Well they weren't even sent at all. They were just standing around in Rannoria.
So, the force was sent, and so a telegram was sent. When someone entered the room telling about Sylbania, Tyron thought it would be wise to do something. He knew about the order, and so he did it.
But first of all, he just answered to what Nikolai said.
"So I now I'm confused," He made a strange smile. "Do you or do you not choose the pacifistic route? But for now may you excuse me, I need to do something..."
