. Nchiyamengian special forces found us and drove them away. I could barely tell what was going on. Bullets flew past me all the time, and all the while I prayed that our side would win, or if they did not that they would kill me. Our side did win. They lowered me down and treated me, and then rushed me to a military hospital in Puertoplátano. It had only been 15 days since my capture, but it felt like a lifetime".

Busara paused, fiddling with the medal. "When king Mazibinde gave me this medal, he gave another posthumously to Lieutenant Banzeni. He told me to be proud of my bravery, but I could not be. I could have done more. I should have done more. All I wanted to do was to live, to get home. All I wanted to do was to see my mother again and ensure all my fellow soldiers got that chance as well. I do not deserve this".

Busara removed the medal and put it down on the podium. He turned and saluted Comandante Adán Pamadi and the wheelchair bound officer Samuel Vanderi, and then stepped back. Comandante Pamadi wheeled officer Samuel Vanderi forward and handed him the microphone so he could speak.

María Netope and Julia Mosende had returned. The matronly María Netope hugged soldado Busara Konde, as did Julia Mosende.

We thank the UP delegates for giving their speeches and opening up on sensitive details of their lives. We will remind the audience that the Union Patriotica, commonly refered to as the UP is the current ruling party in Nchiyamengi. We hope the delegates can provide their point of view on the crisis, as well as how to solve it. Now we would like to call up the FPRL delegates, led by Mr. Miguel Tapyaro.

Kusemponwenya has stated he has instructed leaders inside the Milicia para la Libertad to try link up with and work alongside the Rainbow Warriors.

The forces scanning the barracks find no bugs (as there are none), but their are cameras watching the stairways, common area and entrances of the barracks, as well as by the gates of the compound and in several other parts of the barracks. Officially the cameras are there for security purposes.

OOC: If you are going to split up your forces significantly, and have some heading out in the field to look for the GI directly, then more forces will need to be included. The forces heading out to look for the GI directly will need to pair up with Special Forces, and not just regular army soldiers. If you want to send them off to do that just note it and I'll have special forces come pick up those you are going to send to do that.

The Loyalist spotter teams have offered their services with artillery regiments on the hottest parts of the frontier with the GI, while the observer teams are attempting to acquire military guides and escorts from among the Third Platoon.

The specialist hunter coalition is prepared to begin operations with little more than local guides, but has requested of the military a task force of qualified, professional soldiers who will be able to help in the task of locating the GI.

Several trucks will arrive tomorrow to take the spotter teams to the north of Mlimayamaisha Province to meet up with the 3rd Artillery Battalion of the 1st Artillery Regiment.

The trucks carrying the hunter teams will go just north of there to a Special Forces base in the south of Mwinukomwamba Province. You will be working with Comandante Heri Msombe, a 52 year old veteran of the civil war, who used to be a child soldier in the rebel army of the UP before they seized power of the country. His battalion, the Kifo Vichwa ("Death Heads") have a reputation for brutality against enemies and prisoners, and have been sent to deal with the GI. It is rumoured they helped with the attack on the FPRL headquarters, but this is unconfirmed. They wear a skull and crossbones insignia on their formal non-combat outfits.

The observers will remain with Third Platoon and can push south into Mitiyakijani Province to observe the destruction there, or they can engage in a safer activity and push south east and observe the situation in the city of Mjiwadhahabu in Mlimayamaisha province.

Either way, the officers of the observers remaining have been invited to attend a super at the house of Teniente Najambe where he has invited them to meet his wife and daughters and enjoy some good Nchiyamengian food before you head off. The other officers from the other groups can also come for the visit before they leave if they want to.

OOC: Jumping past the last two UP delegates a bit, I'll do them in summary now and move on to the FPRL. All the other parties will just have one opening speaker.

As University shut downs continue into their second week, most university managements have intensified the crack down on protesting students, some under government pressure to do so. A number of student protestors have been suspended or expelled, other protestors trying to blockade and disrupt have been arrested by police. A record number of University lecturers, tutors, and a number of members of university management, have resigned.

The University of Ciudadelapalma has officially shut down for the reminder of the year after its Vice Chancellor resigned, along with nearly his entire management and just about all of the remaining staff.

Wheelchair bound police officer Samuel Vanderi is the next delegate to speak. The officer is in his early 40s. His face is still mostly covered with bandages from the severe burns he received during the attack at the slums of Mjiwadhahabu involving the FPRL and the MSI. He lost both legs and his right arm as a result of the wounds and severe burns he sustained that night. He also wears a Royal Lion Medal for Bravery.

Just as a brief summary: Vanderi starts by saying that if soldado Busara Konde does not deserve this medal that no one does, and insists on calling the soldier back to the stage before presenting the medal the soldier had left at the podium back to him.

Vanderi then tells the story of how his police squad were some of the first on the scene to respond to the news of disturbance. Vanderi pays tribute to his fellow officers. He was the only one in his squad to survive the attack. The military veteran then states that the night was the most insane, terrifying and bloody of his life. He speaks of the horror of the gunfire which lasted hours, the terror and pain of getting both his legs under a car that got flipped by an RPG, and the pain of being shot in the arm when he raised it to wave for help. He also describes the terror and pain of his skin being scarred and burnt away at the fires around him, some of the smaller of which he was able to put out with the hand of his wounded arm, which was burnt to a blackened ruin by the end of the night and had to be removed.

Vanderi states that it was only the thought of seeing his wife and children again that got him through the night. He commits himself to go on doing whatever he can, despite his ruined state, to keeping law and order in the country.

María Netope is the final delegate for the UP to speak.

María Netope takes the podium. The matronly looking Njengi woman is in her early 50s.

She talks about how her son and only child, Pedro Netope, a 22 year old aspiring shop owner. She speaks of how, still unmarried and employed as a school cook at 28, she had met a handsome older military veteran one night in a shebeen (a pub in a slum or township that operates in a grey area of legality). He had promised her the world and they slept together. When he found out she was pregnant however he left and she could never find him again. She gave birth to his son, and named him Pedro, after her father, and prayed he would never betray a woman like his father had betrayed her. She had raised him well she said, and he had done his two years military service honourably. He had been afraid, but had done it and served well.

He had come back and saved enough money working as a repairman to get enough money to open a small shop in the slums of Puertazul, where the two had lived their whole life. She said he always looked after her, and made sure she had enough money to be comfortable rather than spending it all in the shebeen. She said he had his father's charm, but that she insisted he find one girl and treat her well, and not flit between them. She said he had a longtime girlfriend, and that the two were close and comfortable, and were thinking about saving up to get married.

María Netope had a calm face and voice, and it remained controlled through the next part of what she said, in a very matter of fact way.

Then the Busetsu nationalists, supporters of the FPRL, had come to his shop late one night during a protest against the government. He lived in the attic above it to save space and to deal with any burglars. His girlfriend was away that night. They had broken in and chopped him to death before ransacking his shop, looting it. They had spray painted a message calling him a "Kampiya collaborator" on his wall, a message that "Njengi monsters kill Busetsu children" and a final one that "The FPRL will rise again!" Then they had left, vanishing into the dark of night like the cowards they were

Still calm, María Netope spoke directly to Miguel Tapyaro of the FPRL. She said she could never forgive him for what his party had done to her son, so he should not bother asking her too. She stated that the FPRL had fed and fuelled the cultural hatred between the Busetsu and Njengi that had caused the killing, and that they seemed content to continue ripping the country apart, and killing the children of so many mothers, just to further their own selfish desire for power.

Mark rode on the side of a dusty jeep. There were a few soldiers belonging to Sevevill and the loyalists. There were also a few nchiyamengi soldiers. They reached the slums guns half drawn they looked around at all of the tattered houses.

"Sir! Sir! Enemy infantry approaching from the west outskirts", shouted a rebel to the Ezonese military adviser supervising the battalion. The the adviser was supprised, but immediately stood up and grabbed his
AKS-74U from the table. Then, he and 8 rebels quickly manned concealed positions in the direction of the enemy advance. Another soldier was sent back to call for reinforcements. However, each rebel suddenly heard the unmistakable roar of a fighter jet.....

OOC: Attack if you want, but we just had a whole conversation about how the FPRL will tolerate this force because we are neutral in the overall conflict. This task force is just hunting the GI.

The freighter jet overhead the ground conflict started. Mark and one of his other soldiers dived down behind a wall the others scattered for cover. Mark pushed his M4a1 up over the wall and shot at a rebel running down the street towards them. He saw the man stumble and fall before moving back down into cover.
